5 New England Board of Higher Education s Tuition Break for New England Residents New England Regional Student Program Annual Report Executive Summary This academic year, a total of 9,002 New England residents were enrolled under the New England Board of Higher Education s Regional Student Program (RSP) and saved an estimated $60 million on their tuition bills. A full-time student saved an average of $8,033. Because of NEBHE and its RSP, New England residents are eligible for a tuition discount when they enroll at out-of-state public colleges and universities in the six-state region and pursue approved degree programs not offered by their home-state public institutions. At some colleges, eligibility also extends to students whose home is closer to an out-of-state college than to an in-state college. Academic year marks the 59 th year of enrollment in the RSP, which NEBHE established in to fulfill the purposes of the congressionally authorized New England Higher Education Compact expanding educational opportunities for New England residents and sharing higher education resources. Since it was established, the RSP has provided New England residents with discounts on 298,000 annual college tuition bills. NEBHE s Tuition Break program not only provides much-needed tuition relief to New England students and families but also fosters cost-efficient resource sharing among the six New England states. The RSP eliminates the need to duplicate academic programs offered by public colleges and universities in other New England states and therefore helps the individual New England states and their public higher education institutions avoid billions of dollars in capital and operating expenditures. The region s public colleges and universities received more than $94 million in tuition revenue (and an estimated $24 million in fee revenue) from the RSP students enrolled at their campuses in The RSP helps participating campuses in a competitive admissions environment to attract and retain out-of-state New England students who would have likely attended college elsewhere if the RSP tuition discount were not available. 6 Expansion of RSP Program Offerings More than 850 undergraduate and graduate degree programs have been approved for eligibility under the RSP through an annual peer-review conducted by NEBHE, which engages all the RSP participating institutions. A significant number of RSP degree programs are in specialized or highdemand career areas, such as biomedical engineering, environmental engineering, allied health, pharmacy, energy services technology, advanced manufacturing technology and sustainability studies. 13 RSP Tuition Savings and Revenue Summary of Regional Student Program (RSP) Data The New England Board of Higher Education s Regional Student Program (RSP) Tuition Break provided New England residents an estimated total of $60 million in savings on their tuition bills. The weightedaverage savings per full-time student was $8,033. Meanwhile, the RSP participating institutions received an estimated total of more than $94 million in tuition revenue from RSP students in RSP Enrollment Data reported for Fall 2016 Total RSP enrollment reported for Fall 2016 was a headcount of 9,002, up slightly (0.5%) over Fall 2015, following two years of modest decreases (3% each year). In terms of incoming students, New Hampshire was the only state to enroll RSP students primarily at its community colleges. The other five states enrolled the majority of RSP students at their bachelor s degree-granting institutions. Residents of New Hampshire and Vermont enrolled primarily in community colleges, whereas residents of the other four states enrolled primarily in bachelor s programs. Enrollment breakdowns by type of institution and state are provided in Figs. 1 through 8. Migration data by degree level for each state is included on the states individual highlights pages (pages 5-10). 14 Snapshot of Overall Enrollment Trends NEBHE compared RSP enrollment trends against general Fall 2016 enrollment data reported by the National Student Clearinghouse (NSC) in its December 2016 report. Four states Connecticut, Maine, New Hampshire and Rhode Island saw increases in RSP enrollment but decreases in overall enrollment (public and independent). The NSC report found that total enrollment nationally at two-year and four-year public institutions saw a decrease, whereas total RSP enrollment saw a slight increase.
