1 POSITON DESCRIPTION SECTION A TUG ENGINEER Port Nelson Limited is owned by the Nelson City Council and Tasman District Council with our purpose being to facilitate regional prosperity. POSITION: INCUMBENT: REPORTS TO: LOCATION: SECTION B POSITION OBJECTIVE: Tug Engineer Marine Operations Manager Port Nelson Limited ( PNL ) To provide professional engineering services to operate Port Nelsons tugs for shipping movements and other tug work as required. To provide engineering maintenance services which will be sufficient to maintain all of the floating plant in good working order. To assist with and provide deckhand related duties during shipping and general maintenance to ensure weekly hours are complete. RELATIONSHIPS: DIRECT REPORTS: Internal External Nil Marine Operations Manager Marine Officer Tugmaster Deckhands Pilots Workshop Supervisor SECTION C KEY TASKS AND ACCOUNTABILITIES Key Accountabilities Task To be on time 15 minutes before Pilot On Board for an Out. At Pilot on Board time for an in. When on call to be available 24 hours per day, every day of the year. To provide sufficient hours per week of engineering duties which will be sufficient to maintain the tugs in good working order. Keep a log of engineering hours worked, the tasks completed and provide that log each month to the Marine Operations Manager or his delegate. To ensure the response time for the first call or second call tug engineer does not exceed 1 hour. The services to be provided in connection with the operation of the tugs will include the following: a. Provide to the Marine Operations Manager by the third day of the following month a monthly report, in a format to be provided, which sets out: i. Fuel tank soundings;
2 ii. Fuel oil received, remains on board and consumption statement. iii. Lube oil soundings; iv. Lube oil received, remains on board and consumption statement. v. Fresh water soundings; vi. Main engine running hours; vii. Generator running hours; viii. Stores required; b. Keep fuel daily service tanks, fresh water header tank and oil sump levels topped up. c. Reporting any known defects; it is the Engineers responsibility to ensure that all equipment is routinely tested and any defects immediately brought to the attention of the Marine Operations Manager. d. Such responsibilities of the operating engineer as may be required under the Marine Operating Safety Systems Program (MOSS) Checking on lights/replacement of lamps. e. Checking temperatures, pressures, flow rates and functions of on board plant, f. Bunkering g. Breakdown i. Bunkering of fuel oil; and ii. Bunkering of lube oil. 10. In the case of a breakdown the Engineer shall notify the duty pilot the Marine Operations Manager and the Workshop Supervisor of the situation. 11. The Engineer shall remain available at least until the breakdown is assessed and responsibility is allocated for its repair. 12. Where the repair is necessary to keep the tug operating; the Engineer will carry out the repair, or supervise other persons to carry out the repair, where the repair is of a minor nature capable of completion under the maintenance services. 13. Where a breakdown occurs which cannot be repaired within the maintenance services set out in paragraph 3 below, the Engineer may be required to carry out the repair, or supervise other persons to carry out the repair, The Engineer will liaise with the Marine Operations Manager and the Workshop manager as to whether the repair can be completed with- in the allocated hours of either 1 st or 2 nd call engineer or as to whether a contractor must be called. Where additional work hours are claimed the hours will be recorded and signed off by the Marine Operations Manager. 14. PNL will supply all tools, materials, parts and consumables required to undertake the maintenance work. The maintenance work to be completed by the Engineer under this contract will cover everything necessary to keep the vessels maintained to a high standard and to meet the requirements under the SSM/MOSS programme and will include, but is not limited to, all checking, monitoring and maintaining of the following:
3 a. All necessary work and checks to comply with the MOSS Maintenance and Survey plans b. Fuel service tanks; c. Oil and water levels of all vessel machinery; d. Air filters; e. Oil sampling and oil changes of all engines and drives, which will be carried out within two weeks of becoming due and samples will be returned to the Workshop Supervisor; f. Run oil purifiers, centrifuges and filters; g. All greasing including deck machinery; h. Coolant sampling of all engines which will be carried out within two weeks of becoming due and samples will be returned to the Workshop Supervisor; i. All batteries and chargers; j. Bilge and G/S suction strainers; k. All main and auxiliary salt water sea suction strainers; l. Fire pumps, generators and air compressors; m. Bilge condition, bilge water levels and monitoring systems ; n. Testing all vessel alarms. All scheduled maintenance for both tugs shall be carried out as required by the manufacturer within 20 hours of them becoming due based on engine hours or one month for time based work. Scheduled maintenance requirements for each tug are documented by PNL in their computerised maintenance management system Maximo. A monthly meeting will be held in the last week of each calendar month for the purpose of reviewing operations and maintenance. This meeting will be attended by the Workshop Supervisor and Marine Operations Manager and by the Senior Tugmaster and the Chief Engineer and/or Tugmaster Tug 1 and Engineer Tug 1. Notwithstanding this monthly meeting, the Engineer is required to liaise with the Workshop Supervisor as required to ensure that all scheduled maintenance activities are planned, completed, recorded and reported to the Workshop Supervisor. 15. In addition, to the maintenance work the Engineer will: 16. Be expected to complete additional tasks associated with a survey (either in-water or out-of-water) as required during the four weeks surrounding that survey and will: 17. Complete as much pre survey work as possible; and, 18. Make themselves available to attend and work through surveys or maintenance with the Surveyor, Workshop Supervisor, or Marine Operations Manager. The Marine Operations Manager, will remain responsible for the planning of out of water surveys and maintenance. Each year where an out of water survey is due, the Workshop is to be provided a list of survey related maintenance planned for the slipping, for budgetary
4 purposes. 19. Maintain a daily engine room log book. 20. Carry out small repairs e.g. pump, water pipe section and fittings changes. 21. Obtain a PNL Permit To Work for any work organised by them that meets the criteria. 22. Report to the Workshop Supervisor any shortage of, or need to purchase, critical tug spares such as shaft seals and filters. 23. Report to the Marine Operations Manager without delay unplanned repairs and defect remedial work beyond the scope of this contract such as pipe repairs, corrosion, instrument faults, safety, compliance or precautionary issues. 24. Have named Engineers be present during fuel bunkering and be bound by procedures put in place by PNL. Continuous Improvement Supporting the initiative Journey to Excellence (J2E) by actively identifying ways (i.e. ideas) to improve how we operate at PNL. The Engineer will be expected to train others as required by the Marine Operations Manager and provide regular reports as to the progress of the trainee. Safety Be a champion of workplace health and safety by commitment through action and support of the health and safety strategy and initiatives. Teams: Lead by example and encourage, promote and support a safety minded focus within your team with open communication in the resolution of safety concerns. Demonstrate proactive leadership in the continuous improvement of the H&S programme. Supervise your team during operations to ensure that safe systems of work are adhered to. Monitor systems of work and continually develop and implement improvements as required. Challenge all unsafe acts or behaviours you observe. Be actively involved in the safe and early return to work of injured team members. Actively involve and support the H&S reps in your area Apply, promote and support the Company s Drug and Alcohol Programme. Actively monitor the H&S performance of all contractors and subcontractors in your area. Reporting: Ensure all accident/incidents/near misses are reported either by yourself or your team members. Investigate incidents within your area and implement any remedial action plans and or prevention plans. Maintain the Hazard Register for your area, ensuring annual reviews and updates as new hazards or improved controls are identified. Ensure H&S audit targets are met for your work area.
5 Ensure all plant and equipment is fit for purpose and is maintained and meets applicable legislative requirements. Ensure potential hazards have been assessed, identified and controlled in the purchase or implementation of new or modified plant, equipment or processes. Training Ensure you and your teams attend training and keep up to date with H&S best practice. Ensure your team members are adequately trained (or actively supervised while under training) for the roles they undertake and all relevant emergency procedures. Ensure contractors within your work area have been inducted. Hours Full time role basic 30 hours per week with no standard hours being between Monday to Sunday. Given the level of this role and the nature of the 24/7 operational business then you are expected to manage your hours to include shipping. 1 hour is allocated to each shipping job. PERSON SPECIFICATION Qualifications: Experience: Minimum Qualification Mechanical Marine Engineer Class 5 Minimum 1 year qualifying experience as Engineer or Assistant Skills and Knowledge: Personal Attributes: Requires a level of job ownership, diligence, responsibility, attention to detail, and situational awareness befitting a staff member in such a crucial role. Be diligent, detailed, hard working with a willing to assist in any task. Be a team player and willing to teach and learn. Excellence To continually strive to be the best at what we do. Port Nelson - Maintenance Requirements 1. That scheduled maintenance be carried out on all engines and drives on both tugs as required by the manufacturer within 20 hours of them becoming due based on engine hours or one month for time based work and that completion will be reported to the Workshop 2. That scheduled coolant and oil sampling on floating plant be carried out within two weeks of becoming due and samples will be returned to the Workshop 3. That unplanned repairs and defect remedial work beyond the scope of tug Engineering staff such as pipe repairs, corrosion, instrument faults, safety, compliance or precautionary issues be reported to the Marine Division or Workshop without delay 4. That tug Engineering staff report to the Workshop any shortage of, or need to purchase, critical tug spares such as shaft seals and filters
6 5. That in February of each year where an out of water survey is due, the Workshop be provided a list of non-survey related maintenance planned for the slipping, for budgetary purposes 6. That tug Engineering staff be present during fuel bunkering and be bound by procedures put in place by bunkering contractors 7. That tug fuel sheets be returned to the workshop by the 3 rd of each month 8. That tug Engineering staff obtain a PNL Permit To Work for any work organised by them that meets the criteria 9. to follow scheduled maintenance requirements as per schedule in Maximo or Workshop requirements
