1 Department of Transportation Rail Division Fund Code: 0037 Purpose: The purpose of this fund is to develop, administer and operate programs that improve industry and public safety, partner with industry and economic development entities to create jobs, attract investment and increase rail freight movements; partner with shortline and Class I railroads to retain jobs in small urban and rural areas, and increase use of intercity passenger rail service opportunities. 3 Department of Transportation Railroad Program Fund Code: 7829 Purpose: The purpose of this program is to provide operational support for programs administered by the Rail Division. Programs include operation of the Carolinian and the Piedmont train service, the Freight Rail and Rail Crossing Safety Improvement Program, rail crossing safety and track capacity and velocity improvements, and environmental and planning associated with the development of high-performing passenger rail service throughout North Carolina, Virginia, and the Southeast. 5 Session Significant Budget Actions- Money Items Increased funding for the Freight Rail & Rail Crossing Safety Improvement Fund by $13,750,000 R in FY Session Significant Budget Actions- Special Provision S.L Section authorized DOT, Rail Division to dispose or revitalize the rail-banked corridor between Andrew and Murphy in accordance with local and State agency transportation or recreational determinations, as well as joint local governmental financial participation. S.L Section (a) modified G.S to authorize grant funding projects on short-line railroad corridors without active freight rail service and to clarify that State-funded improvements to rail lines and corridors may span bordering state boundaries in order to connect to the national system. Section (b) modified G.S to clarify that projects on short-line railroads that enhance common carrier service are eligible for funding Session Significant Issues Rail improvements at the Port of Wilmington 5th frequency for passenger rail on Piedmont Corridor Decline in ridership on Piedmont and Carolinian Funding for freight-specific projects Fiscal Research Division 5
