2 Facilities Utilization Review Sub Council/CBE/Texas A&M University Recommendation for Operations and Membership James Massey (Director, Facilities Coordination), Chair October 2010 GENERAL Texas A&M University will manage and maintain its campus physical facilities in keeping with its mission, vision, core values, and the policies of the Texas A&M University System. The assignment and use of spaces under the purview of the University, consistent with university rule: M1 Space and Land Use Management ( saps.tamu.edu/pdfs/ m1.pdf) will be based on programmatic needs and institutional priorities. PURPOSE In order to promote the efficient use of space on the College Station Campus of Texas A&M University, the Facilities Utilization Review Sub Council will support the charge of the Council of Built Environment (CBE) by providing the CBE technical advice on items including, but not limited to, the following: Departmental and Institutional Space Needs Space Planning related to new and renovated spaces Implementation Plans required to address space needs Utilization of Classrooms and Teaching Laboratories Inter divisional Request for Space Space Inventory and Management Best Practices State mandated space and utilization reporting Utilization of Land at the TAMU College Station Campus OPERATING PROCEDURES 1. Facilities Utilization Review Sub Council meets every month (or as needed). 2. A formal agenda will be published in advance. 3. A quorum consists of no less than ten (10) of the thirteen (13) voting members. 4. All requests for action should come from the CBE. 5. The recommendations of the Facilities Utilization Review Sub Council will be communicated in writing to the CBE and should include appropriate cost estimates. 6. The initiative I am referring to deals with establishment of a Battle Lab that incorporates simulation and gaming into our military instruction. This initiative, as well as the desire to bring all Military Science classes back into the TRIGON, requires the exclusive or predominant use of certain classrooms in the TRIGON and neither Jake nor I were sure on the proper routing for such an action and whether or not the President needed to sign it. That said, I drafted an MOU that lays out the specifics and I was wondering if you could take a look at it and lets us know what you think may be the appropriate way to proceed. Thanks! 8 DRAFT TEXAS DEPARTMENT A&M UNIVERSITY OF THE ARMY ROTC HEADQUARTERS, PO BOX ST BRIGADE U.S. COLLEGE ARMY STATION, CADET COMMAND TX REPLY TO ATTENTION OF MEMORANDUM OF AGREEMENT BETWEEN THE ARMY ROTC PROFESSOR OF MILITARY SCIENCE AND THE PRESIDENT OF TEXAS A&M UNIVERSITY, COLLEGE STATION, TEXAS SUBJECT: Exclusive use of the Third Floor, Military Science Building and Addition 1. The purpose of this Memorandum of Agreement (MOA) is to gain exclusive use of the third floor classrooms in the Military Science Building Addition, specifically rooms 315, 316, 317, 318, and United States Army Cadet Command has designated the Texas A&M Army ROTC Department as the pilot program for the establishment of a Battle Lab to incorporate simulation and gaming into military instruction focused on decision making. 3. The intent of this Battle Lab is to integrate and then validate the value of live, virtual and constructive training concepts throughout our officer development program and then share the findings with the other Senior Military Colleges. This will be accomplished by integrating Army simulations (Virtual Battle Simulator, Follow Me, and others) into pre-existing training modules to help facilitate experiential learning and intuitive decision-making. These computer based exercises will reinforce the training objective (outcome) while allowing for right and wrong paths to be chosen by the Cadet. 4. There are five classrooms located on the third floor of the Military Science Building Addition. Two of these classrooms are designated as exclusive use of Army ROTC (315 and 318). Three classrooms are designated as joint use (316, 317, and 319). a. Classroom 315 is currently utilized as the Army ROTC conference room, MS IV classroom, and Rudder s Rangers and Warrior Training Battalion meeting and lab room. Average utilization is approximately 8-10 hours per day. b. Classroom 318 is currently utilized as an administrative office, housing four Human Resource Assistants and the Battalion Human Resource Officer. This includes the storage of student files on a permanent basis. Average utilization is approximately hours per day. c. Classroom 316 and 317 are utilized as the classroom for the MS I (Freshman) and III (Junior) classes. Average utilization is approximately 5 hours per day. We currently conduct MS II (Sophomore) classes outside of the Military Science Building. Beginning with the Spring 1

9 DRAFT ATCC-AAT-XAM SUBJECT: Exclusive use of the Third Floor, Military Science Building and Addition 2011 semester one of the desired outcomes of gaining exclusive use of the 3 rd floor would be collocating all classes and sections in the Military Science Building, including the MSII classes. Army ROTC would then increase overall usage rates of all rooms to approximately 8-10 hours per day, Monday through Thursday. d. Classroom 319 is the proposed location for the Battle Lab (computer simulations). The Battle Lab will house approximately government owned desktop computers and associated office furniture. I am requesting that this room be classified as either a 210A or 210B teaching laboratory. Utilizing this classroom as a Battle Lab will preclude its use as a normal classroom due to space, equipment security and proprietary software concerns. Estimated average initial utilization will be 6-8 hours per day. 5. As our program continues to grow to meet commissioning and training requirements, so will the need for additional classroom space, office equipment, instructors, and simulation systems. By granting exclusive use of rooms , we will be able to facilitate that growth and enhance the training of our Corps of Cadets and the future officers and leaders of tomorrow. 6. This MOA will be reviewed and or revised upon the request of any signatory or his successor. It shall remain in effect after the replacement of any of the signatories unless any signatory or his successor requests a review and/or revision. It shall remain in effect through the current school year after the date a written request for review and/or revision is submitted by any signatories or their successors. This will allow the appropriate amount of time to find alternate locations for classes within the Texas A&M footprint. All changes to the MOA must be in writing and signed by all parties or their successors. GERALD R.
