Purpose. To provide guidance for administering the various Enlisted Naval Reserve SELRES Incentive Programs and includes detailed instructions for submitting documentation to support incentive payment authorizations. 2. Cancellation. COMNAVRESFORINST Administration. This instruction is effective upon receipt. Use it to administer the various enlisted incentive programs offered in the SELRES. Follow the procedures contained in enclosures (1) through (5) to initiate incentive payments and enclosure (6) for termination/recoupment action. 4. Action a. Echelon II (1) Commander, Naval Reserve Force (COMNAVRESFOR) (Code 222) will: (a) Administer the overall program, (b) monitor program participation, attrition, and recoupment per current directives and budget constraints, and (c) provide participation and attrition data to enlisted community managers, COMNAVRESFOR (Code 213), to evaluate program effectiveness as a manpower management tool.

2 (2) COMNAVRESFOR (Code 213) will: (a) Determine bonus-eligible ratings and Naval Enlisted Classification (NEC) codes to improve enlisted community manning, (b) announce eligibiiity by ALNAVRESFOR message at beginning of the fiscal year and as significant changes occur, (c) evaluate and document the effectiveness of the incentive programs on improving enlisted manning, and (d) propose funding or policy changes, as necessary, to meet current and future manning requirements. b. Echelon III. Commander, Naval Surface Reserce Force and Commander, Naval Air Reserve Force will ensure conpliance by subordinate commands with all provisions of this directive. c. Echelon IV. Commands will monitor compiance with this directive by supporting Naval Reserve activities under their cognizance. d. Supporting Naval Reserve Activities. Activity Commanding Officer (CO) must: (1) Become familiar with the contents of references (a) through (e). (2) Verify the correctness and completeness of all documents required by this instruction. (3) Review and process all documents for personnel eligible for enlisted incentives. Sole responsibility for processing SELRES incentive packages lies with the activity CO. (4) Follow the administrative procedures for each program shown in enclosures (1) through (4). (5) Monitor satisfactory participation of members enrolled in incentive programs. (6) Monitor all incentives from initial application through expiration of enlistment or period of incentive eligibility. (7) Track initial incentive requests until payment, is authorized. (8) Initiate termination/recoupment action when bonus eligibility is lost using the format in enclosure (6). 2

3 5. Authorized period of non-availability. Per reference (c), Bureau of Naval Personnel (BUPERS) (Pers 913) may authorize a period of non availability, up to 1 year, for temporary medical disability or temporary work conflict or documented personal hardship. These personnel will be temporarily assigned to the Individual Ready Reserve (IRR). a. Upon completion of a period in the IRR, members will request a period of authorized non-availability from BUPERS (Pers-913). Participants will extend their enlistment in the Ready Reserve to serve the full contract period in the SELRES and receive their total incentive entitlement. Activity CO S will have affected members sign a NAVPERS 1070/613 explaining the requirement to extend enlistment to cover the period of non availability and the requirement to request a period of authorized non availability from BUPERS (Fers-913). b. Members are not entitled to incentive payments during the period of non-availability. Persons authorized a period of non availability of over 12 months or who do not extend for the necessary additional service will have their bonus eligibility adjusted for time spent in the IRR. c. Refer to reference (a) for guidance in the preparation of extensions of enlistment for periods of non-availability. 6. Periods of Authorized Absence (AA). Per references (d) and (e), use AA s for participants without loss of incentive entitlement. Do not use AA s as a substitute for non-availability periods defined in paragraph 5 above. 7. Termination. Terminate incentive entitlement and initiate recoupment action if : a. Member is unsatisfactory in Inactive Duty Training (IDT) participation, or b. member does not perform Annual Training (AT), and does not receive an AT waiver, or c. is processed for separation, including termination from the SELRES for any reason other than death, injury, illness, or other,impairment notthe result of own misconduct. Separation/ termination from the SELRES includes recall to active duty enlistment in the active forces or as a result of action directed by higher authority (i.e., discharge due to their own misconduct). Exception: Member: who accept assignment to Active Duty for Special Work (ADSW) or Active Duty Training (ADT) for. a period less than 180 days. Reserve activity CO S shall terminate incentive entitlement when the member does not return to a SELRES status within 30 days after release from or 180 days after departure on ADSW/ADT, or 3

4 COMNAVRESFORINST 11OO.4A d. member accepts a commission as an officer or warrant officer in the Naval Reserve. No recoupment of previously authorized payments will be made if more than 2 years since initial payment date has elapsed. e. Member stops serving in their bonus eligible rating (unless authorized continued bonus entitlement by COMNAVRESFOR (Code 02)), or f. member voluntarily transfers from a bonus eligible unit to a non bonus eligible unit (when unit assignment. determines bonus eligibility). 8. Recoupment a. The formula for calculating recoupment, of Reenlistment/ Extension, Affiliation, Prior Service, or Sea and Air Mariner (SAM) Enlistment Bonuses is: Total number of whole months served Total bonus satisfactorily during the period authorized pro for which the bonus was paid. x under the = rata Total number of months obligated Written amount under the written agreement agreement (1) Subtract the pro rata amount from the total amount of bonus paid to date (total of initial and subsequent payments). (2) Based on the calculation, COMNAVRESFOR will recoup the amount, of overpayment or authorize payment of earned entitlement. b. The formula for calculating recoupment of Educational Assistance is: Total number of whole months Total amount of served satisfactorily during the Educational pro period for which the Educational X Assistance = rata Assistance was paid. paid to date amount 72 months or $2,000 whichever is greater (1) Subtract the pro rata amount from the total amount of Educational Assistance paid to date. (2) Based on the calculation, COMNAVRESFOR will recoup the amount of overpayment. c. Local Reserve activity CO will initiate termination/ recoupment action when a member loses entitlement to an incentive. Termination/recoupment letters are sent to COMNAVRESFOR (Code 222) in the format of enclosure (6). 4

7 COMNAVRESFORINST 11OO.4A NAVAL RESERVE REENLISTMENT/EXTENSION INCENTIVE PROGRAM 1. This program provides a bonus for eligible personnel who reenlist or extend in the SELRES in ratings designated most critical (Level I) and critical (Level II). Identified ratings/ NECs are periodically revised by message to maintain current status. 2. Eligibility. Criteria for the Reenlistment/Extension Bonus for paygrades E4 through E9 and designated strikers El through E3 is as follows: a. Must reenlist or extend for 3 to 6 years in a SELRES pay unit. Members who have not completed their initial Military Service Obligation (MSO) may reenlist within 90 days of normal Expiration of Obligated Service (EOS). Members who have completed their initial MSO may reenlist within 12 months of normal EOS. b. Must hold a bonus eligible permanent rating/nec code listed in the current ALNAVRESFOR incentives message at time of reenlistment/extens ion. Members holding a temporary rate (i.e., Advanced Pay Grade (APG)/Other Service Veterans (OSVET)) do not qualify. c. Length of Service (LOS) must be 10 years or less at time of normal EOS. LOS at current EOS is the total active and inactive service, regardless of branch, computed from Pay Entry Base Date (PEBD) to normal EOS. NOTE: Inactive service covers all periods of inactive duty served under a qualifying appointment or enlistment. d. Must not have previously received a bonus for enlistment (excluding SAMS), reenlistment or extension in a Reserve Compo nent. Members who have received an affiliation bonus may be eligible for the SELRES Reenlistment/Extension bonus. However, if a member reenlists prior to normal EOS, initiate Affiliation Bonus termination and recoupment action. The recoupment amount will be deducted from the initial SELRES Reenlistment Bonus Payment. e. Must have been a SELRES member for at least 3 calendar months immediately preceding reenlistment/extension (i.e., a member who affiliated on 12 January would be eligible, if otherwise qualified, for a bonus by reenlisting/extending on or after 12 April). Personnel who meet the incentives program eligibility criteria must have satisfactory IDT participation per reference (d), computed on a prograssive 12 month basis immediately preceding the date of reenlistment/extension. f. Must execute a written agreement (sample in Appendix A of this enclosure). Enclosure (1)

8 g. Must agree to serve in the SELRES in the same rating/nec or unit for which the incentive authorization was made. Personnel authorized to change rate/nec or unit may request continued bonus entitlement from COMNAVRESFOR (Code 02). Initiate termination recoupment, action if change of rate is to a non-bonus eligible rate/nec. 3. Reenlistment/Extension Bonus Payment Levels a. A member who reenlists for 6 years in a Level I rating/ NEC or unit will receive a total bonus payment of $3,000. Initial payment will be $1,200 with subsequent anniversary payments of $300 upon completion of each year of satisfactory participation under that reenlistment. b. A member who reenlists for 6 years in a Level II rating/ NEC or unit will receive a total bonus payment of $1,800. Initial payment will be $900 with subsequent anniversary payments of $150 upon completion of each year of satsfactory participation under that reenlistment. c. A member who reenlists/extends for 3 years in a Level I rating/nec or unit will receive a total bonus payment of $1,500. Initial payment will be $600 with subsequent anniversary payments of $300 upon completion of each year of satisfactory participation under that reenlistment/extension. d. A member who reenlists/extends for 3 years in a Level II rating/nec or unit will receive a total bonus payment of $900. Initial payment will be $450 with subsequent anniversary payments of $150 upon completion of each year of satisfactory participation under that reenlistment/extension. 4. Administrative procedures for bonus payment. Written agreements will advise members of the conditions for bonus termination or recoupment. The Agreement is made on an Administrative Remarks (NAVPERS 1070/613) sample in Appendix A of this enclo ure when individuals reenlist or extend their enlistment. Members will acknowledge their understanding of this agreement in writing. The following is required: a. Reserve activity CO will review the following documents to make sure they are complete and correct before submitting a Certification of Incentive Program Eligibility, (enclosure (5)), to COMNAVRESFOR (Code 222). (NAVPERS (1) For reenlistments: Immediate Reenlistment Contract 1070/501). Ensure compliance with reference (b), or (NAVPERS (2) for extensions: Agreement to Extend Enlistment 1070/621). 9 (3) Drill Muster Record (NAVPERS 1570/12) for the past 12 months or since affiliation, whichever is less. (4) Current Enlisted Application and Orders to a Naval Reserve Unit (Non-obligor) (NAVRES 1326/4). (5) Latest Enlisted Qualification History (NAVPERS 1070/604) for NEC bonus (See note 1 below). b. Make the proper Reserve Standards Training, Administration and Readiness Support (RSTARS) entries reporting the reenlistment/extension per reference (c). c. Submit Certification of Eligibility to COMNAVRESFOR (Code 222). Keep one copy of the certificate in members service record and give one copy to member. NOTE 1: When the bonus eligible NEC does not reflect. in RSTARS, forward the original Inactive Navy Enlisted Classification (NEC) Code Change Recommendation (NAVRES 1220/1) (supporting documentation attached) to COMNAVRESFOR (Code 222) with the Certification of Incentive Program Eligibility. 5. Anniversary Payment. COMNAVRESFOR (Code 222) will authorize anniversary payments without further documentation from activity CO's. Refer to termination/recoupment procedures for members who fail to maintain eligibility requirements. 3 Enclosure (1)

In connection with my reenlistment/extension in the Naval Reserve under the Selected Reserve (SELRES) Incentive Program, I hereby acknowledge that: 1. I meet the eligibility criteria as follows: a. I have been a member of a SELRES unit for at least 3 calendar months immediately preceding this reenlistment/extension. b. I have maintained satisfactory participation (per current directives) computed on a progressive 12 month basis immediately preceding the date of reenlistment/extension, and have attended Annual Training or received a waiver. c. I hold a permanent rating/navy Enlisted Classification (NEC) Code approved for bonus entitlement. d. I have not received a bonus for enlistment, reenlistment or extension in a Reserve component (excluding Sea and Air Mariner Enlistment Bonus) e. I will have exactly years months days total federal military service at current expiration of service. I must have no more than 10 years [exact] service to be eligible for a 3 or 6 year reenlistment/extension bonus computed to my normal expiration of obligated service. 2. I incur the obligations of this reenlistment/extension as follows: a. I will reenlist or voluntarily extend my current enlistment for years. b. I will serve satisfactorily, per Naval Reserve requirements, the complete reenlistment/extension period in a SELRES unit of the Naval Reserve per this written agreement. c. I will serve in the rating/nec or unit in which waived by proper authority. 3. Depending on the level and number of years I reenlist/extend, follows: a. (2) Level II (Critical rating/nec): Total payment of $1,800. Initial payment will be $900 with subsequent anniversary payments of $150 upon completion of each year of satisfactory participation (for 6 years). 4. If I fail to maintain eligibility for the incentive entitlement, for any reason. prior to fulfillment of the terms of this agreement, I will not receive any additional bonus payments. I will refund, on a pro rata basis, the amount of overpayment to the Treasurer of the United States if such termination is due to any one of the following: a. I fail to maintain satisfactory Inactive Duty Training participation; or b. I fail to perform Annual Training and do not receive a waiver of this requirement: or c. I separate from the SELRES due to recall to active duty, enlist in the active forces or as a result of action directed by higher authority (i.e., misconduct). Exception: Active Duty for Special Work or Active Duty Training in support of the Reserve program for a period leas than 180 days; or d. I accept a commission as an officer or warrant officer in the Naval Reserve and have served less than 1 year of my agreement; e. I stop serving in my bonus eligible rating/nec (unless authorized continued bonus entitlement by COMNAVRESFOR (Code 02)); or f. I voluntarily transfer from a bonus eligible unit to a non-bonus eligible unit (when unit assignment determines bonus eligibility). I have read and understand each of the statements shove and the statements contained in the Immediate Reenlistment Contract/Agreement to Extend Enlistment signed by me, and understand that they constitute all promises or agreements whatsoever concerning my reenlistment or extension. Any other promise, representation, or commitment made to me in connection with my reenlistment/extension is written below in my own hand or is hereby waived (If none, write "None"). 14 NAVAL RESERVE AFFILIATION INCENTIVE PROGRAM 1. This program provides a bonus for eligible personnel who affiliates in the SELRES for the remainder of their initial MSO in ratings/necs/units designated most critical (Level I) or critical (Level II). Identified ratings/necs/units are periodically revised by message to maintain current status. 2. Eligibility. To be eligible for the Affiliation Bonus members must: a. Have completed their active duty obligation honorably and be eligible, and approved for affiliation. b. Must not have a mandatory IDT obligation at the time of affiliation. Naval Reservists who complete their mandatory obligation and have maintained satisfactory participation for the preceding 12 months, may be eligible to receive a bonus to continue in the SELRES for the remainder of their initial MSO. c. Must hold a bonus eligible permanent rating/nec listed in the current ALNAVRESFOR incentives message at time of affiliation or the date mandatory obligation is complete. d. If authorized an incentive bonus due to billet/unit assignment, the member must serve in the SELRES in the same billet/unit for the remainder of their initial MSO. Personnel authorized to change billet/unit assignment must request continued bonus entitlement from COMNAVRESFOR (Code 02). Initiate termination/recoupment action if change of billet/unit is to a non bonus eligible billet/unit. e. Must not have previously received an affiliation bonus for service in a Reserve Component. f. Must execute a written agreement (sample in Appendix A of this enclosure). g. Must agree to serve in the SELRES in the same rating/nec or unit for which the incentive authorization was made. h. Personnel authorized to change rating mest request continued bonus entitlement from COMNAVRESFOR (Code 02). Initiate termination/recoupment action if change of rating is to a nonbonus eligble rating. 3. Affiliation Bonus Payment Levels a. Compute bonus entitlement by multiplying the dollar amount for the appropriate bonus level by the number of whole months remaining on the member s initial MSO. Level I is $50 per month. Level II is $25 per month. In computing bonus entitlement, use only whole months, disregard extra days.

15 Example: A member who affiliates on 13 May 1988 in a Level II rating/nec, whose EOS is 28 June 1989 would have exactly 1 year 1 month and 16 days of obligated service remaining. Disregarding the 16 days and compute the entitlement by mutiplying 13 months times $25 for a total bonus of $325. b. If member has 18 whole months or less remaining on initial MSO, COMNAVRESFOR (Code 222) authorizes payment of the entire amount upon verification of entitlement. c. If member has more than 18 whole months remaining on initial MSO, COMNAVRESFOR (Code 222) authorizes payment of one-half of the bonus upon verification of entitlement. The remaining is due after the seventh (fifth in the case of 6 year enlistments) anniversary of the member s MSO. 4. Administrative procedures for bonus payment. The written agreement will be made on an Administrative Remarks (NAVPERS 1070/613) sample in Appendix A of this enclosure, when individuals affiliate or agree to continue in the SELRES for the remainder of their initial MSO. Members will acknowledge their understanding of this agreement in writing. The following is required: a. Reserve activity CO will review the following documents to make sure they are complete and correct before submitting the Certification of Eligibility (sample in Appendix B of this enclosure) to COMNAVRESFOR (Code 222): (1) Current Enlisted Application and Orders to a Naval Reserve Unit (Non-obligor) (NAVRES 1326/4). (2) Report of Separation from Active Duty (DD Form 214N). (3) Enlistment/Reenlistment Document Armed Forces of the United States (DD Form 4). (4) Latest Navy Enlisted Qualification History (NAVPERS 1070/604) for NEC bonus (see NOTE 1 below). b. Make the appropriate Reserve Standard Training Administration and Readiness Support (RSTARS) diary entries reporting the gain. c. Submit Certification of Incentive Program Eligibility following the format in enclosure (5) to COMNAVRESFOR (Code 222). Retain one copy in member s service record and give one copy to member. NOTE 1: When the bonus eligible NEC does not reflect in RSTARS, forward the original Inactive Navy Enlisted Classification (NEC) Code Change Recommendation (NAVRES 1220/1) (supporting documentation attached) to COMNAVRESFOR (Code 222) as an enclosure to the Certification of Incentive Program Eligibility. 20 NAVAL RESERVE PRIOR SERVICE ENLISTMENT INCENTIVE PROGRAM 1. This program provides a bonus to eligible prior service personnel who enlist in the SELRES in ratings/necs/units designated most critical (Level I) or critical (Level II). Identified rating/nec codes are periodically revised by message to maintain current status. 2. Eligibility. Eligibility criteria for the prior service enlistment bonus is as fallows: a. Must have completed initial MSO but have no more than 10 years total military service (active and inactive federal military service) upon enlistment. b. Must not have been released from active duty for the purpose of enlisting in a Reserve component. c. Must not have previously received a bonus for enlistment, reenlistment, or extension in a Reserve component. Members who have received a SAM bonus are not eligible for the Selected Reserve Prior Service Enlistment Bonus. d. Must agree to serve in the SELRES in the same rating/nec or billet/unit for which the incentive authorization was made. Personnel authorized to change rate may request continued bonus entitlement from COMNAVRESFOR (Code 02). e. Must hold a bonus eligible permanent rating/nec listed in the current ALNAVRESFOR incentives message at time of enlistment. Members holding a temporary rate (i.e., APG/OSVET) do not qualify. f. Must execute a written agreement (sample in Appendix A of this enclusure). g. Payment of the prior service enlistment bonus is prohibited unless the specialty (rating/nec) associated with the position the member will occupy is a specialty (rating/nec) in which the member successfully served while on active duty. 3. Prior Service Enlistment Bonus Payment Levels a. A member who enlists for 6 years in a Level I rating/nec will receive a total bonus payment of $3,000. Initial payment will be $1,200 with subsequent anniversary payments of $300 upon completion of each year of satisfactory participation under that enlistment. b. A member who enlists for 3 years in a Level II rating or NEC will receive a total bonus payment of $900. Initial payment Will be $450 with subsequent anniversary payments of $150 upon completion of each year of satisfactory participation under that enlistment. 4. Administrative procedures for bonus payment. Written agreements will advise members of the conditions for bonus termination or recoupment. The Agreement is on an Administrative Remarks (NAVPERS 1070/613), (sample in Appendix A of this enclosure), when individuals enlist. Members will acknowledge their understanding of this agreement in writing. We require the following: a. 25 SEA AND AIR MARINER ENLISTMENT BONUS/EDUCATIONAL ASSISTANCE INCENTIVE PROGRAMS 1. These programs provide a bonus or (educational assistance applicable to members who enlisted between 1 October 1983 through 30 June 1985) for eligible non prior service personnel who enlist in the SELRES in ratings designated critical. Identified ratings are periodically revised by message or letter to maintain current status. 2. Eligibility. Eligibility criteria for the SAM Enlistment Bonus and Educational Assistance is as follows: a. Must not have completed 180 or more days of consecutive active duty/adt, in any component of the Armed Forces of the United States. b. Must classify as Armed Forces Qualification Test Category I, II or III. c. Must not be enlisting for voluntary assignment to full time active duty (except Initial Active Duty Training (IADT) in excess of 90 days in support of the Reserve Program. d. Must enlist for a rating listed in the current ALNAVRESFOR incentives message or letter. e. Must execute a written agreement (sample in Appendix A of this enclosure). f. Must be a secondary school graduate, or attending a secondary school and expected to become a secondary school graduate. For the purpose of this program, secondary school graduate is defined as: (1) An applicant who possesses a graduate diploma from a high school; (2) an applicant who is attending or entering their senior year of a secondary school, or meets the requirements f o r senior status and, at the time of enlistment, presents documentation that they meet or will meet all requirements to graduate. Documentation will be one of the following: (a) A certificate of graduation; an official school transcript; a statement of completion from an appropriate school official; a letter dated and signed by the principal, assistant principal or custodian of records which states the applicant is a high school graduate; a statement from an appropriate school Enclosure (4)

No bonus will be authorized unless the member has earned a high school diploma prior to reporting for IADT; or (b) an applicant who does not hold their original high school diploma but obtains a certificate of graduation; a school transcript; a statement of completion; or a letter dated and signed by the principal, assistant principal, or custodian of records which states the applicant is a high school graduate. (3) An applicant who does not possess a high school diploma, but completed at least 15 semester hours or 22.5 quarter hours at an accredited college or post secondary technical school and, at time of enlistment, presents an official transcript with credits, dates and signature of the registrar or custodian of records: or (4) an applicant who is a graduate of an accredited secondary or technical/vocational school and presents the diploma, certificate or transcript at time of enlistment. 3. SAM Bonus Payments. Entitlement to initial and subsequent Enlistment Bonus payments occurs when individuals become a secondary school graduate, and have completed IAPT, including rate training or sufficient training to be deployable. The bonus for enlistment is $2,000. One half of the total bonus is paid when entitled to initial payment. One fourth of the total bonus will be paid upon completion of the fourth and sixth year anniversary of their enlistment date. Individuals who enlisted after 1 October 1983 and prior to 1 July 1985 and are receiving the Enlistment Bonus, and are otherwise qualified for Educational Assistance, are authorized a one time conversion from the Enlistment Bonus to Educational Assistance. Complete Administrative Remarks (NAVPERS 1070/613), (sample in Appendix C of this enclosure). Deduct payments received under the Enlistment Bonus will be deducted from the amount entitled under Educational Assistance up to the limits of paragraph 4 below. Checks are sent to individuals at their reported home address. 4. SAM Educational Assistance Payments. Individuals who are a secondary school graduate and completed IADT, including rate training or sufficient training to be deployable are entitled to initial and subsequent Educational Assistance. Payment cannot exceed $1,000 in any 12 month period based on the enlistment anniversary date) or a total of $4,000. Payment. is for educational expenses (tuition, fees, books, laboratory fees and shop fees for consumable material used as part of classroom or shop instruction) incurred by members at accredited institutions until they complete a course of instruction required for the award of up to a baccalaureate degree, or the equivalent evidence of study completed in a nondegree program. 27 5. Administrative and Accounting Procedures. Written agreements advise members of the conditions under which the bonus/educa tional assistance requires termination or recoupment. Military Entrance and Processing Station (MEPS) Classifiers will make the Agreement on an Administrative Remarks (NAVPERS 1070/613), (sample in Appendix C of this enclosure), when individuals enlist. Members will acknowledge their understanding of this agreement in writing. Attach a certified copy of the Administrative Remarks (NAVPERS 1070/613) as an annex to the original Enlistment Document (DD Form 4) and forward to BUPERS (Pers-313CP). a. SAM s enlisting prior to 1 February When members satisfactory complete IADT (recruit training plus additional training totaling a minimum of 12 weeks) local Reserve activity CO s will issue a Certification of Incentive Program Eligibility (sample in enclosure (5) of this instruction) to certify that members have met the criteria for the incentive.
