2 PRESIDENT S MESSAGE: I am pleased to invite you to attend the 2018 Summer Conference and Academy scheduled for June 10-13, 2018, at the PGA National Resort and Spa in Palm Beach Gardens. This year s conference promises to be one of the best ever! The 2018 Summer Conference and Academy brings together a wide variety of educational and networking opportunities to meet the challenges we face in the municipal clerk s office. The FACC exists to promote our profession and provide quality, pertinent education to our members. We have been successfully doing just that for 46 years and are looking forward to the future of FACC. During the FACC s Summer Conference and Academy, we will share experiences, solve problems, meet new friends, begin or cultivate lifelong relationships, celebrate our differences and our one purpose as city clerks---making Florida s cities the best they can be! The Professional Education Committee, chaired by Julie Hennessy, MMC (City Clerk, City of DeLand), has created an exciting and challenging line up of courses that will help you gain expertise and knowledge to focus on further growth and development as a municipal clerk. 4 ADVANCE REGISTRATION PROCEDURE All participants are encouraged to register in advance to avoid delays at the registration desk. Please complete and return the Summer Conference and Academy registration form, along with fees, to FACC, P.O. Box 1757, Tallahassee, FL Make your check payable to FACC. We cannot accept purchase orders. MasterCard and Visa are accepted, with online registration only. Registration forms will not be processed without payment in full. As registrations are received and completed, a confirmation of registration will be ed to each registrant (please be sure to provide an address). Your badge, program, tickets and other information relative to the conference and academy will be available at the conference and academy registration desk upon your arrival at the hotel. ONLINE REGISTRATION You may register online by accessing the Events Page of FACC s website at If you register online, there are two payment options. You can send your registration fees by check to FACC, P.O. Box 1757, Tallahassee, FL (NOTE: You are not registered until payment is received, and you will not receive housing information until registration is paid.) Or, you can pay online with MasterCard or Visa. Registrations submitted and paid online via credit card will automatically be marked as paid and you will receive your conference and academy confirmation immediately via . Please check your confirmation carefully to verify that all is correct. Please inform FACC staff immediately of any errors. ROOM RESERVATIONS To protect our room block for conference and academy registrants, it is our policy that housing information is only released upon payment of registration. Once your registration is paid, you will receive housing information via . Please note the cut-off date to make hotel reservations is May, 17, However, the room block may be filled before that date, so make your reservations as soon as possible. It is important that you register for the conference and academy early so that you have plenty of time to make your reservations. REGISTRATION FEES Registration fees must accompany all conference and academy registration forms. To qualify for the advanced registration fee, conference and academy registration forms must be postmarked on/or before Friday, May 18, Registration forms postmarked after June 2 will be processed at the specified regular fee. 5 MEMBERS AND NON-MEMBERS REGISTRATION Member and non-member registration fees cover name badge, admission to all conference and academy sessions, the exhibit hall, refreshment breaks, and Monday s business luncheon and welcome reception. These fees DO NOT cover the pre-conference session, lodging or other meals. FACC members and sponsor or exhibitor representatives do not qualify for the guest registration fees. ADDITIONAL EVENT TICKETS Separate tickets for the business luncheon will not be sold. Extra tickets for the welcome reception may be purchased in advance or at the registration desk. Note: Your name badge must be worn for all events and tickets must be presented to enter the events. 7 SILENT AUCTION The FACC will be hosting the 8 th Annual Silent Auction and the 6 th Annual Purses with a Purpose Auction at this year s conference and academy. Items are needed for BOTH auctions. If you have an item you feel would work for the silent auction, please pictures and/or a detailed description, along with estimated value, to lgamiotea@ cityofokeechobee.com so bidding sheets may be prepared in advance. If you are interested in donating a gift card to create gift card bundles for the auction, please advise Lane Gamiotea, and mail all gift cards to her so gift card bundles and bidding sheets may be prepared in advance. Housing information will be provided once we receive your paid registration and reservations may be made at that time. The room rate is $153 per night. Self-parking is complimentary. Resort check-in is 4:00 p.m. Check-out time is 12:00 p.m. If you are interested in a late checkout, please make arrangements directly with the hotel. All reservations must be made on or before May 17, Reservations received after May 17 will be accepted on a space and rate-available basis. A credit card will be required to guarantee the reservation. Note: Even though the cut-off date for making hotel reservations is May 17, the room block may be filled before that date, so make your reservations as soon as possible. TAX-EXEMPT POLICY Most hotels follow the policy that all sales, including advance room deposits, made directly to governmental entities are exempt from the Florida sales tax. Payment must be made in the form of the government/agency check or credit card holding that tax-exempt status. When government employees pay for their hotel room or other taxable items personally, they are subject to Florida s sales tax, even though their employer will reimburse them. Such sales are considered by the Florida Department of Revenue to be between the hotel and an individual and not sales made directly to the government. The education curriculum for both the CMC and MMC sessions was developed, reviewed and approved by the John Scott Dailey Florida Institute of Government at Florida State University as an IIMC-approved institute, in cooperation with the FACC Professional Education Committee and the FACC Board of Directors FACC Summer Conference and Academy

8 F A CC SUMMER CONFERENCE AND ACADEMY PROGRAM Municipal clerks attending the FACC 2018 Summer Conference and Academy have the opportunity to earn one CMC experience point for attending the conference portion of the program and up to 14 hours (equivalent to 7 CMC or MMC education points) for attending the educational portion of the program. IIMC-approved CMC/MMC hours are listed after each educational session in the program. (Additional hours are awarded to those successfully completing the pre-conference Athenian Dialogue.) Clerks who are working toward their Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC) designations and wish to receive the maximum points allowable by IIMC will need to: 1) have their name badge scanned after every session, and 2) complete and submit an Ideas to Action (ITA) form for each education session. A Certificate of Completion, with educational hours earned, will be sent electronically to participants approximately 60 days following the conference and academy. Sir Ernest Shackleton has been called the greatest leader that ever came on God s earth, bar none for saving the lives of the 27 men stranded with him in the Antarctic for almost two years. Today, the public can t get enough of this once-forgotten explorer, and his actions have made him a model for great leadership and masterful crisis management. Now, through anecdotes, the diaries of the men in his crew and Shackleton s own writing, Shackleton s leadership style and time-honored principles are translated for the modern business world. Written by two veteran business observers and illustrated with ship photographer Frank Hurley s masterpieces and other rarely seen photos, Shackleton s Way: Leadership Lessons from the Great Antarctic Explorer helps today s leaders follow Shackleton s triumphant example. Athenian Leadership Society Dialogues are limited to a minimum of 10 participants and a maximum of 18 participants per session on a first-come, first-served basis. Each dialogue is worth three CMC or MMC education points with the completion of a knowledge assessment. Participants are required to purchase and read the book prior to the session. Due to the prework involved (reading the book), on-site registrations are not allowed. In this opening session, Colonel Danny McKnight, U.S. Army (Ret.), Commander of 3 rd Ranger Battalion elements in Mogadishu and author of the Streets of Mogadishu: Leadership At Its Best, Political Correctness At Its Worst, will link the real world events that happened in Somalia from October 3-4, 1993, (also known as Black Hawk Down ) to provide a better understanding of the commitment and leadership necessary to be successful, especially when operating in difficult, adverse and less than perfect conditions. Topics will include traditional policies that have recently been rendered illegal, inconsistent enforcement of policies, lack of transparency regarding decisions impacting the terms and conditions of someone s employment, errors in the classification of exempt and non-exemption workers and the calculation of overtime, perceived retaliation, unclear expectations, lack of appropriate documentation, selective discussions about non-job related issues and alleged hostile workplace environments. As a result of this training, participants will have a better awareness of the most common pitfalls and best practices for minimizing the risks inherent in the employment relationship. Consider how cultural backgrounds may be impacting how you view people s motivation, work ethic, integrity and even leadership potential. Participants will learn what constitutes a public record, procedures on how to respond properly to a public records request, tips on avoiding expensive public records lawsuits and recent developments in the Legislature and the courts. If done well, it will minimize grievances or employee complaints. This brief but informative session will describe the factors to consider when determining FACC Summer Conference and Academy

16 F A CC Florida Education Fund FLORIDA ASSOCIATION OF CITY CLERKS PLEDGE CARD In February 2013, the Board approved creating the Florida Education Fund (FEF) to raise funds for FACC s professional education programs and protect training investments. FEF will be used solely and exclusively for the purpose of providing highly sought after facilitators, such as Suze Orman (who was a homerun during the 2012 Summer Conference and Academy), and other highly sought after professional education professionals and programs that may far exeed our association budget. The FEF will be funded through district donations of Florida Clerks, supporting agencies, individuals, corporations, or bequeaths and endowments similar to the IIMC Education Foundation. The fund was established as a Revenue Fund and can only be used for FACC educational offerings not the general budget. The intent of FEF is to supplement the current educational budget not offset the current budgeted funds. To recognize and thank our donors annually, in April a list of contributors will appear in the Weekly Newsletter and in the Summer Conference and Academy program.
