I was impressed with the open and honest discussion and the takeaways identified. One of my top priorities will be improving the relationship with the county Sheriffs and Assessors and their staff through better communication and training. I recognize you are the face of the DMV and that our success and failures are a direct reflection on you and your organization. I will also be focusing on further stabilizing the DMV system, making process improvements to achieve a more unified statewide operation and managing the DMV modernization process. Through the County Engagement Team, the DMV Go County Bulletin, improving the county SharePoint site and visiting your offices, I believe we can accomplish these goals and be the model government organization that Idahoans depend on and trust. - Alberto County Engagement Team meeting identifies 18 takeaways The DMV County Engagement Team met last week in Boise and identified 18 takeaway items. 1

2 The items were developed after presentations were made by ITD staff on DMV system stability, credit card security, system modernization, Office 365 deployment, county training, the REAL ID and communication strategies. The key takeaway items included: A decision to delay making additional changes to the DMV system until mid- September to maintain stability; Information on new policies and procedures will be posted on the County SharePoint site and in the DMV Go County Bulletin; ITD will recruit and the assessors and sheriffs will assist in enlisting more testers for the GEM system, and ITD will improve communication about future system improvements, potential outages and overall system stability. The meeting minutes will be posted on the County SharePoint site in mid-august. I want to thank the county members of the engagement team for their candid input and willingness to assist in creating solutions, said DMV Administrator Alberto Gonzalez. County members of the team include: Steven Anderson from Jefferson County; Mary Annen from Power County; Kelli Bolicek from Ada County; Jaqeul Bruno from Custer County; Chris Goetz from Clearwater County; Chad Huff from Payette County; Linda Jones from Lincoln County; and Brian Stender from Canyon County. The purpose of the County Engagement Team is to provide a leadership-level venue for consistent communication, coordination and development of products, processes and training in which the DMV and counties have shared interests. The next CET meeting is scheduled for Oct. 11 in Boise. 2

3 Titles and registrations workshop available for new county employees Basic titles and registration classes for new county employees will be held in September and October. Classes in eastern Idaho will be held the second week of September and Oct in northern Idaho. Please contact Jeanne Purcell by Aug. 15 at or her at to schedule training in your area. Idaho s Star Card the REAL ID training to be held statewide Detailed training for the Idaho s Star Card the REAL ID will be held across the state beginning in late September. 4 DMV aggressively addressing backlog of special titles More than 20,000 titles have been processed this year compared to last, the DMV Titles Unit has reported. Even with this increase, most RT or regular titles are still processed within one day of being received at ITD. However, the processing of non RT titles or special circumstance titles currently has a turnaround time of approximately five weeks from when the transaction is entered at the counties. Reducing the turnaround time for special titles is a high priority for the DMV. Process changes are being implemented in lien sales, motor vehicle records, stops and how work and phone calls are being distributed within the DMV. These processes have reduced the turnaround time of six weeks experienced in July to five weeks. It is expected the time will continue to be gradually reduced until the normal turnaround time for special titles is restored. Titles stamped For Export Only can be titled and registered in Idaho Vehicles with out-of-state titles that are stamped For Export Only can be titled and registered in Idaho. These stamps originate from three sources: U.S. Customs and Border Protection (CBP) o When a title has been stamped For Export Only by the CBP, entry summary document form 7501 is required with the application. California DMV Offices o This occurs when the California DMV is told that the vehicle is being exported. (It was previously believed that California applied this stamp to titles for vehicles that failed to meet its emission requirements, but this does not appear to be true.) No special documentation is required for this scenario. 4

5 Insurance Auto Auction o The IAA applies this stamp to titles that are being transferred to someone who is not in the U.S. Be aware that these are typically salvage vehicles and will usually require the standard documents associated with an application for a salvage certificate or rebuilt salvage title. No additional documentation is required. Next opportunity to order MIDS equipment is first week of December A reminder that the next opportunity to order MIDS equipment is the first week of December. The equipment is ordered twice a year the first week of June and the first week of December. Requests received between now and December will be ordered in December. The process for replacing faulty equipment remains the same. Customers suffering from traumatic illnesses can wear wigs, head gear for photos Customers with hair loss from diseases such as cancer are allowed to wear a scarf, bandana, dew rag or baseball cap (turned backwards with the bill facing behind the head) or a wig when a photograph is taken for driver s licenses or IDs. The head gear must be pulled away from the face of the applicant to show from hair line to chin and from ear to ear. If customers do not want the photo to show their current illness, the last photo take can be used if it is not more than four years old and the program will allow the reuse of the photo. This is not permitted for multiple issuances on the same DL/ID number. In this case, the customer will need to take a new photo at the next issuance after the photo was reused on the current issuance. The key to quality software is User Acceptance Testing After Stakeholder and End of PI demos, the next opportunity to shape a DMV product is by participating in User Acceptance Testing (UAT). 5

6 The UAT process is hands-on testing of a software product by DMV subject matter experts and technical users. The feedback provided by UAT testers is critical in determining if the product will meet the needs of those using it in their daily activities. UAT testers are also essential in pointing out gaps in functionality or an unsatisfactory user experience. Current UAT testing involves providing feedback on the software to issue driving credentials. Developers do not use the system in their daily activities and do not always recognize issues the DMV county partners can. Every two weeks a new set of tests are written and delivered to our testers. It typically takes from 15 minutes to two hours to complete a test. Anyone that wants to participate is strongly encouraged to do so.
