The sharing economy means we can now use excess capacity to similarly drive efficiency and create wealth. Senior staff is experienced and we believe that debt and liquidity management is prudent.

17 ENVIRONICS, ESRI GIS & INCIDENT RESPONSE DATA Allows BFES to understand demographics of a specific area of our city Builds confidence in better understanding our fire data Allows comparisons between similar areas of the city based on demographic factors May allow us to accurately compare to other municipalities this has been extremely difficult in the past Facilitates targeted education messaging similar to the techniques used in marketing

18 PATCH PROJECT (PARAMEDIC ACCESS TO COMMUNITY HEALTHCARE) Simcoe County Paramedics pilot project referring vulnerable patients to community services, reducing 911 calls Began with an in-depth analysis of frequent users of Paramedic Services. Barrie PATCH Pilot project shows over a 50% reduction in low acuity transports to RVH for this group since 2015 Paramedic 911 referrals (Feb 2015 Mar 31, 2017) 1285 referrals by Program Coordinator with 70% receiving enhanced services from existing community agencies 100 patients referred to the Barrie Health Link in 2016 by Paramedics when looking at RVH visits 3 months prior to being enrolled & 3 months post enrollment; RVH showed 40% reduction in ED visits, 52% reduction in admissions, 32% reduction in the hospital length of stay days & 53% reduction in readmissions

19 NEIGHBOURHOOD-BASED RECREATION PROGRAMMING Premise: people involved in organized activities will be more engaged, leading to better mental and physical health Barrie s award-winning Recreation Dept. is planning programs at community centres in consultation with the neighbourhood to address social needs Programs in some areas tailored to teens at risk, isolated seniors, and children aged 6 12 through accreditation from the High-Five organization City of Barrie recognized by Playworks as a Youth Friendly Community *Silver

20 NEIGHBOURHOOD-BASED RECREATION PROGRAMMING Supported with the following special programs: RecACCESS: Low income families and individuals can receive credits for free programming (uses extra capacity in programs/classes). 2,371 participants in 2016 Licence 2 Ride: Partnership of Transit and Recreation departments With a Licence to Ride, year-olds ride for free on Barrie Transit and play for free at the City s three Community Centres over the summer. 865 passes issued in 2016 transit ridership increased by 5,000 in July/August 1,822 youth attended drop-in programs at community centres Jumpstart Partnership: New program this year to provide access to sports equipment for up to 400 youth in need at no cost.

21 RELATED SHIFT THE SHARING ECONOMY Excess capacity exists throughout our society Roads, Cars, Trucks, Parking lots, Homes that we use a fraction of the time Promise of the sharing economy is that people who want to monetize some of this capacity may be able to do so Disruptive to be sure, but Consumer choice and technological change will always trump regulation

22 SHARING ECONOMY TASK FORCE Mandate: how to use the sharing economy to achieve economic benefits, improve service quality or convenience for residents Established by Mayor s motion Fall 2016 Comprised of local technology leaders Recommendations to Council shortly Initial directions: City should take an active role through a sharing inventory. City should look at civic crowdfunding (a sharing economy platform) for collaborative sharing of ideas and funds to contribute to civic programs and projects. Sharing of city-owned assets either with city businesses and residents or between municipalities. City should leverage data from sharing economy apps to improve city services, and understand its community needs better.
