1 Chandler Fire, Health & Medical Department Standard Operating Guidelines SOG NUMBER: DIVISION: Fire Operatins REVISED DATE: July 27, 2016 EFFECTIVE DATE: April 18, 1995 REVIEWED DATE: APPROVED BY: Brad Miller, Assistant Fire Chief AUTHOR: Brad Miller, Assistant Chief SUBJECT: Senirity Bid fr Open Line Psitins PURPOSE T establish guidelines fr the senirity based bid prcess, which takes place at regularly scheduled intervals, fr the purpse f filling persnnel staffing requirements as utlined in the Staffing SOG ( ) and prvides persnnel the pprtunity t change wrk assignments, thereby prmting a diverse wrk experience. The filling f shrt term vacancies caused by light duty, schling, military leave, etc. are nt cvered in this SOG. DEFINITIONS Frce List a list kept and maintained by the Department t determine wh, in the absence f smene electively bidding r vlunteering fr a psitin, will be frced int a psitin. Day Captain Psitins there are 5 apprved day Captain psitins tw Training, tw EMS and ne TLO. Frty Hur Emergency Respnse Persnnel any authrized frty hur (40 hur) psitin that may be dispatched as part f their duty assignment. Hazardus Materials Technician (HMT) Certificatin fr senirity bid purpses, this term shall indicate the successful cmpletin f a Department spnsred hazardus materials curse. Technical Rescue Technician (TRT) Certificatin fr senirity bid purpses, this term shall indicate the successful cmpletin f a Department spnsred technical rescue curse. Special Operatins Prgram The Special Operatins prgram is supprted by tw separate specialty teams, the Hazardus Materials Team and the Technical Rescue Team. There are currently 30 funded psitins in the prgram. Hazardus Materials Team (E284) Staffed with 15 HMT persnnel. Technical Rescue Team (L289/M289) Staffed with 15 TRT persnnel. Interim Bid a bid held at regularly scheduled intervals between Refresh Bids, when needed t fill penings caused by prmtins, retirements, etc. Paramedic Schl Acceptance Fr senirity bid purpses, this term shall indicate the successful cmpletin f the paramedic testing prcess and invitatin t attend the prgram by the Health & Medical Divisin. Pass This term designates that during the interim bid prcess, an emplyee wishes t be cntacted each time a new psitin becmes available within the emplyee s rank and certificatin. SOG Page 1 f 10

2 Plus Medic Psitins an extra firefighter medic abve the required number f ALS Firefighters needed t fill the ALS firefighter needs n the rster. Refresh Bid All psitins are vacated (see page 5 fr special peratins rules) and pen fr this bid. Refresh bids will be cmpleted by December 1 st f even years. Senirity the length f service f a Chandler Fire, Health & Medical (CFHM) swrn emplyee in their present rank (i.e., Firefighter, Engineer, Captain, etc.). A Firefighter must be ff initial prbatin in rder t participate in the senirity bid prcess. In the event there are tw (2) r mre persnnel with the same Date f Classificatin, their ranking fr senirity will be determined (in rder) by the fllwing criteria: Class Ranking (if applicable) a persn achieving the highest grade pint average r wh finished higher verall has senirity. Hire Date Emplyees Date f Hire as a swrn CFHM Firefighter. Emplyee Number An emplyee with the lwest emplyee number will be cnsidered senir. POLICY Stay This term designates that an emplyee wishes t have their name remved frm the bid prcess and t stay in the psitin currently ccupying. This term applies nly t Interim Bids. Technical Rescue Technician (TRT) Certificatin Fr senirity bid purpses, this term shall indicate the successful cmpletin f a Department spnsred Technical Rescue Technician curse. Vacate This term designates that an emplyee is giving up their current psitin fr bid. This term nly applies t Special Operatins persnnel and can nly be used during Refresh Bids. It is nt the CFHM s respnsibility t make accmmdatins fr persnal bligatins caused by persnnel changing shifts thrugh senirity bid. The Department is nt bligated t hnr any type f previusly apprved leave, if the emplyee chses t change shifts during senirity bid. Hnring previusly apprved vacatin is addressed in the Scheduling f Vacatin SOG ( ). The gd f the Department will always take precedence ver senirity bid at the directin f the Fire Chief. The Department will cmplete a Refresh Bid by December 1st f even years with bid assignments beginning n r abut January 1st f dd years. During refresh bids, all Department psitins are vacated and are available t bid. Additinally, Interim bids will be held at six (6) mnth intervals with the bid assignments starting n r abut July 1st f each year and January 1st f even years. Vacancies caused by prmtins, retirements, new statins, etc. shall be filled by the Operatins Chief until the next regularly scheduled bid. 3 Interim Bid 2 December 1 st (dd years) Interim Bid 2 Assignment Implementatin January 1 st (even years) Interim Bid 3 June 1 st (even years) Interim Bid 3 Assignment Implementatin July 1 st (even years) The basic tenets f bth bid prcesses are as fllws: All Day Captain Psitins will be filled prir t the bid prcess. Battalin Captain Psitins will be bid and filled first, fllwed by the remaining Captain Psitins, then Engineer Psitins, and then Firefighter Psitins. NOTE: If a special peratins psitin has been vacated, special peratins will need t be bid prir t the regular bid. Persnnel may bid nce at each senirity bid prcess. Plus Medic psitins will be declared by the Operatins Chief prir t the bid prcess. Plus ALS firefighters will be allwed t bid fr vacant BLS firefighter psitins in rder f their senirity. Trading f psitins is nt allwed. Persnnel wh are spuses r related t the degree as fllws: parent, child, brther r sister, whether r nt related by bld, cannt bid fr a psitin within the chain f cmmand (i.e., Chief, Operatins Chief, Battalin Chief, and Captain). Persnnel accepted t Paramedic Schl (refer t Definitin sectin) will vacate their current psitin and bid as ALS in any upcming bids. In the event an emplyee des nt successfully cmplete Paramedic Schl, the emplyee will be placed in a BLS psitin until the next scheduled bid. The emplyee will then bid as BLS in any future bids. Persnnel n extended Military leave will nt bid unless they return t wrk prir t the interim r refresh bid date. Firefighters may be temprarily reassigned, by the Operatins Chief, fr prbatinary firefighter, paramedic student, r ther department needs. Basic Life Supprt Captains and Engineers must bid t rescue statins r U283 (Engineers). All rver psitins will be designated as ALS. If the number f ALS FF s des nt exist t fill these psitins, rving BLS FF s may be required until the ALS FF numbers meet the requirement. If persnnel are frced, bid r are selected int a psitin the assignment must be at least a 12mnth term in rder fr the assignment t fulfill the requirement as being frced int a psitin. Any time frame less than 12 mnths will be added nt the fllwing refresh bid term. Nn CFHM trained paramedics wh will r culd be used n the rster in a paramedic psitin will be selected by senirity. A new CEP with the mst senirity will be allwed t receive Paramedic Assignment Pay n a temprary basis. This emplyee shall bid in the CFHM s Senirity Bid Prcess as an EMT and then be reassigned int a Paramedic psitin n a temprary basis. When the CFHM cnducts a test fr Paramedic, the emplyee must test and shall receive permanent assignment pay depending n their placement in the testing prcess. SOG Page 3 f 10

4 Once persnnel have selected a psitin, they will nt be allwed t make any further bids r changes. Once the bid has been cmpleted, the nly way the bid will be changed is if there was an errr made by the administratr f the bid. Vacant Special Operatins psitins will be filled at all times even if creates a vacancy elsewhere n the rster. The Operatins Chief r designee shall be respnsible fr cmpleting the bid prcess. Battalin Chief Rtatins r assignments will ccur at the discretin f the Fire Chief cmpletely independent f the senirity bid prcess. Exceptins: Any individual may be placed in any psitin at the discretin f the Fire Chief. Interim Bid Prcess Specific Rules The Operatins Chief r designee will annunce by Special Ntice, pen psitin(s) by rank, unit, shift, and certificatin. The Special Ntice will include the clsing date fr the bid, and the scheduled bid date. Interim Bids will be held when there are pen psitins n the rster. Persnnel can enter their names int the bid prcess by fllwing the prcedure utlined in the Prcedures sectin f this SOG. Persnnel will nly be allwed t enter their names int the bid if there is a rank and certificatin psitin available that matches his/her rank and certificatin. An available psitin can be filled nly by smene with the same rank and certificatin unless all ther available psitins are already filled. Members (including Special Operatins) cannt vluntarily vacate their psitins fr interim bids. Special Operatins persnnel wh have met their tw year cmmitment in their bid team may nly bid available psitins within the Special Operatins prgram fllwing nrmal bid rules. LA/CM persnnel will nt be allwed t bid ut f the LA/CM prgram during an interim bid. Every effrt will be made t fllw this prcess and nt bump persnnel frm their bid psitins; hwever, there will be instances when persnnel d get bumped due t certificatin requirements. Apparatus have tw (2) firefighter psitins. In the event that a certificatin change is made n the apparatus that causes ne (1) firefighter t be displaced, the least senir firefighter will be the psitin displaced. An exceptin t this wuld be when certificatin determines the displaced firefighter. Psitins that becme available between scheduled bids will be filled at the discretin f the Operatins Chief and will autmatically be entered int the next scheduled bid. SOG Page 4 f 10

5 Lw Acuity/ Cmmunity Medic Units (LA/CM) Only persnnel with the rank f Firefighter (with a minimum f tw years n the CFHM) will be allwed t bid r be frced t the LA/CM prgram. Minimum staffing is ne (1) ALS FF and ne (1) BLS FF n each LA/CM unit. Special Operatins Special Operatins persnnel will hld a special peratins psitin n their currently assigned team in all bid prcesses and cannt be frced ff the team by a mre senir persn. A tw year cmmitment t their bid team is required fr persnnel wh bid an pen psitin and attend Special Operatins training. Special Operatins Captains wishing t vacate their psitins will be required t declare their intent t vacate prir t the bid. Once the Special Operatins Captain psitins have been filled, the Special Operatins Engineers will be ntified (by a grup text) and will have 15 minutes t ntify the Bid Administratr f their intent t vacate. In the case f a prxy bid, the prxy will assume the respnsibility f the member. If n respnse with the intent t vacate is received within the 15 minutes, the bid will cmmence and the members will remain bligated t the Special Operatins Team s available psitins. The same prcess will take place fr the Firefighters, nce the Special Operatins Engineer psitins are filled. Only Special Operatins persnnel wh indicate their intent t vacate will be allwed t bid pen psitins utside f their currently assigned team. Vacated special peratins psitins will be psted during the bid. If a persn is frced int a special peratins psitin, and has t attend special peratins training in rder t fill an pen psitin n either special peratins team, the assignment must be at least a 12 mnth term in rder fr the assignment t fulfill the required cmmitment t the team. If the psitin is nt filled, the apprpriate frce list will be utilized t determine wh will be frced int the psitin. Three (3) Special Operatins lists will be maintained by the Department (Captain, Engineer and Firefighter lists). These lists will be used t determine wh will be frced int the special peratins psitin in the abve circumstance. All persnnel wh are trained in special peratins will be n the lists in reverse rder f senirity. Once a persn has been frced int a special peratins psitin fr tw cntinuus years, he/she will be placed at the bttm f the list. In the event f prmtin r demtin, persns will be placed n the apprpriate list in reverse senirity rder. Vacating f special peratins psitins will nly be allwed fr refresh bids. All pen Special Operatins psitins will be filled by senirity by thse meeting the Special Operatins training and EMS certificatin required fr that psitin. SOG Page 5 f 10

6 Exceptins t this will be based n available funding fr schling and must be apprved and declared prir t the bid prcess by the Fire Chief r designee. If funding is available persnnel meeting psitin requirement will bid in rder f senirity regardless f special peratins certificatin due t the availability f funding fr training. If n ne bids a vacancy and funding is available the least senir persn meeting the psitin requirements will be frced int the psitin and sent t schl fr team specific training. Nn certified persns bidding int Special Operatins psitins must be willing t attend the next available certificatin class. Persnnel wh have a persnal reasn nt t attend the next available certificatin class must receive apprval frm the Operatins Chief prir t the bid prcess. If the persn bidding int the special peratins psitin is nt trained (HMT/TRT), the persn bidding ut may be required t stay in a special peratins psitin until the training is cmpleted. Persnnel wh bid t a Special Operatins psitin and have previusly received the required HMT and/r TRT training; and have been away frm Special Operatins fr mre than five (5) years, will be required t attend refresher training as determined by the supervisr and the Operatins Chief. Special Operatins Captains will have the ability t chse (vlunteer) fr ne (1) Day Captain r FIT psitin and cntinue t receive special peratins pay. Vlunteering t cntinue in a frced psitin will result in lss f special peratins pay. The Captain wh cvers fr the special peratins Captain in the Day/FIT psitin will nly receive special peratins pay fr the tw (2) year assignment and des nt wn a special peratins slt even if the captain he is cvering vacates at the next refresh bid. Battalin Captain Psitins All Battalin Captain bids made at refresh bids are 2 year cmmitments. Battalin Captains can bid ther Battalin Captain vacancies as they are psted between re fresh bids due t prmtins r retirements but cannt bid any ther Captain vacancies. Battalin Captain vacancies caused by prmtins r retirements will be filled in a timely manner when the vacancy ccurs utside f the regular interim bid schedule. All Battalin Captains psitins are cnsidered as develpmental psitins. The Operatins Chief r designee will slicit interested Battalin Captain Candidates prir t each bid. Captains n the current r mst recently expired Battalin Chief prmtinal list will be given first pririty t hld ne (1) f the six (6) Battalin Captain psitins and are required t declare their intent prir t the bid t hld a psitin. This preference will nly be allwed nce every fur (4) years and they will therwise receive n preference during this prcess. Captains n the current r mst recently expired Battalin Chief list wh declare their intent t bid a Battalin Captain psitin will be given first pririty t hld a Battalin Captain psitin, but will nt bid prir t a mre senir Captain when there are nn declared psitins available. 7 All Captains will be required t declare their interest in the Battalin Captain psitins in the event nn declared psitins are available. Unless Captains declare their interest in respnse t this slicitatin they will nt be cnsidered fr a Battalin Captain psitin. Exceptins t this wuld be when the frce list is utilized t fill a psitin. After the six (6) Battalin Captains are selected they will bid in rder f senirity t fill the psitins n the rster. Battalin Captains bid a shift and a battalin and will nt fllw r mve if the assigned Battalin Chief is mved during the bid perid. The Department will maintain a Battalin Captain Frce list. In the event that n ne bids t an pen Battalin Captain psitin, the Frce list will be utilized t determine wh will be placed int the psitin. The Battalin Captain Frce list is based n the mst senir Captain wh has nt been a Battalin Captain and has had at least tw (2) years after being frced t a Day Captain psitin. Captains bidding a Battalin Captain, EMS r Training Captain at a refresh bid wh are currently assigned t a Special Operatins assignment will be allwed t keep their Special Operatins assignment pay fr ne, tw year perid. If the persn des nt bid back int a special peratin psitin n the next bid they will lse their special peratins assignment pay. Day Captain Psitins Day Captains psitins will be rtated every tw (2) years, in alignment with the refresh bids. A Captain hlding a day psitin is eligible t apply fr an additinal tw (2) year term. The Department will maintain a Day Captain Frce list. In the event that there are n vlunteers fr the psitin, the Frce list will be utilized t determine wh will be frced int the day rtatin. The Day Captain Frce list is based n the least senir Captain with at least tw (2) years f service in grade at the time f the vacancy. EMS Day Captains shall hld a current ALS certificatin. Training Day Captains may hld ALS r BLS certificatins. Persnnel interested in ne f the Day Captain psitins shall submit their intentin upn request f the Battalin Chief f that area and be part f a selectin prcess t fill psitins fr the bid term (tw [2] years). The TLO Day Captain psitin will be filled fllwing the same prcess as ther Day Captain psitins. In the event that several Captains vlunteer fr the same pen Day Captain psitin, selectin t fill the vacancies will be made by the Fire Chief r designee prir t the bid. This selectin will be based n qualificatins and needs f the psitin and nt n senirity f the candidate(s). Preference will be given t vlunteers unless circumstances dictate a specific need f the department. SOG Page 7 f 10

8 Frce Lists If a psitin is nt filled by senirity bid r by vlunteer, a frce list will be used t determine wh will be frced int the psitin. Persnnel will nt be frced int back t back 40 hur psitins. The Department will maintain fur (4) frce lists which will be utilized, as needed, in the fllwing pririty rder: Day Captain Psitins Special Operatins (Captains, Engineers and Firefighters) Battalin Captains 40 Hur Emergency Respnse Psitins (Captains, Engineers and Firefighters) Filling a Day Captain, Battalin Captain, r 40 Hur Emergency Respnse psitin, whether by vlunteering r being frced, will fulfill yur bligatin and yur name will be remved frm the frce list fr that specific psitin. Persnnel wh are frced int 40 Hur Emergency Respnse Psitins r Special Operatins psitins as a firefighter r engineer can be frced back int a 40 Hur Emergency Respnse Psitins r Special Operatins psitins each time they change rank due t prmtins. Once a persn is prmted his r her previus frce assignments n lnger apply t yur new rank. In this case persnnel can be frced int 40 Hur Emergency Respnse Psitins, Special Operatins, Battalin Captain r Day Captain depending n yur new rank. PROCEDURES Interim Bid Ntificatin The Operatins Chief r designee will make Interim bid vacancy ntificatins by Special Ntice. The Special Ntice will include the rank, unit, shift, and certificatin(s) required t apply. The Special Ntice will be ed t All Persnnel at least 14 days prir t the bid clsing. Anyne interested in a pssible mve will send an t the Operatins Chief (r designee) stating his r her desire t be included in the bid prcess. This includes any pssible interest in vacancies that may be created by the filling f the psted psitin(s). The Operatins Chief r designee must have ntificatin as stated abve by the clsing date listed in the Special Ntice. The Bidding Prcess The Operatins Chief r designee will begin the bidding prcess by cntacting the mst senir persn wh meets the requirements. Phne Bids: The Bid Cmmittee will make five (5) attempts t cntact the persn up fr bid. The calls will be spaced three (3) minutes apart. SOG Page 8 f 10

9 If a persn cannt be cntacted, they will be placed in the last pen psitin fr which they meet the requirements. This rule des nt apply t persnnel n shift r n calls. If at any time the persn initiates cntact with the Bid Prctr, the persn can enter the bid prcess and will be cnsidered n the next psitin ffered in his/her rank in which they are qualified. N cncessins will be made fr previusly filled psitins when n cntact was made with the individual. If a persn cannt attend a scheduled bid r be cntacted by phne due t previus schedule cnflicts, the persn can use a prxy t bid fr them. The name and cntact infrmatin f the prxy must be presented t the bid panel befre the start f the bid. All bids dne by prxy are final. On the day f the senirity bid, the Department will make every attempt t have an up t date rster available n the Internet fr department persnnel t view during the bid prcess. The rster will be updated as changes ccur s that persnnel will knw what psitins are available. Once cntacted, persnnel will nly have the fllwing ptins: Refresh Bids Select an pen psitin. Interim Bids Select an pen psitin and be remved frm the prcess fr further penings. Pass and maintain the same standing n the list with the ptin t take any penings that may ccur due t the filling f psitin(s). Stay in their current psitin and remve their name frm the prcess. Fr Captain and Engineer psitins that d nt fill, the Operatins Chief will assign t the psitin the least senir persn that mst meets the psitin requirements. After cmpleting the bidding prcess, the Operatins Chief will send ut a Special Ntice listing the dates fr persnnel t change shifts. Exceptins: The Operatins Chief may make changes t the bidding prcess in rder t satisfy the needs f the Department. Firefighters n units may need t be mved t facilitate temprary staffing f prbatinary firefighters, paramedic students and ther department needs. Mvement f firefighters t create these vacancies will be based n senirity with in shifts. Any firefighter f any unit shuld understand they culd be temprarily mved t facilitate the staffing f prbatinary firefighters (if ALS staffing permits) at the discretin f the Operatins Chief r t facilitate the needs f the Department. Exceptin t this, if the EMS certificatin needs require decisins be based n EMS certificatins and nt senirity. In such a case, a crew member ther than the ALS firefighter filling the ALS requirements f the unit may be temprarily mved t fulfill the need fr prbatinary staffing. SOG Page 9 f 10
