Topic: U.S. Coast Guard Operations & the War on Drugs Mr. Schmoele retired from the USCG in 2010 after 20 years of service. He is currently the Director of Boat Operations at the Marine Discovery Center at New Smyrna Beach, located on the intercoastal waterway, just south of Ponce Inlet. He possesses a 100-Ton Master Captain's License and is an Adjunct Professor at Daytona State College. As his last duty assignment with 1

2 the USCG was at the USCG Station at New Smyrna Beach, his presentation is based on firsthand knowledge of Coast Guard operations and his participation in drug interdiction affecting our area. Compatriots: FROM THE PRESIDENT I am happy to report that over the summer months our Chapter remained active with many important events: The Chapter Board of Directors elected Compatriot David Hammond as 1st Vice President. He also volunteered to be the Newsletter Editor. Congratulations to new member Compatriot Randall Morris & welcome to the Flagler SAR Chapter!! Good work Genealogist/Registrar Bill Creager!! Compatriot Ted St. Pierre gave an outstanding speech on July 4 th at Heroes Memorial Park. Let us not forget the eight Good Citizenship medals presented by Compatriot Ray Thompson and assisted by Compatriots Bill Creager, Ted St. Pierre, David & William Eldredge. The SAR Flag Certificate Commendation is presented in "Recognition of Exemplary Patriotism in the Display of the Flag of the United States of America". On June 2, 2014, Compatriot Ted St. Pierre presented the Imagine School in Palm Coast with a Flag Certificate. Compatriot David Kelsey presented a Flag Certificate to Art Mix on July 27, Art is a Korean War Veteran who flies the flag at his Palm Coast residence every day. The presentation date was chosen as it is the official date the Korean War ended. Compatriot David Hammond, our 1 st Vice President, is coordinating the presentation of a new SAR Membership Certificate & Rosette to his grandson, Dalton Wayne Segrest. Compatriot Dalton resides in Alabama and is a student at the University of South Alabama in Mobile. He is also a Private First Class in the Alabama National Guard. Compatriot Jerry Service has moved and transferred his membership back to the Jacksonville Chapter. Jerry came to us from Jacksonville about 10 years ago and served one term as Secretary-Treasurer. He was the Chairman of our Chapter Committee, which collected and sent over $500,000 worth of coupons to our troops stationed overseas. Our Chapter awarded Jerry the SAR Meritorious Service Medal for his outstanding efforts and results. 2

3 Jerry's son, Compatriot Jason, is now residing in Beaverton, Oregon, and wishes to remain a member of our Chapter. Compatriot Chris Martin, a native Floridian, was "temporarily" transferred to Houston, Texas by his employer and hopes to return to Flagler County next year. Compatriot Lee & Marjorie Marshall reside in Ohio during the summer months and in Palm Coast the rest of the year. They plan to attend our November meeting. On February 16, 2014, Lee received a proclamation from the Flagler Board of Commissioners honoring him and all Flagler County WWII Veterans. Lee was a Navy pilot in WWII. The FLSSAR Board of Management meeting is being held at the Florida Hotel & Conference Center at the Florida Mall in Orlando on Friday & Saturday, October 3 & 4, Please see details in The Florida Patriot or the FLSSAR website at under BOM. If you have not been receiving a copy of The Florida Patriot magazine or the national SAR magazine, The SAR, please let me know. Several potential new members have been invited or are in the process of being invited to the September 18 th meeting: Ken Neu, Rick Staly, Jay Spears, and Norm MacDonald. Thank you all for attending our May 15 th Chapter Meeting & Luncheon at the Palm Coast Yacht Club. 18 attended with 11 Compatriots and 7 guests. The service & meal provided by the Palm Coast Yacht Club was excellent. Our speaker, Kevin Guthrie, Director of Flagler County Emergency Management Services, provided an excellent detailed presentation on the Starlight Tornado, summer wildfires & hurricane preparation. Kevin Guthrie was in Orlando on May 15 th, but made the special effort to drive back to Palm Coast to be our speaker. The proposed Chapter By-Laws changes were passed by a unanimous vote. Thank you Compatriot John Thomas for your hard work on this project. Thank you all again for your participation in our Chapter activities. Compatriot David Kelsey President GENEALOGIST/REGISTRAR'S UPDATES An application for a new member was approved and the record copy was received and forwarded to Chapter President for presentation. 3

4 Two DAR work sheets with supporting documents were completed and are in the process of being submitting to DAR Registrar, who appears to be out of town. Three supplemental applications were submitted and are awaiting approval. One Junior application completed and ready for submission to NSSAR pending signature. One Regular application is in progress and waiting for one document before submission to NSSAR. Fees for Supplemental applications submitted to National have been increased from $40.00 to $60.00 effective 23 July To date there have been no changes in the State and Chapter fees for this type of Application and they remain $5.00 for the State and $5.00 for the Chapter. Total to submit a Supplemental is now $70.00 per application. CHAPTER FIRST VICE-PRESIDENT A little bit about our new First Vice President: David Hammond and his wife, Catherine, returned to the US after living in Germany for 25 years. As an officer in the United States Army, he and his family were assigned to the United States Army, Europe. David served in a number of different units while stationed there, to include the Army & Air Force Exchange Service, Combat Equipment Group, Europe and a tour in Operation Desert Storm with the 22nd Support Command. After retiring from the U.S. Army as a Lieutenant Colonel, David continued to serve the military by supporting the U.S. Army Headquarters, Europe as a defense contractor. In these positions, he worked on a number of Army Command and Control Systems, deploying on several occasions to various Balkan countries in support of the U.S. Armed Forces. David and Catherine have two daughters, Jessica Hammond of Baltimore, MD and Alexis Segrest of Auburn, AL, and two grandsons. Grandson Dalton Segrest is a new member of our Chapter and grandson Peyton Segrest will soon join our ranks. Our daughters will soon join the DAR. All was accomplished with the assistance of Bill Creager. After arrival in Palm Coast, David was pleased to dust off his previous SAR registration from Vermont and be reinstated with the Flagler Chapter. CONSTITUTION DAY CELEBRATION INVITATION Wednesday, September 17 th Our founding fathers signed the U.S. Constitution on September 17, A special program commemorating the Constitution s 227 th birthday is being held at the Flagler County Library 4

5 located in Palm Coast. On behalf of the Friends of the Library, Compatriot David Kelsey has arranged for Mr. Al Hadeed, Flagler County Attorney, to make a special presentation highlighting three constitutional powers that were played out in the early to mid-1800s in the area that now includes our Flagler County. Specifically, Mr. Hadeed will address the constitutional authority of the President as Commander-in-Chief, the power of Congress to appropriate funds in times of war, and the constitutional status of treaties with Indian Tribal Nations. ONE OF OUR OWN Compatriot Perley Henry Mason, age 87, passed away on August 9, 2014, at his residence. Perley joined the SAR in 1975 and transferred his membership to our Chapter in Perley was buried next to his wife, Margaret, in Peekskill, NY. There are no surviving immediate family members. Perley Mason was a WWII Army Veteran and his photo, taken about 1945, is part of the military photo display at the Flagler Supervisor of Elections office. Perley is in uniform standing next to a monument in France dedicated to the WWI soldiers who fought in the war that ended all wars. 5

7 4 th OF JULY CELEBRATION On July 4 th at Heroes Memorial Park in Palm Coast, the City of Palm Coast hosted a celebration of our nation s 238 th birthday. The Declaration of Independence was adopted by the Continental Congress on July 4, Compatriot Ted St. Pierre was the guest speaker and provided an interesting chronology of events leading up to the signing of the Declaration of Independence. His commentary was entitled The Shot Heard Around the World making reference to our Patriots heroic stand at Lexington & Concord Bridge on April 19 th Compatriot St. Pierre was dressed in his colonial attire and tricorn hat that drew favorable comment from the Mayor and reflected most favorably on the SAR. Thank you, Ted, for an outstanding job. 8 REVOLUTIONARY WAR TIDBITS Americans Capture Fort Ticonderoga On May 11, 1775, American forces under Benedict Arnold and Ethan Allen captured the British Fort of Ticonderoga. The fort was captured without firing a shot. The capture was the first offensive action by the colonists, and the cannons captured there were invaluable. On that May Day, all the men who could fit were loaded in boats and set off for the fort. The men defending the garrison of Ticonderoga were surprised in their beds. Allen called out to Lieutenant Joceyln Feltham, "Come out of there, you dammed old rat!" When Feltham asked on whose authority, Allen stated," in the name of Great Jehovah and the Continental Congress." Despite its heavy artillery, Fort Ticonderoga fell without a shot being fired.
