1 Hamilton Township Police Department 2017 Annual Report
2 Thank you for your interest in the Hamilton Township Police Department s 2017 annual report. We are a progressive police department that strives to be responsive to our citizens, priding ourselves on working with the community to improve the quality of life in our Township. The Hamilton Township Police Department experienced a great amount of success in Staff realignment and retirements resulted in employees competing for promotions and the hiring of new personnel. The budget continued to stabilize with careful monitoring of expenditures, and professional programs were implemented, including: scheduling, property room management, and policy and procedure development. Our agency achieved Full Compliance with the Ohio Collaborative Law Enforcement Agency Certification status on Group 1 (Use of Force/Deadly Force and Recruitment and Hiring) and Group 2 (Community Engagement). This certification serves as a reminder of our agency s commitment to law enforcement and our community. The Ohio Peace Officers Training Commission s mandate on officer training in 2017 continued, by requiring officers to attend mandatory training in various disciplines. Our agency s training commitment led by Sgt.Terry Viel provides an opportunity for officers to accomplish not only state-mandated training, but go beyond the minimums and gain knowledge and skills that will result in one of the best-trained departments for any agency our size. Defensive Tactics, Firearms, Officer Survival, and Legislative Updates, were among the topics covered in Our agency went well beyond the minimum mandatory training and provided our officers with over 2500 additional hours of advanced training. In addition to the hands-on training our agency received, our officers are required to utilize Lexipol s Daily Training Bulletins (DTBs). Lexipol s DTBs use a proven system of realistic and verifiable training to expose officers to our agency's policies and help them apply policy to real-world situations. Each month, Lexipol provides our agency customizable, scenario-based training bulletins that link directly to our policy manual. We continue to strengthen our partnerships with Federal, State, County, and Local Organizations by collaborating with the Warren County Drug Task Force, the
3 Warren County Tactical Response Unit, the Warren County Safe Communities Coalition, and Ohio Bureau of Criminal Investigations and Identification. Our agency prides itself on being forward thinking. This philosophy will ensure that we remain on the cutting edge of law enforcement and continue delivering a high caliber of service that our residents, business owners and visitors expect. This has been a pivotal year for the Hamilton Township Police Department and we look forward to the many opportunities that lie ahead. 8 Criminal Investigations Division Sergeant Quillan Short leads our Criminal Investigations Division. Sergeant Short handled 104 criminal cases in 2017, which is an all-time high for our Criminal Investigations Division. 9 120 TOTAL NUMBER OF CRIMINAL INVESTIGATIONS The Computer Stress Voice Analyzer (CVSA) has been used by our agency since May This instrument has been a tremendous asset for Hamilton Township in criminal investigations as well as pre-employment background investigations. The CVSA examination greatly enhances the investigators ability to obtain valid admissions and confessions in a very short period CVSA Examinations Pre-Employment Investigative Total
10 School Resource Officer Officer Shane Brandenburg has been assigned as the School Resource Officer with the Little Miami School District since Officer Brandenburg is responsible for the safety and security of approximately 1000 students each day. In 2017, Officer Brandenburg further committed to the community and school district by joining the staff of the Little Miami Football program as a Defensive Line coach. This position gives Officer Brandenburg the ability to further his relationship with students and build a positive relationship between today s youth and the Hamilton Township Police Department.
11 Administrative Police Officer (APO) The Administrative Police Officer (APO) position was created in late The primary role of the APO is to assist with day-to-day administrative tasks, which previously required police officers to leave their patrol beats and respond to the police department to handle. In addition, the APO oversees the property room and serves as our court liaison officer. 13 Lexipol Daily Training Bulletins Lexipol is America s leading provider of risk management policies and resources for police organizations, delivering services through a unique, web-based development system. Lexipol offers statespecific policy manuals that are integrated with scenariobased daily training on high-risk, lowfrequency events. Lexipol provides more than 150 policies based on federal and state statutes, case law, regulations and best practices. The Hamilton Township policy manual was written in part by legal and public safety professionals who constantly monitor major court decisions, legislation and emerging trends affecting our industry. Lexipol provides regular updates to Hamilton Township in response to legislative mandates, case law and the evolution of best practices. In 2017, our employees were exposed to 360 various policies and procedures using the Lexipol system.
14 2017 Achievements Hamilton Township Officers received Tourniquets. These life saving devices are worn by all members of the department and are used to control bleeding until Emergency Medical Professionals arrive. Sergeant Promotions: Detective Quillan Short and Officer Chris Wall were promoted to the rank of Sergeant.
15 Sergeant Tim Rector successfully completed the 11-week Public Safety Leadership Academy in Columbus, Ohio. Officer Darcy Workman was recognized as the CIT (Crisis Intervention Training) State of Ohio Officer of the Year!
16 Officer Kyle Treon successfully completed Drug Recognition (DRE) training. A drug recognition expert or drug recognition evaluator is a police officer trained to recognize impairment in drivers under the influence of drugs other than, or in addition to, alcohol. Additional Achievements: Increased our social media presence through the use of Facebook and Twitter Officer Chris Kaufholz and Officer Rich Smith became certified firearms and Taser instructors Updated our evidence tracker software Purchased challenge coins and new badges which will commemorate the 25 th anniversary of Hamilton Township Police Department Made traffic crash reports easily accessible by placing them on the Township website
17 New additions to our agency: Officer Joe Smith was hired in June Joe joined our department after serving 10 years with the Green Township (Hamilton County, Ohio) Police Department. Officer Jordan Elzey joined our agency in August Jordan spent several years with the Village of Obetz (Franklin County, Ohio) Police Department.
18 Officer Brittany Muir joined our department in November 2017 after serving with the City of Monroe (Butler County, Ohio) Police Department and the Village of Carlisle (Warren County, Ohio) Police Department. Police Clerk Amy Scheeler was hired by our agency in mid-2017 after serving several years as a Dispatcher and 911 Operator with the Hamilton County (Ohio) Communications Center.
