1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE CLEARVIEW SCHOOL DIVISION NO. 71 HELD ON THURSDAY, DECEMBER 15, 2016 COMMENCING AT 10:04 AM AT THE CLEARVIEW SCHOOL DIVISION OFFICE IN STETTLER, ALBERTA. CALL TO ORDER The meeting was called to order at 10:04 am by Chair Neitz. PRESENT Chair: Cheri Neitz Vice Chair: Dave Goodwin Trustees: Yvette Cassidy (arrived at 10:14 am), Ken Checkel, Karen Holloway, John Schofer Superintendent of Schools: Peter Barron Deputy Superintendent: Brenda MacDonald Associate Superintendent, Business and Finance: Peter Neale Executive Assistant: Colleen Warren ADOPTION OF THE AGENDA Moved by Dave Goodwin THAT the agenda be adopted as presented. MEETING MINUTES Moved by Karen Holloway THAT the minutes of the Regular Meeting that was held on November 24, 2016 be approved as presented. DELEGATIONS and PRESENTATIONS Technology Services and Learning and Technology Policy Framework Annual Update Superintendent Barron provided the Board with the Technology Services and Learning and Technology Policy Framework Annual Update Report. Trustee Cassidy joined the meeting at 10:14 am Moved by Dave Goodwin Superintendent Barron on the Technology Services and Learning and Technology Policy Framework Annual Update. TRUSTEE FEE SHEETS Moved by Dave Goodwin THAT the Board of Trustees approve the Trustee Fee Sheets effective December 15, 2016 as presented. COMMUNICATION Media Highlights Castor schools filling with holiday cheer (Castor Advance) Clearview to reinforce mental health staffing with MHCB grant money Wm. E. Hay to host Night of the Bands on Dec 15 (Stettler Independent) Wm. E. Hay to perform Almost, Maine amidst controversy Four Stettler Cougars recognized as League All-Stars Stettler Wildcats are 2016 tier IV provincial silver medalists, finish season with 9-3 record 1

Government Update Chair Neitz provided a verbal report on information involving the Alberta Government. FIRST School Education Plans Superintendent Barron provided a verbal report summarizing the School Education Plans Moved by Ken Checkel THAT the Board of Trustees now (11:21 am) go In Camera to discuss the following: School Education Plans. Executive Assistant Warren left the meeting at this time (11: 21 am) Moved by Dave Goodwin THAT the Board of Trustees now (11:55 am) go out of In Camera session. Jason Kenney Delegation Jason Kenney, a candidate running for the leadership of the Progressive Conservative Party of Alberta, came as a delegation to the Board meeting. The Board recessed for lunch at 12:20 pm. The Board reconvened at 1:18 pm. School Education Plans (continued) Moved by Karen Holloway THAT the Board of Trustees now (1:19 pm) go In Camera to continue to discuss the following: School Education Plans. 2

ENGAGEMENT School Council Meetings and Council of School Councils Meetings Moved by John Schofer Trustees on the School Council meetings and Council of School Councils Meeting in the past month. Alberta Teachers Association Induction Banquet Moved by Dave Goodwin Chair Neitz and Trustee Goodwin on the Alberta Teachers Association Induction Banquet held on December 1, Establish Meeting The Board of Trustees discussed what items would be discussed when meeting with MLA Rick Strankman and MLA Mark Smith (Wildrose Education Shadow Minister) on December 20, Moved by Karen Holloway THAT the Board of Trustees approve for all trustees to attend a meeting with MLA Rick Strankman and MLA Mark Smith on Tuesday, December 20, 2016 commencing at 11:00 am. School Visits The Board of Trustees continued planning for the 2017 visits to the division schools. Dates that the trustees are available and topics were discussed. The next step will be to coordinate the visits with the schools. COMMITTEES Paintearth Adult Learning Council Moved by Yvette Cassidy Trustee Holloway on the Paintearth Adult Learning Council meeting held on October 27, Stettler Adult Learning Council Moved by Karen Holloway Trustee Goodwin on the Stettler Adult Learning Council meeting held on November 3,

4 Communications and Engagement Committee Meeting Moved by Dave Goodwin Chair Neitz on the Communications and Engagement Committee Meeting held on November 29, Early Development Initiative (EDI) Committee Meeting - County of Paintearth Moved by Karen Holloway THAT the Board of Trustees remove the Early Development Initiative (EDI) Committee - County of Paintearth from the Board Committee List. Health and Wellness Committee Moved by Dave Goodwin Trustees Schofer and Trustee Goodwin on the Health and Wellness Committee Meeting held on December 6, Moved by Karen Holloway THAT the Board of Trustees approve the Terms of Reference for the Health and Wellness Committee as recommended. GENERAL ADMINISTRATION Learning Calendar Consultation Planning For the development of the 2017/18 learning calendar, consultation has begun. Trustees discussed with the Superintendent to develop draft calendars for the next three years based on a calendar that will begin after the long weekend. The draft calendars will be brought back to the Board in February 2017 for further review. Hour Zero Update Moved by Dave Goodwin Associate Superintendent Neale on the Hour Zero Update. Board Annual Learning Workshop Moved by John Schofer Superintendent Barron on the Board Annual Learning Workshop planned for January 6, The Board recessed from 3:59 pm and reconvened at 4:08 pm. Rural School Boards Organization Request Moved by Karen Holloway THAT the Board of Trustees will send a response to indicate Clearview Public Schools is interested in participating in the Rural School Boards Organization. ALBERTA SCHOOL BOARDS ASSOCIATION Clearview Hosting ASBA Zone 4 The Board of Trustees held a generative discussion regarding plans for the Clearview hosted ASBA Zone 4 Meeting on January 30,

5 ASBA Strategic Plan Survey The Board of Trustees held a generative discussion on the ASBA Strategic Plan Survey and decided not to complete the survey as there has been little change. ASBA Zone 4 Meeting Moved by John Schofer Trustee Goodwin on the Alberta School Board Association Zone 4 meeting held on November 28, Moved by John Schofer THAT the Board of Trustees now (4:20 pm) go In Camera to discuss the following: Staffing Report Bargaining Update Board Resources Google Site. Executive Assistant Warren left the meeting at this time (4:20 pm).
