4 SECTION ONE INTRODUCTION In 1984, Congress passed the Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act (RCRA). Section 4010 of RCRA mandates that the Agency determine the adequacy of existing waste disposal facilities and practices. In response to this mandate, the Agency has conducted a series of studies to identify and collect data on facilities used to manage Subtitle D wastes. One study, "Screening Survey of Industrial Subtitle D Establishments," estimated the number of on-site waste management units used within 17 industries to manage non-hazardous industrial wastes. The study was conducted in the mid-1980s. The number of industrial and construction and demolition (C&D) landfills active in the mid-1990s is unclear, given the passage of time. This document provides the Agency with a revised estimate of the number of these Subtitle D facilities. Table 1 is a summary of the findings; there are an estimated 1,370 industrial and 1,889 C&D waste landfills in The list is compiled from individual records collected by the states and territories; the quality of the information varies accordingly. Individual states may classify C&D landfills or industrial waste landfills differently depending on state definitions. These different definitions may affect the count of actual C&D or industrial waste landfills. We wish to thank the state and territorial officials who contributed their time and energy to provide these lists. No attempt has been made to verify the accuracy of the individual lists. Individual States may classify construction/demolition landfills or industrial waste landfills differently depending on State definitions. These different definitions may affect the count of actual C/D or industrial waste landfills. Section Two provides summaries of the types of information contained in each state's list. The state summaries include a count of facilities; the date of the data; a list of the additional data available from the state list; and the name, address, and telephone number of the contact who provided the information. A comment section identifies any processing that was done to obtain the list of active industrial and C&D waste landfills. For all states, facilities whose permit had expired or would expire by December 31, 1994 were not included in the count or on the lists shown in Section Three. Section Three contains the list of active industrial and C&D landfills. The lists are sorted by county, city, and name. The landfill city and zip code were taken first from the facility address. If the facility address was not available, the city and zip code were taken from the operator address, except when the operator was located in a different state. In the latter case, the city and zip code were left blank. This pattern sometimes results in a city being listed in more than one county. In such cases, the county is the correct location of the landfill. Three states (Delaware, Illinois, and Rhode Island) kept records of whether the landfills were off-site or on-site. In these cases, the off-site landfills are identified by asterisks after their name. This information is also noted on the state summary sheet. 1-1

Sanitary landfills accept solid wa stes and require a daily cover. Industrial and C&D landfills are specifically identified as such. Mr. Kelly supplied Jul y 1993 and July 1994 versions of the sanitary list. The first contained permittee information, from which the city and zip code are t aken, while the second contained the landfill category (industrial or C&D). Therefore, the actual number of C&D landfills does not include these 887 individual house sites where inert debris is buried. Industrial waste landfills were obtained from a separate listing of solely industrial landfills. There are MSW landfills which accept industrial waste ; however, there are no landfills exclusively accepting industrial waste. 2-14
