1 Central Visayas Regional Development Council Major Accomplishments (2 nd Semester of CY 2013 and 1 st Semester of CY 2014) Key Result Areas A. Regional Development Planning Major Accomplishments 1. RDP. Approval of the Central Visayas Updated Regional Development Plan and its use as the framework for the region's development for the period Post-Disaster Rehabilitation and Recovery. Support in the preparation and endorsement to the NDRRMC of the Regional Rehabilitation and Recovery Plans for Areas in Central Visayas Affected by the 7.2 magnitude earthquake and by SuperTyphoon Yolanda. Right after Typhoon Yolanda, the RDC organized an RDC Relief Caravan that brought relief goods to the victims in the northern towns of Cebu. 3. RDC Priorities. Formulation of the Central Visayas RDC Priority Action Agenda which contains the activities that have to be undertaken and given priority by each of the four RDC-Sectoral Committees for the next three years in order to facilitate the attainment of the goals set in the RDP. 4. Visayas Framework.. Discussions by the Regional Land Use Committee of an initial draft of a Visayas Area Spatial Development Framework which will serve as guide for the three Visayas regions (i.e. Western Visayas, Central Visayas, and Eastern Visayas) in pursuing a sustainable, balanced, and integrated development for the entire Visayas region. 4. RES. Preparation of the Quarterly Regional Economic Situationer (QRES) with members of the RDC provding data and on-the-ground observations for their respective sectors. B. Investment Programming and Budgeting 1. RDIP. Approval of the Central Visayas Updated Regional Development Investment Program which is used as the primary source for the List of Programs, Activities and Projects (PAPs) proposed for inclusion in the CY 2014, 2015 and 2016 Budget Proposals of National Agencies. 2. CIP. Approval of the Central Visayas Core Investment Program which consists of big ticket projects and feasibility studies culled out from the RDIP. The CV-CIP will be used as an advocacy document in the tracking of the progress (implementation as well approval) of the big ticket projects in the region and of the status of the feasibility studies undertaken for big ticket projects. 3. Budget Review. Coordination with RLAs and SUCs for the conduct of the 2015 budget review consistent with DBM s requirement for bottom-up planning and multi-stakeholder budgeting consultations. Endorsed the list of priority PAPs of
2 regional line agencies and SUCs to CHED and agency central offices for inclusion in their respective agencies' proposed budgets for CY Disaster-ready Water Project. Endorsement of the 3 units Truck-Mountable Water Purification System which resulted in its approval by the Department of Energy. The equipment will be very useful in times of calamities and disasters especially when potable water is not available. 5. Power Interconnection. Endorsement to the NGCP of the request of the RDC Subcommittee on Power to study the feasibility of a submarine cable interconnection between mainland Cebu and the island of Bantayan, Cebu (Sept 2013); Cebu to Bohol and Cebu or Negros Oriental to Siquijor to promote power stability in Central Visayas. (Dec 2013). 6. Loon Tourism Zone. Endorsement to the Tourism Infrastructure and Enterprise Authority (TIEZA).for the Establishment of the Loon Tourism Enterprise Zone (LTEZ) to facilitate the latter's TIEZA registration The project supports the goal of the Province of Bohol and of the Municipality of Loon to become a major cruise ship destination. It will also hasten the post-earthquake socio-economic recovery of Loon and the adjacent areas. 7. Bohol Projects endorsed for National Government funding.. For DOH to allocate funds for the proposed construction of the Gov. Celestino Gallares Memorial Hospital. For DILG to allocate funds for the proposed construction of the new Provincial Capitol Building. For DPWH to allocate funds for various bridge projects in Bohol with funding from Government of France, PHL, and JICA. 8. Cebu City Projects endorsed for National Government funding. For DOH to allocate P800 Million in its FY 2015 budget, for the construction of the Cebu City Medical Center Hospital Building. 9. Negros Oriental and Siquijor Port Projects endorsed for Natoinal Government funding. For the Phiippine Ports Authority to allocate funds for proposed Port Development Projects and for RDC to include these in the CV-Regional Development Investment Program, C. Policy Reviews / Recommendations 1. RDF. Endorsement to the OP, DBM, and 16th Congress for the proposed establishment of the Regional Development Fund which will be used to fill the gap between RDC-endorsed projects and GAA-approved projects. The RDF will be used to fund RDCendorsed projects critical to attainment of the goals set in the RDP but which are not included in the projects funded under the GAA.
3 The RDF is intended to allow the identification, prioritization, and implementation of projects at the regional level. 2. RPAF. Recommendation to the DBM for the proposed establishment of the Regional Poverty Alleviation Fund which will serve as a flexible funding source for well-targeted poverty alleviation programs/projects. The RPAF would augment existing national and local poverty reduction interventions in target municipalities. Specifically, it would fund development interventions in municipalities with poverty incidence 50 percent or higher based on the 2009 Small Area Estimates on Poverty as prepared by the NSCB. 3. Domestic Shipping. Endorsement to MARINA of the opening of the Domestic Water Transport Industry to new operators and investors. The increased competitition is intended to improve services and facilities of the domestic shipping industry. 4. NBC. Proposed amendments in the National Building Code were forged by an RDC-TWG which would increase resilience to disaster, improve access of persons with disabilities, and increase LGU accountability for implementation. These were endorsed to the DPWH Secretary. RDC endorsed to concerned agencies also an action plan for the stricter implementation of the Code. 5. ARTA Implementation and Monitoring. Enjoined all government agencies in the region to vigorously implement ARTA as a competitiveness-raising RDP strategy, with RDC-Development Administration Committee's quarterly monitoring thereof. Request made to CSC7 and PIA7 to help mobilize public information officers to generate citizen feedback therefor. 6. Government travel allowances. Recommendation to the OP for the upward adjustment of the travel allowances of government personnel. for local official travel. The proposed adjustments will offset the increase in the travel expenses arising from the increase in the rates of lodging houses and transportation facilities. This was re-submitted to the Office of the President through the Travel Rates Committee last June Fuel Prices. Request for the Office of the President to cause the convening of the Joint DOE-DOJ Taskforce in order to address the unreasonable price gaps of fuel prices in Bohol vis-a-vis neighboring provinces 8. Youth Development. Support the National Youth Commission for the passage of the Local Youth Development Empowerment Act (LYDEA), an Act to Create Enabling Mechanisms for Meaningful Participation of the Youth in Nation Building. 9. Family Heatlh. Support the DOH for the implementation of its Family Health Improved Program by enjoining support therefor by
4 D. Monitoring and Evaluation LGUs and regional offices of DepEd, DILG, DSWD, NNC, NYC, PhilHealth and POPCOM. 1. Incentives for Monitoring. Approval of the Good Practice Awards (GPA) Guidelines of the RPMC designed to strengthen the Regional Project Monitoring and Evaluation System. The GPA is a collective name for two awards: Outstanding Project Monitor Award given to an LGU for outstanding conduct of project monitoring and evaluation, and Best Implemented Project Award given to the lead project implementer (agency or LGU) for exceptional performance in project implementation and management. The Guidelines include the parameters and criteria to be used in qualifying the implementing agencies and LGUs, as well as the screening, selection, approval and awarding processes. Initiated the RPMC Good Practice Awards to be given to implementors of projects which do not have implmentation slippages. 2. Project Monitoring. Regular conduct of regular monitoring through the Regional Project Monitoring Committee (RPMC) of the status of implementation of ODA and GAA-funded programs and projects in the region including the rehabilitation projects due to natural disasters (i.e. TS Sendong, TS Pablo and the 2012 earthquake in Negros Oriental). Starting 2014, the RPMC also monitored the rehabilitation projects of the 2013 earthquake in Bohol and TS Yolanda in Northern Cebu. The monitoring activities conducted were a combination of desk monitoring by analyzing status reports submitted by concerned implementing agencies and actual site visits for selected projects that encountered implementation issues or validation of reported accomplishments. 3. Geotagging. Conduct of training on the use of geotagging in project monitoring. A total of 48 staff from 9 LGUs and 9 line agencies benefitted from a two-day training on the use of geotagging in project monitoring conducted by the RPMC through NEDA 7. The training aimed to encourage the use of geotagging in monitoring development projects to promote efficiency and transparency; to share the RPMC 7's experience in geotagging specifically using Picasa Web for storage of geotagged photos and Geocommons as Web-based Geographic Information System; and to learn from other participants' experiences in geotagging. Site visits and problem-solving sessions were conducted in areas where projects encountering big slippages are located. 4. Port Conditions. Creation of the Visayas Intermodal Transport TWG to review port conditions and their connectivity to other ports within and outside the region. 5. MDG Monitoring. Preparation of the Central Visayas progress report on the attainment of the MDGs for CY 2012 and CY 2013 through the Regional Kalahi Convergence Group (RKCG). The yearly report included an MDG Scorecard and summary of physical and financial accomplishments of MDG-related programs, activities
5 E. Organizational Matters and projects of various agencies and LGUs in the region. 1. RDC Reorganization for new term.. RDC7 Chair was designated by the President from among the RDC7's nominees. RDC-Private Sector Reps, Seccom Chairs and Co-Chairs are already in place. The RDC approved the membership of local chambers of commerce and industry in the RDC as special nonvoting members and confirmed their membership in the Economic Development Committee as regular members. The Council also approved the composition of the RDC sectoral committees, and confirmed the Special Non-Voting Members for the term RDC-PSR Convention. RDC 7 is facilitating the participation of its PSRs to the 5th NatCon in Iloilo City in August RDC has been supportive of the conduct of the National Convention of RDC Private Sector Representatives, having convened the first one in Cebu City in The Council supported the participation of its PSRs to the second (in CALABARZON), third (in Davao City) and fourth (in Clark/Subic) national RDC PSR conventions. These conventions serve as venue for RDC PSRs throughout the country to discuss among themselves matters that pertain to their role as advocates and partners in national development. 3. RDC Chair's meeting with CV Congressmen. Convened on July 18, 2014, the meeting had substantive interaction about the region's development, and agreed to make it a regular semestral activity. CV Congressmen would also be invited to the quarterly RDC Full Council meetings. 4. Disaster Relief Assistance. RDC initiated relief assistance to the victims of disasters in Bohol and Cebu participated in by its members. 4div/pibdrnt/ord
