10 Appendix A. B. C. Brothers of the Southwest District, This year the History and Traditions Committee was charged with the following: 1. Review the 2010 History and Traditions Report. 2. Continue to perform interviews of dignitaries to archive at National Headquarters. 3. Consider a revision of the questions used on the Chapter History form to include more information not yet obtained. 4. Discuss ways to continue increasing History Form and Scrapbook submissions. 5. Create a chapter officer guide for duties that each office requires on the district and national level. 6. Review any joint song submissions with the TBΣ History and Traditions Committee. After reading the previous committee s charges and report, we set to action. In terms of interviewing national delegates, it was decided that we would invite them to the latter half of our committee meeting the follow day for interviews as well as attempt interviews during reading band. However, because the national dignitaries have been indisposed interviews have not been possible. We next considered revisions to the chapter history forms. Because they are now split into the archival and recent history forms, we evaluated each separately. Recommended additions to the recent history form are as follows: Please explain an activity that promotes your chapter outside of the music department. Please explain an activity through which you keep in contact with your chapter s alumni? Please explain any significant changes to your chapter operations in the past year and why they were made. In terms of methods to increase chapter history forms and submissions, it was decided to continue using as many methods and media as possible: e- mail, Facebook, phone calls, text messages, district events, etc. Through these methods in the past year, approximately 30 chapters participated by submitting photos and returning the recent history form.

11 Because of time restraints, the committee decided not to attempt the creation of an officer guide. The committee recommends that this charge be taken up by the district council over the next year. For the joint song, our committee met with the Tau Beta Sigma History and Traditions committee. Having requested submissions for joint songs from schools throughout the district, we received two. After consideration of submissions by the joint chapters at Baylor and the joint chapters at Houston, the committee recommends adopting Houston s as the district joint song. Charges to the History and Traditions Committee: 1. Review the 2011 History and Traditions Report. 2. Continue to perform interviews of national dignitaries to archive at National Headquarters. 3. Consider a revision of the questions used on the Chapter History forms to include information not yet obtained. Charges to the District Council: 1. Create a chapter officer guide for duties that each requires on the district and national level, including all deadlines for submission. 2. Discuss ways to continue increasing submissions of the Chapter History Forms and District Scrapbook. 3. Find somewhere to store district history regalia. 4. Utilize the district Facebook fan page to publicize district programs, chapter activities, and other involvement opportunities. 5. Continue to use the Southwest District DropBox account to collect district history and contact information, and publicize it to increase awareness and use. 6. Find ways to incorporate the new joint song, including distribution and instruction of. 12 D WAYS AND MEANS COMMITTEE REPORT The 2011 Committee received the following charges: 1) Review the 2010 Committee Report 2) Present an overview of the district account 3) Determine if any line item in the district budget needs to be adjusted. 4) Create and present a budget for the academic year During this year s convention, the following actions took place: 1) The previous report was presented and discussed 2) The account overview was presented and discussed 3) Line Items in the district budget were reviewed and adjusted as necessary 4) It was determined that the following increases should be made to the Other (Interest, Chapter Donations) category of Estimated Revenue: Increase Other (Interest, Chapter Donations) to $250 o Rationale: To encourage chapters to donate monies to the district 5) The 2010 JACME fund was added to the budget proposal in order to keep record of the funds but is not an inclusion to the revenue and expenses. 6) The budget for the year was written and is enclosed with this report. CHARGES: The 2012 Committee has been charged with the following: 1) Review the 2011 Committee Report 2) Present an overview of the district account 3) Determine if any line item in the district budget needs to be adjusted 4) Create and present a budget for the academic year Additional charges are as follows: 1) For the Secretary/Treasurer: Add a delegate fee for the 2012 SWD Convention to assist with 2013 National Convention expenses for the SWD. 2) For the District Council: solicit chapter donations and consider adding it to the D.O. Fraternally, Stephanie Bergeron 2011 Ways and Means Committee Chair SWD Secretary/Treasurer Beta Gamma Chapter Louisiana State University E JACME District Committee Report The charges from the JACME reports were taken under consideration and adapted based on the proposed new direction of the JACME Committee. The Joint Action Committee for Music Education received the following charges: 1. Review the 2010 JACME Committee Report. 2. Consider dissolution of the committee. If dissolved, decide where money will be used for in the future that has already been collected. Recommendation is to use money for local schools where convention is being held in the name of the Southwest District of KKΨ & TBΣ. During this year s convention, the following actions took place: 1. The previous report was presented and discussed 2. Possible dissolution of the committee was discussed and rejected Charges: After further discussion, the following amendment proposals were discussed and submitted to the Jurisdiction Committee: A. That the Kappa Kappa Psi Vice President and the Tau Beta Sigma Vice President of Special Projects be appointed to oversee and execute programs for the Joint Action Committee for Music Education B. That the JACME funds be divided into 3 portions and used for the following: i. The Service to Music Education Grant ii. A new program designed to assist a middle or high school music program, local to the host chapter, in need of monetary support iii. A Guest conductor, artist or music education speaker selected by the host chapter

14 Thank You s: We charge the Delta Chapters and Council members with finding a middle or high school music program, local to your respective chapters, to receive the 2010 JACME funds equaling roughly $3105 for the betterment of their program. We suggest using the following criteria: Demographics, Test scores, Local BMA District President s recommendation and Director of Bands recommendation Local school should be chosen by the end of Spring 2011 semester. We charge that the District Councils make the 2012 Joint Action Committee for Music Education a closed committee based on the fact that they will be discussing/voting on Grant Applications for Chapters within the Southwest District. We charge the KKΨ Vice President & the TBΣ Vice President of Special Projects to create an application for the Service to Music Education Grant And last but not least, we charge the KKΨ VP & the TBΣ VPSP to continue their great work in progressing the attendance and participation of the Southwest District Reading Band We would now like to recognize the delegates from our committee, so when we call your name would you please stand to be recognized. Nominations Committee Report 2011 The 2011 Kappa Kappa Psi Southwest District Nominations Committee was charged with the following: 1. Review the 2010 Nominations Committee Report 2. Examine and submit to the district a list of all constitutionally qualified nominees for each office. 3. Develop a series of questions for each candidate and establish criteria for a positive recommendation for the district. 4. Re- evaluate general questions below- consider any changes. 5. Re- evaluate the officer specific questions below- consider changes to the president s questions to outline previous work on council. 6. Prepare a slate of one candidate for each position that the committee feels would benefit the district the most (the committee may feel that a no slate is best for any or all offices). 7. Recommend any changes to the nomination/election process to the Jurisdiction Committee. The following criteria should be used in the slating process: 1. Review the applicant s materials, checking for constitutional validity of their candidacy. 2. Conduct a personal interview with each candidate. 3. Combining the information from points one and two, determine whom the committee feels would best serve the Southwest District in each capacity. In order to create a fair and just interview, some of the following questions were used in the interview process for each candidate: General Questions for all candidates: 1. What are the responsibilities of this office? 2. Why do you want this office? 3. Would you be flexible if the committee slated you for another office? 4. What will your status with Kappa Kappa Psi be for next year? Will you be a chapter officer? 5. What is your current overall academic status? Do you have any academic honors? 6. What do you feel is the model time commitment for a district officer? 7. What is your view on the importance of council representation at SWD Area Workshops?

16 8. What is your personal philosophy on band programs and service? 9. What type of programs would you like to see implemented or expanded upon in the Southwest District? 10. What is your greatest weakness? 11. Tell us about a not so positive situation that you have encountered and how did you overcome it? 12. What are your current top priorities? 13. Where do you think the District Stands on their faith in the Southwest District Council? 14. What would be your role within the council? Questions for President Candidates: 1. What do you think your finest moment as a leader has been? 2. How could you draw that experience if you were elected President? 3. Describe how your previous experience on the council will help you with being President (if applicable)? Questions for Vice President Candidates: 1. What are your plans to keep colonies well informed? 2. How would you work with alumni on a district level? Questions for Secretary/Treasurer candidates: 1. What experience do you have regarding finance and/or secretarial duties? 2. Do you have any fundraising ideas in mind? Questions for Member- at- Large candidates: 1. Of what would your ideal visit to a chapter consist? 2. In your opinion, what constitutes effective communication? 3. How do you set your criteria for chapter visits? 4. How would your visit benefit a chapter? 5. What are your relations with other chapters? Pertaining to the second change, the Nominations Committee found that all six nominations packets submitted by the candidates met the National and Southwest District Constitutional requirements. The committee found that the following candidates met all requirements: 1. Brenna Hensley President Alpha 2. Melissa Rice President Beta Lambda 3. Powers Bilodeau Vice President Delta Sigma 4. Mike Breaux Secretary/Treasurer Theta Nu 5. Kurt Cockran Member- At- Large Delta 6. Kaylee Christie Member- At- Large Lambda

17 After discussing all of the qualities and qualifications of the candidates, the Nominations Committee came to its final recommendation for the District. Though the committee felt all of the candidates were well qualified, we concluded that these candidates would be the best service to the Southwest District in the following capacities: President: Melissa Rice Vice President: Powers Bilodeau Secretary/Treasurer: Mike Breaux Member at Large: Kurt Cockran Member at Large: Kaylee Christie Beta Lambda Delta Sigma Theta Nu Delta Lambda The committee felt that each person who was slated was by far the clear choice and the best candidate for each position. The committee must express that the voting for the slate for each office was a unanimous vote. The Nominations Committee would like to thank all of the candidates for district office for their time and interest in working for the good of the Southwest District and the fraternity at large. The committee strongly uses the delegation to ask questions of all candidates for office so that the delegation can make an informed decision that reflects the best for the district. The 2010 Spirit Committee charged the current 2011 Spirit Committee with the following: 1. Review the 2010 Spirit Committee report. 2. Review and decide the award recipient for the Spirit Stick. 3. Review and decide the award recipient for the Spirit of the Southwest Award (The Cup) 4. Review and decide the award recipient for the Outstanding Service to Music Education Award. 5. Review the revised application process for the Outstanding Service to Music Education Award and make possible revisions if deemed necessary and submit changes to the Jurisdiction Committee. The 2011 Spirit Committee began the day by reviewing the 2010 Spirit Committee report and the charges given to us. Before diving into each section, we overviewed what each award pertained specifically to and their purpose. We noticed that there were two check lists for the Spirit Stick - - One in the constitution and one in the files for the Spirit Committee Chair. The Spirit Committee decided that the check list to keep will be the one in the Kappa Kappa Psi Southwest District Constitution because it was deemed more detailed and solidified than the other. In the Kappa Kappa Psi Southwest District Constitution, under Appendix 3: Spirit Award Criteria, there was a lot of confusion as to what this pertained to. To resolve these complications, we sent the following changes (highlighted below) to Jurisdiction: Appendix 3: Spirit Award Criteria Guidelines for the Spirit Award, also known as the Spirit Stick, shall be as follows: We then reviewed the criteria and read all of the packets for The Spirit of the Southwest. Everything looked great and we do not see any changes needed at this time. However, there seemed to be confusion as far as when to turn in the packet of information. We plan to charge the next Southwest Chapter with further instructions. Great changes were made by the 2010 Spirit Committee however, the changes set forth in the Kappa Kappa Psi 2010 Minutes were never given to the Jurisdiction Committee. They have now been sent so the following criteria for the Outstanding Service to Music Education are as follows: Appendix 1: Awards Outstanding Service to Music Education Award Criteria Chapters will apply and be recommended by their Director of Bands *and/or Sponsor for this award. This award should recognize service specifically furthering music education at the university or in the community. The chapter should submit

21 an application, an essay outlining the activity, a letter from at least one of the beneficiaries, and a supplemental letter of support from the Director of Bands and/or sponsor. All activities must be a form of philanthropy or charity and may not have a charge or fee associated with the beneficiaries of the activity. It seems like there has been a lack of communication with this award. It does not have to be rewarded to just one chapter. It is a great award for all chapters who are recommended by their Director of Bands and/or Sponsor. To reiterate what the 2010 Spirit Committee said, We felt that these adjustments will make the Director of Bands aware of the opportunity they have to recognize their Chapter, as well as give the Chapter a chance to show their Service to Kappa Kappa Psi as an Organization, as well as Music and the community. The 2011 Spirit Committee charges the 2012 Spirit Committee with the following: Review the 2011 Spirit Committee report. Review and decide the award recipient for the Spirit Stick. Work with the host chapters for percentages of who is in attendance at convention, for the attendance at reading bands. Work with the Co- MALS to retrieve the chapters who submitted images for the Southwest District digital scrapbook. Review and decide the award recipient for the Spirit of the Southwest Award (The Cup) Review and decide the award recipient for the Outstanding Service to Music Education Award. Review the revised application process for the Outstanding Service to Music Education Award and make possible revisions if deemed necessary and submit changes to the Jurisdiction Committee. The 2011 Spirit Committee charges the 2012 Southwest District Council with the following: Place the Outstanding Service to Music Education Award online under Resources. Notify the Southwest District via hard copy or listserve of the Outstanding Service to Music Education Award along with the criteria that can be found in the Kappa Kappa Psi Southwest District Constitution Notify the Southwest District via hard copy or listserve of the Spirit of the Southwest award, a.k.a. The Cup and that not only is the application due, but a pack is due as well before the opening gavel of the Kappa Kappa Psi Southwest District Convention separate session. The 2011 Spirit Committee followed the criteria outlined in Appendices 1-4 of the Kappa Kappa Psi Southwest District constitution and as charged by the 2010 Spirit Committee, we have have decided: The 2011 Spirit Stick Award Recipient is: Zeta Beta - Howard Payne University The 2011 Spirit of the Southwest Award Recipient also known as The Cup is: Theta Phi -Henderson State University The 2011 Outstanding Service to Music Award Recipient is: undetermined Overall, this committee ran smoothly and all the delegates were very active in what they had to say.
