5 A FEW FACTS In 2005, KPD handled 7,362 calls for service, investigated 777 crimes, arrested 319 people, issued 1,044 traffic citations and 3,715 parking tickets, and attended 248 court cases. To November 30, 2006, KPD handled 7,340 calls for service, investigated 862 crimes, arrested 326 people, issued 761 traffic citations and 3,926 parking tickets, and attended 244 court cases.

24 INTERVIEW AND INTERROGATION This room was the former Kutztown Police Department Evidence Room which was relocated to accommodate the Interview and Interrogation Room. This work was done entirely by KPD Officers.
25 COMMUNITY SERVICE OFFICER WORK AREA
26 GUEST QUARTERS There are 3 temporary detention cells that are used to detain prisoners for short durations before they are released or transferred to another facility.
27 PATROL SHIFTS The patrol officers of the Kutztown Borough Police Department work rotating shifts. Officers rotate between primarily three shifts: 7:00 AM (0700) to 5:00 PM (1700), 5:00 PM (1700) to 3:00 AM (0300), and 9:00 PM (2100) to 7:00 AM (0700). The Criminal Investigator generally works 8:00 AM (0800) to 4:00 PM (1600). Police Supervisors (Sergeant and Corporal) work 7:00 PM (1900) to 5:00 AM (0500) on Thursday, Friday and Saturday.
28 PATROL COVERAGE Minimum manning (required staffing at peak activity periods) on weekends varies depending on the time of the year. During September, October, March, April, and the beginning of May, minimum manning (personnel permitting) is generally set at 4 officers between 11 PM and 3 AM on Thursday, Friday, and Saturday. During November, December, January, and February, minimum manning (personnel permitting) is generally set at 3 officers between 11 PM and 3 AM on Thursday, Friday, and Saturday.
29 PATROL COVERAGE Between the end of May and the end of August, minimum manning (personnel permitting) is generally set at 2 officers between 11 PM and 3 AM on Thursday, Friday, and Saturday There are some exceptions to minimum manning. On the evening that was selected for this presentation, minimum manning was set at 4 officers because call load was expected to be high. Sometimes, minimum manning is set lower due to personnel shortages.
30 A Patrol Officer s s scheduled shift is 10 hours long. The shifts are frequently longer due to calls for service, arrests, and reports. Officers can not go home until all reports from their shift are properly recorded in the computer. The department members communicate with each other via , as officers can go for long periods of time without seeing the Chief or other officers.
31 Almost all phases of police reporting are automated. Incident reports, accident reports, use of force reports, court attendance reports, and juvenile reports, are just some of the examples of computerized reports officers must complete during their tour of duty.
32 The evening selected for this presentation was Saturday, October 21, 2006 into Sunday, October 22, A total of four (4) officers were scheduled to work, starting at different times, between the times of 5:00 PM and 7:00 AM. Before this night would be over, these 4 officers will have responded to and handled 37 calls for service.
33 17:00:00 Patrol Officer James R. Elo starts his patrol shift on this Saturday afternoon by reviewing his and the calls for service from the previous shifts.
34 17:00:00 Because Officer Elo is still in training, Corporal Mike Clery s s shift also started at 5:00 PM. Newly hired KPD officers must complete an extensive training program. Officers receive 10 working days of classroom training then must complete 50 working days of additional training with a supervisor or Field Training Officer before being able to work alone.
35 Officer Elo makes ready for patrol. All Kutztown Borough Police Department patrol vehicles are equipped in the same manner as this. Some of the equipment in this vehicle: MCT, Lightbar,, 2-way 2 Radio, Siren, StopStick,, AED, First Aid kit, fire extinguisher, flares, traffic cones, partition, digital camera, measuring tape, reference books, crime e scene tape and evidence collection materials.
36 17:15:00 Officer Elo then logs into the MCT (Mobile Computer Terminal) in his patrol vehicle. This action advises the County dispatch that he is in service and ready for assignment. Officer Elo is then dispatched through his MCT.
37 17:51:00 Officer Elo s s first call for service is a theft from vehicle. A girl s s car was parked on the Kutztown Fairgrounds parking lot when someone broke into her car and stole her car stereo. Cpl. Clery assists in the investigation.
38 18:25:00 Officer Elo clears his theft from vehicle detail and responds to a noise complaint at 306 Greenwich St. that is self- initiated by KPD officers. Officer Elo and Cpl. Mike Clery quickly disperse the gathering and warn the tenants.
39 19:00:00 Sergeant Ray Schell reports for duty. Sergeant Schell is scheduled to work until 5:00 AM. Minimum manning was set at 4 officers this weekend due to anticipated activity due to KU Homecoming.
40 20:39:00 Officer Elo has a short break to patrol before being dispatched to a noise complaint at 45 W. Main St. Officer Elo confirms that there is loud music and yelling coming from the first floor and issues a non-traffic citation to the tenant for a violation of the Borough noise ordinance. Officer Elo also issues a Disruptive Conduct Notice.
41 First time noise ordinance offenders are eligible to participate in the Alternative Disposition Program (ADP). If the offenders are admitted into the program, they must pay a $50 administrative fee and then successfully complete a 120 day probationary period. Call backs to the residence result in the violation of the terms of the program.
42 21:00:00 Patrol Officer Brian Klouser reports for duty. Officer Klouser is scheduled to work until 7:00 AM the following morning.
43 22:07:00 Officer Elo is called back to 45 W. Main St. The tenants, even after being cited by police, continue to be disorderly; however, before police return, they disperse and the complainant does not want to pursue it further. Officer Elo again makes contact with a tenant and issues a warning. The police do not return to this address this evening.
44 22:23:00 Officer Elo and Corporal Clery decide to be proactive and conduct foot patrol on W. Main St. to address some of the rowdiness and other activity in the area.
45 22:23:00 Officer Klouser arrested a subject for public drunkenness in the area of Shorty s s Bar. Officer Klouser took this subject into custody and was removed to KPD. The subject was later released into the custody of a responsible person.
46 00:00:00 Cpl. Clery, while on foot patrol, recovered a cellular telephone that was dropped in Sander Alley. Officers are required to document all found property.
47 00:22:00 Sergeant Schell, assisted by Corporal Clery, Officer Elo, and Officer Klouser, respond to a road rage incident in the 100 block of W. Main St. Officer Klouser locates the suspect in Bieber Alley. All officers clear the scene, to investigate the incident later, due to multiple priority calls.
48 00:33:00 Officer Elo, assisted by Corporal Clery, responded to Shorty s s Bar for a disorderly male that got into an altercation with the bouncer. The subject was warned and released.
49 00:36:00 While Corporal Clery and Officer Elo were handling the disorderly subject at Shorty s s Bar, Sergeant Schell came upon a motor vehicle accident that was a hit and run. After the hit and run accident, the driver drove into the Sacony Creek at Constitution Blvd.
50 00:42:00 Officer Klouser arrests the driver of the hit and run vehicle that is parked in the Sacony Creek for Driving Under the Influence of Alcohol. It is the same subject he arrested for public drunkenness earlier and had released to a responsible friend who turned out to be not so responsible.
51 Officer Klouser transports the subject to the DUI Central Processing Center in the basement of the Berks County Courthouse. The subject is subjected to additional sobriety testing and a blood test. The subject is also booked. The DUI Central processing Center handles the release of the subject. Officer Klouser does not return to the Borough until 2:17 AM.
52 01:03:00 Corporal Clery, assisted by Officer Elo, responds to an intoxicated and disorderly male at Shorty s s Bar. The officers resolve the incident quickly to move onto other details pending.
53 01:13:00 Officer Elo investigates a criminal mischief to a window at Zimar s Hair Fashion. Kutztown University Department of Public Safety Police Officers locate the suspects and have them detained. The subject was later charged following an investigation.
54 01:15:00 Sergeant Schell initiates a traffic stop of a vehicle in the 200 block of Sander Alley. Sergeant Schell makes arrangements for the driver to find an alternative way home so Sergeant Schell can respond to pending priority calls.
55 01:25:00 Corporal Clery responds to a noise complaint at 135 W. Main St. and finds that the problem is over. The call was received at 12:46 AM; however, no units were available to handle the call until 1:25 AM.
56 01:29:00 Corporal Clery responds to a report of a large party from a refused caller behind China King and finds that the problem is over. The call was received at 12:53 AM; however, no units were available to handle the call until 1:29 AM.
57 01:40:00 Sergeant Schell conducts foot patrol on W. Main St. after clearing other details.
58 01:55:00 Officer Elo, Officer Klouser, Corporal Clery, and Sergeant Schell (while still on foot patrol) disperse a large an unruly crowd outside of Mama Delights Pizza. Officers from the Fleetwood Police Department, as well as officers from the Berks-Lehigh Regional Police Department, are called into assist. KPD officers finally cleared this detail at 2:35 AM.
59 02:26:00 Officer Elo responded to the area of 35 N. Whiteoak St. for males urinating in a yard and threatening people there. The males were gone when police arrived and they were unable to be located.
60 03:34:00 Sergeant Schell, assisted by Officer Klouser, responded to the area of 45 S. Baldy St. for a criminal mischief in progress. A subject was kicking a fence to a residence in that area. Sergeant Schell apprehended the suspect in the 200 block of Sander Alley. Sergeant Schell and Officer Klouser were unable to find any damaged property. The subject was later cited for Underage Drinking.
61 04:03:00 Officer Klouser responded to Turkey Hill Minute Market to investigate a suspicious person. Officer Klouser located the subject and identified him.
62 Corporal Clery, who was scheduled to complete his shift at 3:00 AM, went home after 5:00 AM after completing his paperwork and returned for his next shift at 5:00 PM later that day. Officer Elo, who was also scheduled to complete his shift at 3:00 AM, went home after 6:30 AM after completing his paperwork returned for his next shift at 5:00 PM later that day. Sergeant Schell, who was scheduled to complete his shift at 5:00 AM, went home at 7:00 AM after completing his paperwork.
