1 HWA CHONG INSTITUTION NATIONAL POLICE CADET CORPS UNIT DIRECTIVE Directive 11 Conduct of Tests 24 November 2010 STATEMENT OF INTENT 1 The intention of this Directive is to list down the procedures for the conducting of tests and awarding of Ranks and Badges. CONDUCTING OF TESTS 2 The Assessment & Awards (AnA) Department is to plan the Proficiency Badge and Promotion tests. 3 Tests are to be conducted during the Friday training sessions as far as possible. All tests are to be reflected in the Training Programme. 4 All written and drill tests are to be conducted in full uniform. 5 All campcraft and survival tests are to be conducted in campcraft kit. 6 Passing score for all written tests (Crime Prevention, Total Defence Bronze, Neighbourhood Watch, National Heritage) will be at 70%. 7 Passing score for 1st Class Drill Proficiency Badge and Campcraft Proficiency Badge Test will be at 70% for all sections. 8 Passing score for all other Badge tests will be at 60% for all sections. 9 Passing score for CAPE will be at 70% overall, 50% for each section for Lance Corporal (LCP), Corporal (CPL) and Sergeant (SGT) Promotion tests; 70% overall and 60% for each section for Staff Sergeant (SSG) Promotion tests. 10 Cadets are to print their own scoresheets if necessary, single sided. Failure to print the complete scoresheet (i.e. the whole scoresheet including the comments section) will result in disqualification from the test. 11 Refer to Annex A and Annex B for the Standard Operating Procedure (SOP) for conducting of tests for further details. CADET ASSESSMENT AND PROMOTION EXERCISE (CAPE) GENERAL ORDERS 12 Under the Cadet Assessment and Promotion Exercise, one CAPE for each of the 4 ranks (LCP, CPL, SGT and SSG) will be held thrice annually, one each in April, August and December. 13 The Exercise cannot be held within 4 months of the previous Exercise. 14 Promotion to the Station Inspector (SI) rank will not be included in the Exercise. 15 The exact date for the Exercise will be released 1 month before an Exercise is held, together with the list of eligible cadets.
2 16 All eligible cadets must indicate their interest to participate in the Exercise to the AnA Department at most 1 week after the eligible cadets are announced. 17 Eligibility of cadets will be determined by the criteria listed in the PROMOTION PRE- REQUISITES section below. 18 A circular will then be drafted and released at least 1 week before the actual Exercise is held. 19 Official NPCC training will be cancelled during the day of the Exercise unless under circumstances described in Point If wet weather is encountered or deemed likely to be encountered during the day of the Exercise, the following week s training will be switched with the Exercise immediately. Thus the cue table for the training following the Exercise must be released on the week of the Exercise. 21 On the day of the Exercise, attendance of all cadets remain compulsory; cadets not involved in the Exercise will be assigned alternative duties by their Non-Commissioned Officers (NCOs). 22 The results of the Promotion tests held in the Exercise are to be released at most 2 weeks after the Exercise is conducted. PROMOTION PRE-REQUISITES 23 All participating cadets must have at least 80% attendance from the start of the year the Exercise is conducted until 1 week before the cadets eligibility is decided, i.e. 5 weeks before the Exercise. 24 The percentage attendance is determined by this formula: % Attendance = [Actual attendance + Absent (Medical reasons) + Absent (Other valid reasons)] / Total possible number of activities 100% If a cadet is late for an activity, 0.75 will be computed instead of 1 for Actual attendance. 25 The attendance data for all official NPCC activities will be included in the computation. 26 The Executive Committee Chairman will be responsible for providing these attendance data to the AnA Department for the computation. 27 Should a cadet be deemed ineligible for any CAPE due to attendance, he may appeal to the AnA Department at most 1 week after the eligible cadets are announced; reviews will be done on a case-by-case basis. 28 The Badges required for a cadet to participate in the respective CAPE are listed below:
3 Promotion To Lance Corporal Corporal Sergeant Staff Sergeant Station Inspector Proficiency Badges Campcraft Proficiency Badge Road Safety Proficiency Badge 3 rd Class Drill Proficiency Badge Crime Prevention Proficiency Badge Anti Narcotics Proficiency Badge Adventure Training Proficiency Badge Community Safety & Security Badge Police Knowledge Badge Home Front Security Badge Police Youth Ambassador Badge 29 If a cadet does not have one of the required badges, he will be allowed to participate in the upcoming CAPE, but should he pass, it will only be a conditional pass. A cadet who passed a CAPE conditionally will only be given the official rank after he obtains the required badge. 30 A cadet who passed a CAPE conditionally is not eligible for any future CAPE until he obtains the required badge (e.g. a conditional LCP will not be eligible for a CPL CAPE). 31 The first CAPE a cadet can take will be the one in December in Secondary 1. ABSENCE FROM TESTS 32 Should any cadet be absent from any tests, he must submit official documents to explain his absence. 33 Make-up tests will be held only for cadets who have missed the test due to other official school activities. 34 Other reasons will be reviewed by the AnA Department on a case-by-case basis. 35 Should a cadet be absent from a Badge Test that affects the results of the Unit Overall Proficiency Award (UOPA) without a valid reason (i.e. Total Defence (Bronze) and National Heritage Proficiency Badge), or a Badge Test that is essential for the cadet s future promotions, a make-up test will be granted at the expense of the cadet s eligibility for the following CAPE. Otherwise, the cadet will be barred from all future make-up tests or re-tests. MAKE-UP TESTS AND RE-TESTS 36 Make-up tests and re-tests will be held on the same day, with the CPE and examiners being the same as much as possible. 37 Make-up tests and re-tests are to be held within one week of the original test. 38 Make-up tests will be held for both CAPE and Badge Tests; re-tests will only be held for Badge Tests.
4 39 Should a cadet fail a Badge Test 3 times in a year, he will not be granted anymore re-tests for the particular Badge until the following year, when the next squad takes the Badge Test. This will not apply should the Badge Test be one that affects the results of the UOPA. The OC Squad, Squad NCOs and AnA Department, will review cadets who repeatedly fail tests to determine if they will be given further chances to take a re-test. POST-TEST PROCEDURES 40 After a test is completed, the results will be compiled and sent to the CI for vetting on the same day. 41 The results will then be sent to the OC Unit for approval. 42 Once the OC Unit gives the approval, the results will be released at most 2 weeks after the date of the test to the cadets for CAPE, and at most 1 week after the date of the test to the cadets for all other tests. 43 Should the results not be approved, an inquiry session will be held within 1 week of the test, with the OC Unit, OC Squad, CPE, Examiners and NCOs present. The results will be released 1 week after the inquiry session is held. 44 Form Ds are to be sent and CPMS are to be updated at most 2 weeks after the date of the test.
5 Standard Operating Procedures for Conducting of Badge Tests 1. Commence preparation of test on T-21. ANNEX A TO HCINPCC DIRECTIVE 11 DATED 24 NOVEMBER Find Chief Presiding Examiner (CPE) and examiners, compile names of eligible candidates and prepare circulars from T-21 to T Send circulars to OC Unit (cc: OC Squad, CPE and examiners) for approval. 4. Upon approval, send notes, guidelines, score sheet and circulars to the squads involved, NCOs of the squads involved, CPE, examiners and Head Training (Development) on T Send circulars to Head Publications Department to be uploaded to the Unit Website on T Conduct pre-test standardisation among examiners between T-15 and T Confirm any cadets who wish to opt out by T Remind examiners and cadets to print out guidelines and circulars on T Print out guidelines, circulars and disqualification form for CPE on T Conduct the test on T Compile the results of the test and send to CIs for vetting on T Send the finalised results of the test to OC Unit (cc: OC Squad, CPE and examiners) for approval on T Await approval/disapproval of results by T If results are approved, disseminate and upload them on T Update CPMS and prepare Form D on T If results are not approved, hold an inquiry session within a week. Actions to be decided during inquiry session. Personnel to be present: OC Unit, OC Squad (if available), CPE, Examiners, Cadet I/C for test, at least 1 NCO from each relevant squad by T+7 (preferably on a Wednesday).
6 ANNEX B TO HCINPCC DIRECTIVE 11 DATED 24 NOVEMBER 2010 Standard Operating Procedures for Conducting of CAPE 1. Commence preparation for CAPE on T Find Chief Presiding Examiner (CPE), examiners and compile list of eligible cadets on T Inform eligible cadets and await their indications of interests and appeals from T-35 to T Prepare the relevant circulars by T Send the circulars to CIs, then OC Unit (cc: OC Squad, CPE and examiners) for approval. 6. Upon approval, send notes, guidelines, score sheet and circulars to the squads involved, NCOs of the squads involved, CPE, examiners and Head Training (Development) by T Conduct pre-test standardisation among examiners between T-17 and T Remind examiners to print out circulars and guidelines on T-2; remind cadets to print out scoresheets on T Print out guidelines, circulars and disqualification form for CPE on T Conduct the test on T0.* 11. Compile the results of the test and send to CIs for vetting on T Send the finalised results of the test to OC Unit (cc: OC Squad, CPE and examiners) for approval on T Await approval/disapproval of results by T If results are approved, disseminate and upload them on T Update CPMS on T If results are not approved, hold an inquiry session within a week. Actions to be decided during inquiry session. Personnel to be present: OC Unit, OC Squad (if available), CPE, Examiners, Cadet I/C for test, at least 1 NCO from each relevant squad by T+7 (preferably on a Wednesday). *Note: Should CAPE not end on the same day as it was supposed to be (e.g. there is wet weather on the scheduled CAPE day, or there is a need for a continued assessment on another day due to the lack of time), the post-test day count will start on the day the CAPE ends.
