3 Los Angeles County Los Angeles County s population is larger than the population of 43 individual states in the nation. Most populous county in the nation with more than ten million people. Los Angeles is home to people from more than 140 countries, who speak at least 224 languages and dialects. 3

4 Unemployment Rate As of August 2012, the unemployment rate in LA County was 11.2%, which is higher than California s unemployment rate of 10.7% and the National rate of 8.1% 4

6 Los Angeles County Child Support Services Department LA is 22.8% of the State s child support caseload. We have over 309,000 open cases and each has an NCP on it. Currently, on 57% of the NCP orders, the NCPs are paying child support. 6

21 Collaboration Plan The goals of the pilot program were to: 1. Have CSS and CSSD launch the NCP pilot Program on March 1, Outreach to target population: 203 NCP s that were currently enrolled in WIA program(s) 3. Provide LA County Child Support Services and resources at every WorkSource Center and Youth Site 21

22 Launching the NCP Pilot Program Flyers were posted on at each WorkSource Center Letters were sent out to each NCP enrolled in WIA services On-site services from CSSD were provided at four (4) WorkSource Centers 22

As you know, WorkSource can assist you in finding employment by providing you with information on jobs, free use of computers for job searches and employment counseling and workshops. In addition to our many resources, we are also teaming up with the Los Angeles County Child Support Services Department to assist individuals who have child support issues. We can provide access to assist individuals lower their child support obligation or obtain their suspended driver s license, while they are looking for new employment. If you have child support issues and would like help in resolving them, we invite you to attend a free Child Support workshop. The workshop will be held at: Place Time Location We will have staff from the Los Angeles County Child Support Services Department available to review your case with their office. They will be available to start the process to reduce your child support payment or to get your driver s license back. 30 Accomplishments and Strengths 1. All WorkSource Centers staff were trained about the pilot program 4. CSSD provided support to customers in answering and solving issues about child support 2. WorkSource Center staff offered extensive support to CSSD on the pilot program 3. CSSD was noticeable at WorkSource Centers while providing ample resources such as brochures, booklets and informational flyers 30

31 Veterans Outreach WHY WIBs have been given unique funding specifically for Veterans allowing then to go to the front of the line. HOW Using payment histories, we were able to identify participants whose payment source was from the armed forces in the past but no longer. APPROACH Initial approach didn t work Child Support sent letters to Veterans asking them to come to selected WorkSource Centers for assistance Second approach Letters were sent by Child Support, but on WorkSource heading. Child Support is minimized in the letter. WorkSource opportunities were maximized. Specific Workshop dates were added to help encourage participation. 31
