Help Iraq Build Government Capacity and rovide ssential ervices he U rmy Corps of ngineers (UC) completed work on the $16.1 million Basrah/Umm Qasr water supply project this month. Work included major refurbishment of a pump station, sediment cleaning and repairs on the 249 km (155 mile) long weetwater canal, and installing a computer system to track maintenance and repairs. hese improvements will help provide water to approximately 2.5 million people in the Basrah and hi Qar rovinces. 3 UCLII

5 UCLII [1.] efeat the errorists and eutralize the Insurgency Iraqi ecurity orces, Coalition Launch peration warmer: n arch 16, Iraqi ecurity orces and their Coalition partners launched the largest air assault operation since peration Iraqi reedom I in southern alah d in province to clear a suspected insurgent operating area northeast of amarra. peration warmer began with soldiers from the Iraqi rmy s 1st Brigade, 4th ivision, the 11st irborne ivision s 3rd Brigade Combat eam and the 11st Combat viation Brigade conducting a combined air and ground assault to isolate the objective area. ttack and assault aircraft provided aerial weapons support for the operation and also delivered troops from the Iraq rmy s 4th ivision, the akkasans from 1st and 3rd Battalions, 187th Infantry egiment and the Hunters from 2nd quadron, 9th Cavalry egiment to multiple objectives. orces from the 2nd Commando Brigade then completed a ground infiltration to secure numerous structures in the area. ore than 1,5 Iraqi and Coalition troops, over 2 tactical vehicles, and more than 5 aircraft participated in the operation. 5 UCLII

6 UCLII [2.] ransition to ecurity elf-eliance Iraqi ecurity orces Iraqi oldiers espond to adr City ttacks: oldiers from the 2nd Brigade, 6th Iraqi rmy ivision provided support, aid and transport for civilian casualties and disarmed a vehicle-borne improvised explosive device in adr City on arch 11 after a series of bombings in the area. uring the night, three blasts reportedly exploded in various parts of adr City. he Iraqi soldiers dispatched more than 1 military ambulances to adr City to provide aid, assisted in assessing the situation, secured the affected locations and transported the wounded to medical treatment. he troops also helped provide traffic control around the stricken area. n Iraqi explosive ordnance disposal team succeeded in disarming a VBI that terrorists had targeted against the civilians of east Baghdad. roops also captured a 12 mm mortar system, which could have been used to inflict more casualties on area residents. 6 UCLII

13 UCLII [4.] Help Iraq Build Government Capacity and rovide ssential ervices lectricity, ublic Health and Healthcare lectricity: he U rmy Corps of ngineers (UC) turned over four electrical substations to the inistry of lectricity that were completed in ebruary 26. his $16 million project serves over 37, homes (222, Iraqis) in the ahuk, iyala and alah d in provinces. he new substations are fitted with two transformers each, replacing temporary, portable substations, which were undersized and overloaded. ublic Health and Healthcare: n arch 15, the eputy inistry of Health officially accepted the first six rimary Health Care Centers (HCs) from UC. he six HCs were constructed with I funds and are located in Baghdad. taff training in clinic operation will begin on arch 27, and clinics should begin opening for patient care in early pril. ver 3,8 Iraqi patients have received treatment from five UI-supported mobile medical units (Us), helping expand access to essential healthcare. stablished in January 26 in coordination with Iraqi health officials, UIsupported Us have operated in areas where other healthcare services are practically non-existent. 13 UCLII

14 UCLII [4.] Help Iraq Build Government Capacity and rovide ssential ervices Water and anitation, ducation Water and anitation: he U rmy Corps of ngineers (UC) completed a $225, water treatment project that provides potable water to approximately 5, people in a township in aysan province. he project included a 5 cubic meter-per-hour water treatment plant, an above ground storage reservoir with a connection to the water network. ducation: he UC renovation is complete on the l Watan chool in BeniZaid, qurquf in Baghdad province. he project included refurbishing the existing structures, classrooms, offices, storage rooms and schoolyard of the secondary school. he school will accommodate more than 3 students. UC renovation is also complete on the l rabiyah chool in Istiglal, ashidiya in the Baghdad province. he project required the repair and upgrade of the structural, mechanical, plumbing and electrical building systems. he renovation will benefit about 25 students. or the ullbright cholarships for the school year, 41 Iraqis were chosen out of 55 applicants. he ulbright program in Iraq, now in its fourth year, is the largest in the iddle ast/orth frican region. 14 UCLII

26 UCLII [7.] Increase International upport for Iraq evelopments U roposes egional Contact Groups in Baghdad: t a press conference on arch 16, ecretary General s pecial epresentative for Iraq Qazi proposed establishing a contact group, comprised of Iraq s neighbors at a working level, to meet in Baghdad at a regular interval. hough it was only a proposal, he hoped to develop it further, and he believed that there was support in principle from almost all neighboring countries. Qazi believes the proposal for a regional contact group is relevant and has the potential for further promoting dialogue among all the parties involved. U-Iran alks on tabilizing Iraq: Iran offered to enter into talks with the United tates aimed at stabilizing Iraq. his marked the first time since the 1979 Islamic evolution that Iran had officially proposed dialogue with the United tates. ecretary ice declined to provide a timeline for these potential talks but indicated they would involve U mbassador in Iraq, Zalmay Khalilzad. 26 UCLII

By working with local leaders to address community grievances, Iraqi and Coalition forces helped build the political support needed to make the military operation to drive terrorists out of that city successful. he military success against the terrorists gave the citizens of al far security, and this allowed them to vote and rebuild their city. he economic rebuilding taking place is giving al far's residents a real stake in the success of a free Iraq and further marginalizing the terrorists. 28 UCLII

It was worth it to rid themselves of the tyranny of addam and the Baathists.
