2 More Pictures and Information about the Portland Boat Ramp The idea for the Portland Boar Ramp began in November 2013, when Councilwoman Hamilton and Captain William Whobrey, Special Units Coordinator for the Louisville Division of Fire met with the U.S. Army Corps of Engineers to propose the project. In the months that followed, a ramp location was secured, and then a design was developed in accordance with the Corps of Engineers standards. The Portland Boat Ramp is located at 805 North 27th Street at the McAlpine Locks and Dam in the Lower Pool area below the Falls of the Ohio and the Hydroelectric Plant. The ramp became a capital spending project of the Division of Fire as Metro Government allocated funding for the project, with an initial cost of $85, The total project cost is $160, Before this ramp was built, means of access to the Lower Pool of the Ohio by Louisville Fire was through the New Albany boat ramp located 6.5 miles from Louisville Fire s primary rescue unit. The usual response was time of 12 to15 minutes. If Louisville Fire uses the Harrison Boat Ramp in Jeffersonville located 5.6 miles from its primary rescue unit, the response time is anywhere from 5 to 7 minutes. Prior to the construction of this ramp, recreational activities such as kayaking, canoeing and fishing have been permitted in this area of the river. That continues to be the case today. The ramp provides an easier way to walk down to the river s edge. The primary use of this ramp is strictly for emergency incident access. The use of motorized vehicles is limited to public safety agencies. This includes Louisville Fire & Rescue, the Army Corps of Engineers, Louisville Metro Police Department, the US Coast Guard and Kentucky Fish & Wildlife. 2
