This year was no exception. Our operator members are the best! Many thanks to the manufactures, suppliers, and engineering companies and their representatives that served as exhibitors, speakers, advertisers, and event/door prize sponsors. Finally, thank you to MWWC's board, section officers, and other volunteers for your service. I hope to see you all again soon and often. Sincerely, Sandi Miller Executive Director Todd Fulton, Incoming Chairman Todd Fulton is MWWC s Chairman. He is the wastewater coordinator for the City of Cape Girardeau. He has been a member of the MWWC, through the southeast section, for 24 years and is active on both the state and section levels. Todd received MWWC s AV Graf Award in 2014.
2 Annual Meeting Overview Approximately 290 operators, engineers, vendor reps, retirees, spouses, and other guests attended the 2017 annual meeting. The event, featuring a technical program and a vendor show, was held at the Holiday Inn Executive Center in Columbia, on August 1 & 2. MWWC s board hosted a pool-side social on the evening of Monday, July 31. Board members, section officers, vendors, and other early arrivals enjoyed the informal event. Pizza and cold drinks were served. The winner of this year s 50/50 raffle was Jim Strite, Hillsboro. Jim s share of the pot was $213. Thirty-two golfers participated in this year s annual meeting golf tournament. The event was held at the Lake of the Woods Golf Course, in Columbia, on Monday, July 31. Tim Tierney, Illinois Electric, donated four cases of golf balls that were awarded as prizes. Hole sponsors were: Ace Pipe Cleaning, Brotcke Well & Pump, Cook Concrete, Illinois Electric, Mississippi Lime, RJN Group, and Water & Sewer Supply. RJN Group hosted the break on the first morning, MWWC s northwest section and exhibitors provided door prizes, and Flynn Drilling sponsored the meet and greet on Tuesday evening, August 1.
3 Robert S. Miller Award AWARDS The recipient of the 2017 Robert S. Miller Award is Mike McMillian. Mike is the local manager for Alliance Water Resources, Clay 6 and Platte 1, in Cameron. His years of service to the industry totals 32 years. The Robert S. Miller Award is for outstanding devotion, dedication, loyalty, leadership, and exceptional service to both the water and wastewater industry and to the Missouri Water and Wastewater Conference. Mike has been a member of the MWWC for ten years. He served as the section board rep and is currently a member of MWWC s state board. Mike holds an A level water certification and a DS III in water distribution. A.V. Graf Award, Chairman s Award of Appreciation The A.V. Graf Award, otherwise known as the Chairman s Award of Appreciation, was first presented at the 77 th MWWC annual meeting in September This award is given in memory of A.V. Graf, the organization s first chairman. Mr. Graf was the first two-term chairman of the Conference. The inscription on the plaque reads, This award is in memory of A.V. Graf, the first chairman of the Conference. It is in recognition of the spirit of the founding fathers in carrying out their responsibilities of insuring the health and welfare of the public. The recipient, like A.V. Graf, shall have exhibited efforts to raise the standards of treatment and practice of the water works art. The recipient shall have been a member of the Missouri Water and Wastewater Conference for a period of not less than ten years. Phillip Kent Boyd is this year s A.V. Graf award recipient. Kent is the water treatment systems manager for Carthage Water and Electric Plant. He has served the city for twenty-nine years and holds an A level drinking water certificate and a DS III in distribution. Kent Boyd is a life member of the MWWC. 4 State Outstanding Operator of the Year Award Awards (cont.) Carl Stepp is this year s State Outstanding Operator of the Year. Carl was chosen by a committee of past State Operators of the Year. Stepp was one of six operators, from throughout the state, that were considered for the honor. Carl is the utility superintendent for the City of Kansas City. He holds an A level certification in water, a C level certification in wastewater, and a DS III in water distribution and has served in the industry for twenty-nine years. Carl was MWWC s 2017 Northwest Section s Operator of the Year. The other 2017 Section Operators of the Year were the East Central Section s water treatment operator, Ralph E. Valle and East Central Section's wastewater operator, Heather L. Wierciak. Kramer Awards The Kramer Scholarship Award was established in 1970 in memory of Dr. Warren A. Kramer. Dr. Kramer served as the secretary-treasurer of the Missouri Water and Sewerage Conference (now Missouri Water and Wastewater Conference) from Kramer award recipients were Joshua S. Grinder and Mark E. Pettlon. Both Grinder and Pettlon were first recognized at their respective MWWC 2017 spring section meeting. Grinder holds a D level wastewater certificate and has worked in the wastewater field for two years. Pettlon holds a C level wastewater certificate and has three years of service in the wastewater field.
5 The Outstanding Young Professional s Award Awards (cont.) Recipients of the Outstanding Young Professional s Award shall be a member of the MWWC. They shall be thirty-five years old or younger and shall work in a field related to water treatment, water distribution or wastewater treatment. This year s Outstanding Young Professionals are Josh Intveld and Isaac Dodd. Josh, a water chemistry technician, holds a D level water certification with one year of service to University of Missouri Columbia. Isaac is employed by the City of Greenfield. He has five years of experience in water, wastewater and public works. Isaac s certifications are C wastewater and a DS III in distribution. W. Victor Weir Award W. Victor Weir is remembered with respect and love by all who knew him. He was skillful in his profession. He was a scholar and diplomat and, although naturally skillful in dealing with people, he was not known to manipulate or exploit them. He was adept in giving credit where credit was due, from the highest to the lowliest. The award, to commemorate his memory, is given for the operation and single contribution therein which emulates and commemorates the accomplishments, the unfailing tact, the good humor and the high professional and moral attributes which characterize the life of W. Victor Weir. The water treatment, water distribution, or wastewater operator must be a current individual member of the MWWC and shall have made a contribution in keeping with the attributes of the namesake of this award. Ronald J. Vincent, Poplar Bluff Municipal Utilities, is this year s Victor Weir Award recipient. Vincent is a wastewater operator with 35 years of experience. He holds C level certifications in water treatment and wastewater and a DS III in distribution. Ronald has been a member of the MWWC for 12 years.
6 Awards (cont.) Award of Merit The Award of Merit is given to a member of the Missouri Water and Wastewater Conference in recognition of outstanding leadership in the field of waterworks and/or wastewater works practice and operations. The recipient must have demonstrated loyalty and devotion through service to the citizens of the community in which he or she faithfully serves. The Award of Merit recipient shall be a current member of the Missouri Water and Wastewater Conference and shall be directly associated with water treatment, water distribution, and/or wastewater treatment. Larry Magerkurth, City Utilities of Springfield, received this year s Award of Merit. He is a water treatment plant operator and has been for thirty-five years. Larry holds an A level certification in water treatment. He has been a member of the MWWC for eleven years. John E. Betz Outstanding Trainer s Award The John E. Betz Outstanding Trainer s Award was established in October 2011 to commemorate the contributions of John E. Betz, as MWWC s lead trainer. The award is given in recognition of the recipient s knowledge and skills and his or her ability to convey that information to operators in a professional, yet personable, manner. Cecil R. Howard, Carthage Water and Electric Plant, received this year s John E. Betz Outstanding Trainer s Award. Cecil has been a member of the MWWC for 24 years and holds an A level drinking water certification and a DS III in distribution. He is the water distribution/collection systems manager for Carthage Water and Electric Plant. Cecil has demonstrated a unique ability to lead and train by example throughout his career In Memory and Appreciation : Tad Darren Houston, age 57, of Walnut Shade, Missouri, passed away Wednesday, May 10, Tad worked for the City of Branson in the Utilities Department. Tad was supportive of the MWWC s through hosting training classes for operators in Branson.

Steve Lewis is member through the southeast section. Steve served as a section board representative before his appointment to the state board. Steve has been a member of the MWWC for nine years. Mike McMillian has been a member of the MWWC for ten years. He is this year s recipient of the R.S. Miller Award. Mike has been a member of the MWWC, through the northwest section, for ten years.
