2 1 P a g e Title VI Public Notice The Benton-Franklin Council of Governments gives public notice that it is the policy of the agency to assure full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Executive Order on Environmental Justice, and the related statutes and regulations in all programs and activities. Title VI requires that no person in the United States of America shall, on the grounds of race, color, sex or national origin be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity for which BFCG receives federal funding assistance. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with BFCG. Any such complaint must be in writing and filed with the BFCG Title VI Coordinator within one hundred eighty (180) days following the date of the alleged discriminatory occurrence. 3 2 P a g e Introduction Benton-Franklin Council of Governments The Benton-Franklin Council of Governments (BFCG) is structured under state law as a regional planning commission (RCW ), a council of governments (RCW ), a regional transportation planning organization (RTPO) (RCW ), and a federally designated economic development district (13 CFR 303.2). The function of the Benton-Franklin Council of Governments is to facilitate a cooperative approach to regional problem solving by providing a forum for regional governmental cooperation. It initiates programs of regional nature and provides coordination and review of local applications for state and federal financial assistance. Major Employers in Benton & Franklin Counties The purpose of the Major Employers Report is to provide a snapshot of regional employment within Benton and Franklin Counties. The list includes private and public sector employers. For the purposes of this report, we included only employers with 100 or more total employees in Benton and Franklin Counties. Data Collection & Resources The Major Employers Report was compiled during the Spring and Summer of Information from previous reports published by the Benton-Franklin Council of Governments was referenced for the updated report. Data from the Tri-Cities Development Council (TRIDEC), The Department of Energy, and the Washington State Employment Security Department was also used for data collection of the report. Employment was verified by contacting the Human Resources Department at each employer and receiving their latest estimate. Disclaimer The Major Employers Report update does not claim to have captured all employers or entities within Benton and Franklin Counties. Only available resources were used to compile the report and list. 6 5 P a g e Summary The 2014 Major Employers Report accounts for 49,150 jobs within Benton and Franklin County and Burbank (Walla Walla County). This number includes over 75 unique employers, covering multiple locations as is the case with retail or branch offices. Table 1 is a breakdown of the employees per industry using industry type descriptions from TRIDEC.
