1 総会資料 4_2 MINUTE OF MEETING LOKAKARYA PERPAMSI January, 25 th 2018 Swiss Bell Hotel Residences, Kalibata, Jakarta Background: LOKAKARYA PERPAMSI is an academic workshop event organized by PERPAMSI for gathering and sharing information and experiences as well among the members. VISION and MISION: VISION: Improve the quality of PERPAMSI member. MISION: Improve the working performance of PERPAMSI member Develop cooperation and partnership among PERPAMSI member Improve a knowledge of PERPAMSI member employee Applying a better company management system for PERPAMSI member FACT: Since year 2011, 40 partnerships had been formed of PERPAMSI members. Currently the access for drinking water by pipe (PDAM) in Indoensia is just 23% from the target 60% for this year. Drinking water supplied just 0.17%/year from the target 2%/year. Drinking Water supplied more for public facilities, services and office building, instead of peoples or housing. From 51% health PDAM leakage still above 21%. Quality services and performance of some PDAM not good enough. PDAM PROBLEM (P) and SOLUTION EXPECTED (SE): Generally: P: Inadequate technology SE: Technology support from special member (private company) of PERPAMSI P: Shortages of manpower and employee knowledge (for management, system and technology) SE: Training and mentoring by the success/health PDAM and special member. 2 MINUTE OF MEETING PDAM Jambi: P: Water reservoir polluted by waste. Almost all the PDAM water in Jambi city not good for consumed. SE: Technology to solve the problem, such as how to make the water qualities better and can consumed properly. P: Motor sources still using generator and electricity from PLN. PDAM Jambi, it has make the electricity cost for operational high. SE: Information and/or technology for saving energy. PDAM Gorontalo (in Sulawesi) and PDAM Singkawang (in West Kalimantan): P: Shortages of manpower knowledge; minimum technology; Inadequate and/or shortages of facilities for operational. SE: 1. Information about JICA program for PDAM and expected will be one of PDAM which participate in that program. 2. Central government, association and success/big/health PDAM more care and support the small and/or unhealthy PDAM. JICA program for PDAM that has been implemented: Improvement program for water qualities between PDAM Bengkalis village (Riau, Sumatra Island) with Ube International Environment Cooperation Association. Improvement program for water qualities between PDAM Tirtawening (Bandung West Java) with Hamamatsu City Government, including training visit for some engineering of PDAM Tirtawening to Hamamatsu. Improvement program for water qualities between PDAM Solok (West Sumatra) with Toyohashi Waterwork and Severage Bureau, including training visit for some engineering of PDAM Solok to Toyohashi. Closing: According to Mr. Erlan Hidayat General Director of PERPAMSI, shall be more precise if JICA support for PDAM more focus on things related with the PDAM operational. 3 PERPAMSI SOLIDARITY PARTNERSHIPS PROGRAM WOPs Global Agenda Water Operators/ Partnerships (WOPs) = cooperation among Two or some drinking water operator (and sanitation) in nonprofit to build capacity and increase the performance. Recommended by PBB (UN) as a mechanism for global to support drinking water operator all over the world in order to MDG (Millennium Development Goals) and SDG (Sustainable Development Goals). Privy Council Of Water and Sanitation Sector 2006 Hashimoto Action Plan Secretary General of UN UNHABITAT GWOPA UNHABITAT : The United Nations Human Settlements Program (UN Habitat) is the United Nations agency for human settlements and sustainable urban development. GWOPA : The Global Water Operators' Partnerships Alliance 1
4 Condition in Indonesia The performance of drinking water company is in various level Some companies has best practices in particular fields which can be learned by other companies. In the past time, several companies experience the benefit of twinning activities with drinking water company from overseas. Partnership among local companies make opportunity to more effective % Health PDAM 44.7 % Sick PDAM The Initiative of PERPAMSI Facilitate the partnerships among members in order to performance improvement National WOP SOLIDARITY PARTNERSHIPS Concept of National WOP which developed by PERPAMSI rely on spirits and togetherness that has been exist among all members. 2
5 The Purpose To push performance improvement of drinking water companies. To promote nonprofit cooperation model among member of PERPAMSI. Maintain the spirits of solidarity and togetherness among Indonesia drinking water companies The Partnership Principle Capacity building manpower Nonprofit Value added, real result Flexible according to ability Shared commitments Able to applicated and developed Help PDAM to repairing the financial management More focus with PERPAMSI members in Central Indonesia and East area ROAD MAP 2021 Final implementation 10 partnerships with the achievement of optimal performance improvement and measurable (high quality WOPs) Mobilization of partnership resources 3
