5 WELCOME MESSAGE FROM THE DIRECTOR Every year Parks and Recreation departments across the country celebrate July as Parks and Recreation month. The goal of this endeavor is to highlight the vital role that parks and recreation plays in the health and wellness of communities year-round. Sparks is no exception; the programming, services, and facilities orchestrated by our dedicated team of eleven full-time and 200+ temporary part-time employees contributes directly to the quality of life our residents experience daily. To date, our FY17 cost recovery rate was 77%. Our fiscal responsibility is truly something to celebrate. The typical park and recreation agency generates $19.04 in revenue annually for each resident living in its jurisdiction (as documented by the National Recreation and Park Association 2017 report on agency benchmarks). Based on our population estimate of 95,726, we continue to perform well above the average. You may have noticed that community growth has impacted our services and parks. This trend is anticipated to continue and I want to thank you in advance for your patience as we strive to provide the best service possible. Tracy L. 40 PARTNERS IN PARKS AND RECREATION FOR SOME, doing good is no more complicated than picking up someone else s cans and wrappers while hiking our local hills and trails. For others, it s stepping forward with donations to fill voids or provide monetary support to help a child learn to swim, play sports, or simply get a healthy snack. They re neighbors who give in whatever way they can with their time, their money, or even their experience. The results are impressive: they gain a sense of pride and we end up with a community that s made even better. There are countless ways to get involved and make a difference. THANK YOU TO OUR DEDICATED PARK RANGERS Park rangers are invaluable stewards of the Golden Eagle Regional Park and the Sparks Marina Park. This great team of employees is dedicated to maintaining a safe, secure, and friendly environment for all park visitors to enjoy. Despite popular belief, picking up after dogs is not their duty - it s the dog owner s responsibility. Here are just a few of the duties they perform each day: Provide the public information pertaining to park use and interesting features. Help with directions, answer questions, and establish cooperative relationships with facility users. Patrol assigned areas by foot, bicycle, or vehicle or other means to promote public safety and prevent damage or vandalism to City property. OTHER FACILITY RENTALS Reservations for 2017 are currently being accepted for the following facilities (Recreation Department programs will have priority): Recreation Gymnasium, Alf Sorensen Community Center and Larry D. Johnson Community Center. Facility reservations for 2018 will be accepted beginning November 7, Go to sparksrec.com for details. Park rangers pictured with Mayor Geno Martini. Promote the proper use of facilities in compliance with City ordinances and park policies and procedures. Maintain order, provide verbal warnings, and notify law enforcement as necessary. TRUCKEE MEADOWS TRAILS GUIDE Life in northern Nevada is all about enjoying the outdoors. So it s easy to understand why the most frequently asked question of parks departments in Sparks, Reno and Washoe County is, Where are the trails? All three entities have pooled resources and information to create a guide about public trails in and around the Truckee Meadows. You can download the publication at sparksrec.com or pick up a copy at any City of Sparks Parks and Recreation facility. WEDEKIND REGIONAL PARK Wedekind Regional Park is one of the last remaining areas of significant open space in the City of Sparks. Given its central location, the park is a key link to the Sparks Regional Trail System, the surrounding neighborhood urban trail system, adjacent commercial and business development and Washoe County s future Sun Valley Rim Trail. In 2013, trailhead facilities/system upgrades were made to the 250-acre parcel located east of Pyramid Way and south of Disc Drive. The 4th Street trailhead features a picnic pavilion, portable restroom, and an outdoor classroom to provide area children with a front row seat to learn about nature and the history of mining. There is also a trailhead at the Disc Drive entrance. Park users will find kiosks with maps and trail information at both trail heads. Shaded seating was also created at two hilltop locations to take full advantage of the breathtaking panoramic views of the valley. DID YOU KNOW? Volunteer service provided in FY17 totaled 18,892 hours. 41

44 PARKS AND FACILITIES GET OUT & PLAY IN SPARKS PARKS If you are looking to spend some time outside, there are nearly 60 parks to explore in the City of Sparks. Close to 30 of these sites are nestled in neighborhoods, giving residents the opportunity to walk or bike to a nearby park. These parks provide playgrounds, basketball courts, pathways, picnic tables with shelters and open turf areas for children and adults to play, gather and socialize. There are also two sprawling parks located outside of local neighborhoods Wedekind Regional Park with 274 acres of open space and six miles of trails, and Golden Eagle Regional Park with a state-of-theart sports complex spanning 140 acres with 15 synthetic fields, trails and a restaurant. Another popular spot for recreation is Rock Park, located right on the Truckee River and features a whitewater park for kayakers as well as those who simply want to splash around. If you head out to one of these locations for a family picnic, (see map on page 43) please note that only gas grills are permitted in the parks (except for sports complexes) and be sure to have the family dog on a leash. Enjoy! SPARKS MARINA PARK The Sparks Marina Park is one of the largest parks in Sparks. Year round activities and facilities include: swimming, picnics, boating (no gas engines and must be hand launched), scuba diving, wind surfing, 2 mile walking/running trail, sand volleyball courts, playgrounds, showers, a dog park, and a concession stand during the summer months. Swimming, fishing, picnic areas, restrooms, showers, and the trail are all ADA accessible. If you have a disability and cannot hand launch your vessel, please call the park rangers at prior to your arrival. Lifeguards are on duty in the designated swim area, weather permitting during the summer months, dates/times TBA. Keep the Sparks Marina a safe, inviting place for everyone by observing the following: We welcome small gas grills, but do not allow charcoal grills in the parks. No glass containers or alcohol. Dogs must be on a leash at all times except at the dog park. (W.C.C ) Shade areas are first-come, first-serve unless they are rented. DO NOT FEED THE WILDLIFE. This includes water fowl and squirrels. Wild animals dependent on people for food can cause injury and spread diseases. No swimming unless lifeguards are on duty per season. WHILE EVERYONE IS LOOKING OUT FOR NUMBER ONE, WHO IS PICKING UP NUMBER TWO? IT S THE LAW! 42 A single gram of dog feces may contain a bacteria count as high as 23 million, as well as infectious parasite eggs. Dog walkers who carelessly choose not to clean up after their pets are creating a serious health and safety threat to our parks and public places. Washoe County Code mandates: you must not allow your animal to defecate on public or private property without immediately removing and properly disposing the feces. You must carry a suitable container or other suitable instrument for the removal and disposal of dog feces. (WC Code ) Additionally, all animals must be leashed and under immediate control.
