STFC is a funding committee that is comprised of solely UW Tacoma students. STFC operates as a branch committee of the Associated Students of the University of Washington Tacoma (ASUWT), and is the only budgeting committee within ASUWT. As a budgeting committee, STFC is charged with allocating several hundred thousands of dollars per year for the sole purpose of catering student needs through technology related programs, equipment and employment. According to the STFC Policies and Procedures, Annual Allocation requests are to be technology related and "designed to review and determine expenditures on improving existing technology and acquiring new technology programs, licences or employment to be utilized and available for the students of UW Tacoma". 3 General Request Information Introduction STFC Allocates money for technology purposes only. Within those purposes are different types of requests in which STFC considers. These different types of requests include Licensing, Items and Employment. For each type of request, STFC may require additional and more in clarifying information or the committee to consider in order to make reasonable decisions on proposals. The following is an explanation of each type of request to help aid you in your proposal writing process. What are the type(s) of requests available and what constitutes each request? Licensing: Licensing is generally requested to implement technology based program(s) or software in which students may be able to utilize for academic and non-academic purposes. For academic purposes, all proposals requesting licenses should include detailed explanations of what specific students (if not all) would benefit from this license. If for non-academic purposes, all proposals requesting licenses should include detailed explanations of what specific purpose this license would serve and how it would benefit students as a whole. Items: Item(s) or equipment requested from STFC are to implement new or improved technology that students may be able to utilize physically to better campus life or to aid in academic purposes. All item(s) that are requested from STFC must serve a purpose to UWT students in some capacity. All proposals requesting item(s) must include an explanation of the benefit the item(s) provides to students. Employment: Requested funding for employment from STFC primarily serve to provide more availability of service within departments that require student workers. Employment funding should be equitable to students (if for student employment) and should serve as an improvement to campus resource accessibility in whole. 4 Employment Background: Review and discuss the context of the proposed funding for employment in detail. If this is an already existing position, please explain why renewing the funding for this position will be beneficial in UWT s services on campus. HISTORY AND PURPOSE At the University of Washington Tacoma we do not have a carpool web app for the students of our campus. Currently we do have a third party that promotes carpooling to students but this program is open to the whole community and many students feel uncomfortable riding with people who are not students. The proposed web app will also promote building relationships between those students and is especially important for a commuter campus. Benefit to Students: Discuss how students have benefited from the original proposal, if applicable. How will additional funding of the employment benefit students? If this is a new position of employment, please explain how this will change the benefit of student s needs if approved and implemented. GOAL The carpool web app will connect students together and self-organize carpool arrangements. It provides them a safe, secure, and easy way to connect with UW Tacoma students interested in carpooling to and from campus. UWT is a commuter campus and as parking space becomes more limited, other forms of transportation are needed. Carpooling can help alleviating this problem on campus, saving student s money, and promoting for a more sustainable community. AN OPT-IN SYSTEM: The carpool web app will be an opt-in system. When a student is registering they will be given the option to sign up for carpooling similar to the UPASS. When this is done it will target more students and promote this new feature that is offered for students. Access: Describe who will have the opportunity to apply to the employment being proposed. If the access has changed since an original proposal, be sure to note that here. Using their UW NetID, the students will be able to sign in with a desktop computer, laptop, tablet or smart phone. The UW authentication (i.e. net id) will ensure that only our students are able to access this program. When a student is registering, s/he will be prompted with general information questions* to be determined by the ASUWT Student Services Committee (SSC); including hired student workers, student volunteers and any other appointed SSC member. AFTER PROVIDING STUDENT CARPOOL INFORMATION THIS APP WILL PROVIDE INFORMATION (CONFIRMED BY SSC) SUCH AS: 1) A list of students in their area (including their contact info, driver, rider, both and location) 2) A list of students on their route to UWT (including their contact info, driver, rider, both and location) 3) Ability to sort list 1 and 2 - by days of week seeking carpooling, driver, rider and time of commute 4) List populated with corresponding letters on a map (including their contact info, driver, rider, both and location) Timeline: Please provide a timeline of how long the proposed funding will pay for the position in question. Describe when you would like to see this proposal initiated and completed, and why When approved by STFC, Patrick Pow will meet with SCC, Chantell Munoz, Paul Prociv and possibly some intersted students currently taking GIS and computer programming courses. IT will recruit and train two to three student workers, preferrably graduate students, to design the GIS maps, and write codes for the web app. The GIS maps and a draft form should be developed by the end of Autumn Quarter The Patrick and the graduate student workers will coordinate with SCC to host two or three student focus groups for feedback during Winter Quarter Once we receive additional suggestions from the students participating in the focus groups, the development team will further revise and develop the web app to be released for students use in Spring Quarter Resources/Budget: Discuss available financial, personnel and space resources devoted to the proposed technology and level of support. Proposal must detail all the items/resources requested to be purchased. This includes filling out the Item Detail. Please provide all necessary invoices as a file upload below.
5 The first type of resources is the in-kind labor cost contribution. Paul Prociv, Chantell Munoz and members of the SCC Committee, Patrick Pow and the IT Department will contribute their time to work on this project and the on-going use of the carpool app, when it is completed. The second type of resources is the request for STFC funding to hire/supervise 2-3 paid student workers, preferrably graduate students, to work on this project. A small contingency fee is also proposed to cover miscelleaneous expenses such as advertising flyers, forms and manuals. Location: Where will the employment being requested be located? Please provide a detailed explanation of the location. This explanation should include the department it will be stationed under, the building name, room number and any other additional information that would be helpful to help advertise its location. The student workers will be using computers in the open computer lab (WG/CP), GIS lab (PNK) and ITS/CSS labs (CP/DOU). If necessary, IT will configure desktop computers for the student workers to use in selected IT offices. 6 "Agreement" and "Next Steps" Page What happens next? After you have checked the agreement box and your proposal is submitted, your proposal will be up for consideration by the Student Technology Fee Committee (STFC). The committee will review your proposal and determine first whether your proposal and the information you have provided is sufficient enough to make a decision upon. If it is NOT, then you will be notified to either provide additional information (per request of the committee), or you will be asked to conduct a presentation in which you will be required to explain your proposal in depth and may be asked question by committee members for further clarification. You are responsible to answer questions whether they be via dawgden messenger or in a timely manner. You will only be contacted via if the STF Committee requires your appearance for a presentation.
