2 INTRODUCTION The schoolhouse photographs contained in Record Group 273, Tennessee Department of Education, , span the period 1938 through These schoolhouse photographs were removed from the original documents after they were microfilmed, and came from Series IV: Division of Elementary Schools and Series XI: Division of Negro Education. The photographs were removed from the original Rural School Standardization Application forms and Jeanes Supervisor s Monthly Reports for Hardeman County. There are approximately 1030 photographs in this record group. The researcher should refer to the microfilm for Record Group 273 for the complete information found in the reports. Unfortunately, the quality of many of these photographs is poor. In some cases where a photo was not available, a drawing was submitted. The photographs are arranged first by county, then by school name, and finally chronologically. Oversize photographs are listed alphabetically but the photograph will be found in the oversize folder. There are no restrictions on the use of the photographs found in this collection.
3 SCOPE AND CONTENT School House Photos, remain as an original part of Record Group 273, Tennessee Department of Education, The documents in Record Group 273 were microfilmed and destroyed as per State Records Disposition Authority S836-1, Administrative Files. There were two series that included interesting snapshot photos of schoolhouses of the period that were considered important enough to be retained. The majority of the schools represented are small, rural school buildings. The photos were meant to illustrate the physical condition of the structure for reports submitted to the Department of Education. The photos were included as part of the application process for the classification of schools in Tennessee. Most of the photos were obviously taken by amateurs with inexpensive cameras. The photo quality can be described as poor in many cases. The researcher should refer to Record Group 273, Tennessee Department of Education, , on microfilm for the complete reports from where these photos were taken. The photos were from Series IV: Division of Elementary Schools and Series XI: Division of Negro Education. The photographs were attached to the Application for Classification of Approved Rural Elementary School forms. The Jeanes supervisor for Hardeman County included a number of photos in his monthly reports titled Jeanes Supervisor s Monthly Reports for Hardeman County. These photos were retained as well. The Jeanes Agency was a philanthropic organization established to build and maintain schools in the poor, racially segregated sections of the South. Jeanes supervisors submitted monthly progress reports on the conditions found in the Jeanes school. Occasionally photographs were included in these reports. The photographs are arranged first by county, then by school name, and finally chronologically. Oversized photos are listed in the alphabetical list but have been removed to the oversize folder. The Oversize Folder is also arranged alphabetically in the Container List. This group of photographs provides an interesting insight into the physical condition of schoolhouses found in Tennessee in the early 1940 s. Segregated schools were still the norm at this time and comparisons can be made between the condition of white schools and African-American schools. Contrasts in local funding can also be made when comparing the photographs of one county to another. These photos also help to illustrate the collapse of state finances in the early part of the 20 th Century when rural and African-American schools did not receive enough money for school house maintenance. This is supported by the fact that in 1933 the General Assembly authorized the Funding Board to pay teachers and other state employees with interest-bearing warrants instead of cash.
