I hope this finds you all well and that you all found a little time to enjoy the extended fall. Fieldwork, for most of you, probably has slowed and allowed you to dive into what we all enjoy the most, paperwork. There are still many aquatic issues in the news including low water levels in the Missouri River system and high water in Devils Lake. I am sure that many of you are intimately involved with these or other dynamic issues, either on the ground or answering questions from either the public, news organizations, other department s or politician s. Remember to keep emotion and personal opinions at bay and employ sound reasoning, logic, and facts in your responses to questions. We are busy making arrangements for everyone to come and join us in Bismarck next February. Plans are coming along but we still have much to do. Good luck to Mark Ermer on his new position with the SDGF&P- Webster and thanks for your help. Ryan Krapp, NDG&F-Bismarck, has since taken over his duties as vice president and has been doing a great job. Kudos also to Wayne Stancill, BJ Kratz and John Lott, their opinions and efforts are always appreciated. All chapter members have something to share and I encourage all of you to get involved and serve, in an official capacity, with the Dakota Chapter. A few changes were made at the EXCOM meeting back in September. A travel scholarship was established for our students, new officers were installed, and the time and place for our annual meeting was finalized. Since then, a resolution has been presented to the Chapter for consideration and I have been making many contacts to Dakota Chapter members, NCD and parent society representatives and have contributed information on our Chapter to the NCD-AFS Mainstream newsletter. I have also been putting hardcopy forms into electronic format. My life hasn t been boring. Good luck to all of you and I hope to see you all at the annual meeting in Bismarck. Issue 29, page 1

2 Dakota Chapter 2005 Annual Meeting Update The 2005 annual meeting of the Dakota Chapter will be held on February 28, March 1 and 2 at the Comfort Inn in Bismarck, North Dakota. Room reservations must be made by February 1, 2005 and are available at North Dakota state rates ($45 single or $53 double + tax). Reservations can be made by calling the Comfort Inn directly at (701) or at hotelhelp@choicehotels.com. Be sure and state that you are coming in with the Dakota Chapter American Fisheries Society to receive the reduced rate. North Dakota s Legislative session will be in full swing during the 2005 Chapter meeting and hotel rooms may be in short supply. You may want to make your reservations ASAP. On Monday evening a social will be held at the Comfort Inn and the formal program will begin Tuesday morning. The banquet will be held Tuesday evening and the remainder of presentations will take place Wednesday morning. Famous Dave s Bar-B- Que will cater the banquet meal. Second Call for Papers and Posters As you begin summarizing results from your 2004 field work please consider sharing some of your findings with other Dakota Chapter members at the 2005 Annual Meeting, February 28-March 2. We all have something to share. The quality of the oral presentations and posters has always been something of which Chapter members can be proud. Please take this opportunity to share your experiences with your Dakota Chapter counter-parts. Presentations do not need to be completed projects; updates of ongoing projects or past experiences are always welcome. Let s keep the tradition of quality going in If you are interested in giving a paper or making a presentation(s) or poster please submit the attached form by mail or no later than January 20, Officer Candidates Needed for It is time to begin soliciting nominations for Chapter officers to be elected at the 41 th annual meeting of the Dakota Chapter of the AFS in Bismarck, North Dakota. The positions to be filled are: President Elect, to serve as newsletter editor for and as Chapter President , Vice President for , and Secretary/Treasurer for The President elect must be a member from North Dakota to fulfill our by-law obligation of alternating presidents from each state. The Vice President and Secretary/Treasurer candidates likewise must be from South Dakota to serve with President Elect John Lott. Please remember that Chapter officers are required to be members of the American Fisheries Society. Nominations Needed for Chapter Awards Nominations are needed for the Distinguished Professional Service Award and the Aquatic Resource Conservation Award. We have many fisheries professionals in the Dakotas worthy of the Distinguished Professional Service Award but they can not receive the award unless someone nominates them. Likewise, many of our local conservation or angler groups substantially contribute to aquatic resource conservation, but the Dakota Chapter can not honor them unless someone nominates them. Please consider completing one or two of the nomination forms located at the end of this newsletter so we can honor those deserving recognition. The deadline for award nominations is January 7, Membership Committee Membership is declining! Only 47 members are in the professional category of Chapter membership in the current year. This is the lowest number of professional members the chapter has had since different membership categories were created in Membership in the graduate student category, at 14 students, is also the lowest ever. "Carryover" memberships (those who paid dues the prior year) have remained constant, at 29, for the past three years. All totaled, chapter membership is at the lowest level since the current membership committee has been keeping records. It's time to do a little recruiting chapter members! Issue 29, page 2

3 The membership committee has produced a Dakota Chapter membership poster for free distribution. The full color poster is 8 1/2 x 11 and can be downloaded from the Dakota Chapter website. The membership committee needs your help to distribute the poster to all of the institutions of higher learning in North and South Dakota.. Let's get the word out about the Dakota Chapter! South Dakota Game, Fish & Parks Staff Changes Mark Ermer, a SDSU alumnus, recently joined the SDGF&P fisheries staff, as the Regional Fisheries Program Manager for the Northeast Region of South Dakota. Mark fills a position formerly held my Ron Meester before Ron s retirement last spring. Mark has previously worked for the Minnesota DNR and the Fish and Wildlife Service, at the Garrison Dam National Fish Hatchery. North Dakota Game and Fish Staff Changes Paul Bichler has resigned his position and that position was transferred to Bismarck and upgraded to South-central District Supervisor. Jason Lee is moving to Bismarck to be the Southcentral District Supervisor and a fisheries biologist vacancy has been announced for the Riverdale office. Brent Belland has been hired as a fisheries technician in Dickinson. 4 Continuing Education Committee Next Workshop: An introduction to Otoliths Overview: The use of otoliths in fisheries management and research has increased recently. Many aging structure comparison studies (i.e., otoliths, scales, fin rays, spines, cleithra, opercules, etc.) agree that otoliths are the most precise and likely accurate aging structure. As such, many state and federal agencies and researchers currently use or are moving towards the use of otoliths for standardized sampling, research, etc. However, the proper removal and preparations of otoliths is essential to successfully utilizing otoliths. Furthermore, reading and interpreting otoliths involves art, similar to scales. The purpose of this workshop is to review the use of otoliths in comparison to other aging structures, describe the removal and processing of otoliths from several fish species in the Dakotas, and finally to provide hands on experience in removing and aging otoliths from several fishes. The workshop will be informal to ensure that all topics are covered to the satisfaction of participants. Objectives: 1) summarize studies compare otoliths to other aging structures, 2) provide detailed description of removal and processing methods for a variety of fish, as well as tools and equipment needed, 3) provide hands on experience/practice for otolith removal and aging for several fishes. Participants are welcome to bring their own otoliths for preparation and aging. Time/Place: The workshop will be held in conjunction with the 2005 Dakota Chapter AFS meeting in Bismarck, North Dakota. We will meet on Monday February 28 th from 1:00 5:00 pm. The room number will be announced later. Registration costs are $40 / person, and registration is limited to approximately 20 people. Chapter Member Wins Award! Will Sayler, a former Dakota Chapter President, was recently honored with the Region 1 Camaraderie Award by his employer, the South Dakota Department of Game, Fish and Parks. He won the award because of his hospitable attitude and actions, including routinely cooking for all sorts of folks volunteering, working, or visiting the hatchery. 5 Dakota Chapter Fall EXCOM Meeting Minutes The Fall meeting of the Dakota Chapter AFS EXCOM was held September 23, 2004 at the South Dakota Department of Game, Fish and Parks office complex in Mobridge, South Dakota. President Wayne Stancill called the meeting to order at 1:00 P.M. President Stancill reported that he provided the Chapters stance at six different public meetings, a majority concerning Missouri River issues. Wayne also noted that during his term, he tried to keep the parent society updated as to the chapters activities Resolutions Once again, we have our annual change of seasons. That is, going from the field season and heading into the office season. Did anyone see or come across items that need attention by the Dakota Chapter? It is at this time that we should be thinking of issues that concern or impact fisheries in the Dakotas. If you are able to think of some particular topics, please feel free to submit a resolution for consideration by the Dakota Chapter. Send in your resolution to Greg.Simpson@state.sd.us 2004 Annual Meeting Report Brian Blackwell reported that the 2004 Annual Meeting of the Dakota Chapter AFS was held March at the Ramkota River Center in Pierre, SD. Brian reported that there were 21 verbal presentations and four posters presented at the meeting. Brian reported the following recipients of the chapter s awards: Professional Service Award Mike Brown, SDSU Aquatic Resource Conservation Award Northeast South Dakota Walleye Club Best Student Paper Eric Weimer (Winter habitat use and movement of bluegill in a South Dakota glacial lake.) Best Student Poster Quinton Phelps (Relations between climatological variables and larval yellow perch abundance in eastern South Dakota glacial lakes.) Best Professional Paper Dave Lucchesi (Evaluation of two different structures used for walleye and yellow perch age estimates.) Mike Barnes (Hatchery rearing impacts on fall chinook salmon spawning returns.) Wayne Stancill noted that the awards are ordered from the parent society and he needs to have someone prepare them in the near future. Treasurer s Report Jason Sorensen reported the total balance of the checking account ($3,973.18), business money market ($1,487.20), Edward Jones money market ($7,352.74) and Schmulbach scholarship account ($10,000.00) was $22, John Lott moved to approve the financial report. Mark Ermer seconded and the motion carried. Standing Committee Reports Membership Mike Barnes submitted a report noting that Chapter membership continues to decline with only 47 professionals paying dues for Mike reported that the overall decrease is not as alarming given that many of the undergraduates are now part of the SDSU sub-unit. Mike feels that given the downward trend in chapter membership, perhaps it is time for a new membership chairman. Mike also noted that two chapter posters have been distributed since the winter meeting. Information Mike Barnes reported that the chapter received considerable publicity following the annual meeting. Photographs of award winners, new officers and other random shots, along with a meeting description, were published in Fisheries. News releases and photos concerning the meeting award winners and new officers were also sent to both home town and college town newspapers. Mike also thanked Mike Brown for making changes to the Chapter s website. Environmental Concerns No Report Issue 29, page 5

6 Continuing Education John Lott reported that Steve Chipps is the new chair and he is going over material that he has sent to him. John also noted that the committee will be doing another survey of the membership to gather ideas for continuing education workshops. Eric Weimer informed the group that the student sub-unit is planning a workshop on otoliths. A workshop concerning fish kills was discovered to be too costly and was put on hold. The topic however will be on the list of options on the new survey. The committee will be looking at ways to get better participation from hatchery staff. The idea of having a session on hatchery related topics was suggested. Resolutions Scott Elstad reported that he will submit the resolution the chapter voted on at the annual meeting. Awards and Nominations Wayne reported that as past President, it will be his job to solicit nominations. John Lott felt it would be nice to have an alternate since Wayne will be busy with school in the fall. It was clarified that the past three presidents comprise the committee that selects the conservation award recipient. Student Affairs Eric Weimer asked the EXCOM on behalf of the student sub-unit if the chapter would be willing to support a sauger scholarship to help fund students attending the annual meeting. The funds would be used to cover transportation, meeting and lodging costs associated with attending the meeting. The sub-unit would like two $100 to $150 scholarships. After considerable discussion, Scott Elstad motioned to provide up to 4 rooms, waive meeting costs and reimburse the recipients up to $100 each for travel expenses with receipts. The selection of the recipients would go through the Awards & Nominations Committee with applications being due by January 1. Brian Blackwell second and motion passed (Wayne Stancill sustained). Old Business None reported New Business 2005 Meeting Update Mark Ermer reported that the 2005 annual meeting will be held at the Comfort Inn of Bismarck. Room rates will be $45 for a single and $53 for a double. The hotel will provide a complimentary banquet and hospitality room along with a keg. Lunches will be included and Famous Dave s will cater the banquet/buffet. Mark also reported that they are looking to change the format and have some type of entertainment (hypnotist, personal experiences (slide show), etc.). Scott Elstad expressed concern about Mark s move to South Dakota and felt that someone closer to Bismarck should be appointed by the EXCOM to fulfill Mark s term Awards Wayne Stancill reported that he is the committee chair and that he will take care of it Officers The duties were eagerly handed over to the new EXCOM. Wayne stated that he will prepare the report for the Midwest meeting to Scott and he will give the report at the meeting Student Sub-Unit. Eric Weimer reported that the student sub-unit now has officers and that elections will be held each December. The focus of the sub-unit will be professional development for graduate and undergraduate students. There are already workshops concerning telemetry, otoliths and sampling protocol planned. Eric asked the EXCOM, on behalf of the sub-unit, if they would consider waiving their membership fees for members of the sub-unit and that they would like a portion of the raffle proceeds to come back to the sub-unit. After discovering that they already keep the raffle proceeds, it was felt that the $5 membership fee is minimal and would still be required of sub-unit members. To make it official, Scott Elstad amended his previous motion to include the retention of raffle proceeds by the sub-unit. Wayne Stancill 2 nd and motion carried. Recent donations include back pack fire pumps, fish egg screens, water sample jars, milk cans, publications, photographs of stocking in the Black Hills with horse and buggy, scales, signs, tools, patches, fish feeders, Secchi disk, and more. The focus of the collection is on fisheries management, not just fish culture, and there is still room for more. Among other things, we'd like to expand the collection of lake and stream survey equipment, from electroshockers to bottom samplers. All Chapter members are invited to tour the collection storage area- just let me know you are coming. If you show up unannounced, I may not be here to give you a tour. Booth Historic National Fish Hatchery U.S. Fish and Wildlife Service 423 Hatchery Circle Spearfish, SD ext fax Randi_Smith@fws.gov Redear Introductions in South Dakota By Dave Lucchesi The South Dakota Department of Game, Fish and Parks introduced adult redear sunfish into two small South Dakota ponds on May 27 th this year. Nebraska Game and Parks personnel netted about inch stunted redears from a pond along Interstate 80 near North Platte. These fish were stocked into a private pond near Sioux Falls and a pond on Ellsworth Air Force Base (EAFB) near Rapid City. Redears are native to the southern United States. They prefer clear lakes with shallow vegetated areas and their preferred food items include insects and snails. Their affinity for sunken trees and brush have earned them the nickname, stump knockers. Redears often grow faster and larger than bluegills or pumpkinseeds. In Michigan, redears were introduced into 30 waters containing slowgrowing bluegills and pumpkinseeds. After several years, the redears averaged about 2 inches longer than the resident panfish and obtained a mean maximum size of over 10 inches. In addition, they did not appear to impact the growth or abundance of the resident panfish. Based on the Michigan s success and because Michigan and South Dakota share a similar northern latitude, Dr. David Willis, South Dakota State University, suggested that redear sunfish might improve the fishing in the state s small impoundments. This October, trap nets (Sioux Falls pond) and electrofishing (EAFB pond) were employed to evaluate the introduction. Three trap nets, set overnight, captured 27 redears, nearly 20% of the original stocking. In just four months, the 3-6 inch redears had grown to 6-8 inches and are now longer than the resident bluegills. Several fish were sacrificed so their stomachs could be examined, but unfortunately, all were empty and didn t provide any dietary information. Eleven redears were sampled by electrofishing in the EAFB pond and their growth was similar to the Sioux Falls fish. The next test for these southern transplants will be to survive a long, cold South Dakota winter. If they survive and continue to grow well, more introductions may be considered, possibly into public waters. Carp transfer into the Devils Lake basin it s the little things that matter. By LR Schlueter It is the small things that can make a difference winning the big cash lottery or learning that water projects could move water with carp into un- Issue 29, page 7

8 infested waters. This was the case for Devils Lake, i.e., a waterbody without a carp population. Two different water boards in the Devils Lake basin proposed small drainage projects. The projects were at the upper reaches of Devils Lake basin. In this relatively flat area of wetlands and sloughs, the delineation of Devils Lake basin and the Pembina River basin is not well defined. During periods of localized, high runoff rates, water could flow to either drainage. There are a series of small drainage clean-out projects in these undefined drainage areas that do not need to file for permits or give notification of intent to construct. The projects could have been constructed, but there was a single comment during an unrelated meeting caused a biologist to begin asking questions. The water boards were contacted about the potential for carp introduction into Devils Lake drainage from these projects. While we, those in the natural resources profession, are often at odds with the development and agriculture community, this does not always have to be the case. The water boards were presented information on problems that carp introduction will have on Devils Lake and the impacts to the region s economy from reduced recreation. With additional information and discussions with individuals from those areas and with the FWS, the water boards and local farmers began to look for ways to prevent carp movement between the two watersheds. The North Dakota Game and Fish Department was asked to provide information on various styles of fish barriers and which barrier was the preferred alternative. The water boards have begun the process of including berms at the watershed s divide to keep water and fish from moving between drainages. The small things that were important in this project were: 1) Being available to attend meetings, to ask questions about projects that impact a fishery 2) Approaching water boards with simple questions about their projects, to provide facts about impacts of water projects. 3) To be available to answer questions about water projects in a professional manner As professionals, we need to be aware of the little things, to consider the impacts of a series of little things on the whole, and to care for those little things that really matter. The Devils Lake carp issue is a study in what can go wrong, what can be done to correct things when parties communicate and there is a common cause to protect a resource from unnecessary compromise. John Whitehead President, AFS Socioeconomics Section Current Issues in the Dakotas Meetings Scheduled to Discuss James River Floodplain Issues The Corps of Engineers (Corps) in partnership with the James River Water Development District (JRWDD), has begun an integrated feasibility study/environmental impact statement (FS/EIS) to evaluate flood damage and ecosystem problems and opportunities along the James River within South Dakota. Public scoping meetings will be held on the following dates and locations: December 13 - Ramkota Inn, th Avenue NW, Aberdeen, SD; December 14 - City Hall, 239 Wisconsin Avenue SW, Huron, SD; December 15 - Holiday Inn & Convention Center, 1525 West Havens, Mitchell, SD; December 16 - Best Western Kelly Inn Convention Center, 1607 E. Hwy 50, Yankton, SD. At these meetings, representatives from the Corps and the JRWDD will be available from 4:00 to 6:00 p.m. for informal discussions.
