This Annex provides the terms of reference (TOR) for the Garrison Commander, Command Sergeant Major, Deputy to the Garrison Commander, Deputy Garrison Managers, Directors, USAG Bavaria Staff and Headquarters and Headquarters Company Commander assigned to the United States Army Garrison (USAG) Bavaria, Installation Management Command (IMCOM) Directorate Europe. The TOR assigns authorities, roles, and responsibilities among members of the USAG Bavaria team. This TOR outlines authorities, roles, and responsibilities to simplify leadership, managerial, and administrative procedures for individuals that are assigned to and working within USAG Bavaria, Germany 1. Ultimately, this TOR eliminates ambiguity from the mechanisms of leadership and managerial authority and responsibility. 3.B.2. (U) 7 th Army Training Command (7ATC). The Commanding General, 7ATC, is the Senior Responsible Officer and the General Officer for Force Protection (GOFP) (USAREUR MESSAGE # , USAREUR OPORD ) for USAG Bavaria. As such, garrison decisions that impact force protection/community security, infrastructure planning, quality of life, support to rotational forces and other major programs and services are coordinated with his approval. 3.B.3. (U) IMCOM Directorate-Europe. IMCOM Directorate-Europe provides support through standardized base operations, streamlined procedures and service excellence throughout Army garrisons in Germany, Belgium, the Netherlands and Italy. IMCOM Directorate-Europe s mission is to provide the best possible training facilities, power projection platforms, Family housing and base operations support services. IMCOM 1 All locations are within Bavaria, Germany unless otherwise noted. 1

2 Directorate-Europe enables tactical units in Europe to focus on operations, training and deployments. 3.B.4. (U) United States Army Garrison (USAG) Bavaria. U.S. Army Garrison Grafenwoehr was redesignated as U.S. Army Garrison Bavaria in USAG Bavaria encompasses and provides service to U.S. Army communities in Grafenwoehr (Tower Barracks), Vilseck (Rose Barracks), Hohenfels (Hohenfels Training Area) and Garmisch Community (Artillery Kaserne, Sheridan Barracks and Oberammergau). USAG Bavaria serves approximately 42,000 community members. 3.B.5. (U) USAG Bavaria Communities. USAG Bavaria is a single command with a main hub and three spoke communities. The hub is located Tower Barracks, Grafenwoehr. Spokes are dispersed between three communities: Rose Barracks, Vilseck; Hohenfels and Garmisch. Where effective, operations will be consolidated at USAG Bavaria s operational and managerial hub in Grafenwoehr; where efficient, operations will be provided directly to customers at each of Bavaria s four communities (Tower Barracks, Rose Barracks, Hohenfels and Garmisch). This hub-and-spoke operations concept demands a fundamental shift in both organizational and customer culture and a systematic redefinition of customer expectations. USAG Bavaria s culture will recognize the histories of our four communities yet be characterized by unity of effort. 3.C. (U) USAG Bavaria Command Group. [ADD] The USAG Bavaria Command Group comprises the Garrison Commander, Command Sergeant Major and the Deputy to the Garrison Commander and Chief of Staff. Each has different, yet codependent governance roles and responsibilities. In this document, I have provided and identify the focus areas for each member of the Command Group, Deputy Garrison Managers, USAG Bavaria Directors, HHC and USAG Bavaria Staff to help each understand their distinct roles and responsibilities. 3.C.1. (U) Garrison Commander (GC). I am the Garrison Commander, I am also the Special Courts General Court Marshal Convening Authority for four Battalions and two commands. I am responsible for executing command duties, reporting to the Director, IMCOM Directorate-Europe and the Commanding General, United States Army Europe (USAREUR). I may delegate certain authorities pursuant to these duties, but cannot delegate the responsibility of Title 10 authorities. 3.C.1.A. (U) I exercise operational control for leading and synchronizing an enterprise of four communities with USAG Bavaria: Tower Barracks (Grafenwoehr), Rose 2

3 Barracks (Vilseck), Hohenfels, and Garmisch; and several sites in the surrounding areas. 3.C.1.B. (U) I am responsible for force protection and the delivery of services to support Soldier readiness and community resiliency; infrastructure, property, environmental standards, and energy/resource conservation. I ensure the implementation of programs related to the prevention of sexual harassment; and manage effective Equal Employment Opportunity/Equal Opportunity and safety programs. I conduct community relations engagements with Host Nation Officials at the local and state level of Bavaria, Germany. 3.C.1.C. (U) I do not delegate the decision authority for the Installation Planning Board, the Real Property Planning Boards, Annual Work Plan, garrison annual budget, strategic communications plan, garrison input to the Anti-Terrorism Working Group, USAREUR, or force protection requests from garrison activities or stakeholders. 3.C.1.D. (U) I conduct command from the hub, but I will split my presence between the hub and spoke communities, and surrounding host nation communities, to conduct battlefield circulation and key leader engagement. At all times when I am present within the USAG Bavaria footprint, I retain command authority unless otherwise delegated. 3.C.1.E. (U) In my absence and when formally delegated, the Deputy to the Garrison Commander leads, manages and directs Garrison operations. 3.C.1.F. (U) The Command Sergeant Major, the Deputy to the Garrison Commander, the Directors, and the Headquarters and Headquarters Company (HHC) Commander will conduct circulation throughout the footprint. However, as a general rule, there will be at least one member of the USAG Bavaria Command Group in the hub at all times. 3.C.2. (U) Command Sergeant Major (CSM). The USAG Bavaria CSM works directly for me, serves as my principal enlisted advisor, and has a supervisory role. The CSM 3.C.2.A. (U) Provides advice and recommendations on all USAG Bavaria matters regarding enlisted personnel. 3.C.2.B. (U) Executes established policy and monitors the standard of performance, training and conduct of enlisted personnel. 3.C.2.C. (U) Ensures the health, welfare, and morale of USAG Bavaria Soldiers and Civilians and their families. 3.C.2.D. (U) Participates in command meetings and Personnel Readiness Reviews 3

4 3.C.2.E. (U) Enforces community appearance and adherence to rules and policies with strategic engagement of CSMs in each community. 3.C.3. (U) Deputy to the Garrison Commander (DGC). The DGC reports directly to me, serves as an extension of my command authority and is my principal deputy for fulfilling my responsibilities. 3.C.3.A. (U) Responsibilities. [ADD] The DGC helps me to fulfill my command responsibilities, provide oversight to key activities, and ensure the continuity of operations. The DGC is the primary rater for the Deputy Garrison Managers (DGM), Garrison Directors, the Executive Officer, and the HHC Commander. (The Garrison Chaplain, PAO, S6 Director, EEO, IRACO and HHC Commander are not rated by the DGC.) 3.C.3.B (U) I expect the DGC to take action and make recommendations to achieve success. The DGC is authorized to act on my behalf to accomplish the mission and ensure success. The DGC confers with the CSM, and speaks for me in my absence. 3.C.3.C. (U) The DGC chairs the following meetings routinely: 3.C.3.C.1. (U) Program Review Board - Tower Barracks, Rose Barracks, Hohenfels, and Garmisch. 3.C.3.C.2. (U) Case Review Committee Tower Barracks and Rose Barracks. 3.C.3.C.3. (U) Environmental Quality Control Committee - Tower Barracks, Rose Barracks, Hohenfels, and Garmisch. 3.C.3.C.4. (U) Family Advocacy Committee -- Tower Barracks, Rose Barracks, Hohenfels, and Garmisch. 3.C.3.C.5. (U) Acts as the Agency Representative to the USAG Bavaria Works Council Tower Barracks and Rose Barracks. 3.C.3.C.6. (U) Represents the GC at 7ATC Command-directed forums, including the Sexual Assault Review Board, the Community Health Promotion Council, and weekly updates. 3.C.3.C.7. (U) Represents the GC at the Safety and Occupational Health Advisory Board, Installation Advisory Council/DoDDS Principals Meeting and the Program Budget Advisory Council when GC is not available. 4

5 3.C.4. (U) [ADD] Chief of Staff (CoS): The CoS is the GC s principal assistant and key staff integrator who frees the GC from routine staff and managerial tasks within the Garrison. The CoS supervises Garrison Battle Rhythm, ensures efficient and prompt staff actions, collaborates with the other members of the Command Group and routinely works with all elements of the staff ensuring coordination and synchronization of IMCOM, Region, SRO and GC priorities. The CoS is specifically responsible for the following: 3.C.4.A. (U) Tracks tasking and staff products (i.e. POME, Region VTC, D3 VTC, 7ATC Standup, USAREUR CCUB, and Plan of the Week) ensuring proper command team review lead times are adhered to, and that Army formatting and writing styles are followed. 3.C.4.B. (U) Rates the Public Affairs Chief, Safety Manager, S-6 Director, Equal Employment Opportunity Chief, Internal Review Chief, and the HHC Commander. 3.C.4.C. (U) Manages the functions of the Command Team Administrative Office. 3.C.4.D. (U) Subject to CG guidance and direction, the CoS is the key staff integrator for staff operations and the management of the headquarters. The CoS directly organizes, coordinates, and oversees the staff; integrates and synchronizes staff actions, activities, and operations; monitors, allocates, and manages staff resources. 3.C.4.E. (U) Matures and enforces the Garrison battle rhythm, adding rigor to staff integration and to order our procedures in support of the CG decision making cycle. 3.C.4.F. (U) Represents the CG at conferences, seminars, ceremonies, official functions, and public events as directed. 3.C.4.G. (U) Assumes limited Title 10 authority during GC absence. 3.C.5. (U) Deputy Garrison Manager (DGM) Deputy Garrison Managers are my representatives to the communities of Hohenfels and Garmisch respectively. As such, they are responsible to coordinate for the full range of garrison support required within their respective communities within the Garrison. 3.C.4.A. (U) Responsibilities. DGMs coordinate on a daily basis with Directors, and Garrison Staff to ensure the appropriate resourcing of human capital and program 5

6 management in such a manner that aligns with my intent of my One Garrison, Four Communities. 3.C.4.B. (U) DGMs coordinate with Directors to provide the appropriate level of services to Soldiers, Civilians and Families within the communities of Hohenfels and Garmisch. 3.C.4.C. (U) I hold DGMs accountable in partnership with the Directors -- to facilitate the execution of Garrison force protection and the delivery of services to support Soldier readiness and community resiliency; infrastructure, property, environmental standards, and energy/resource conservation. 3.C.4.D. (U) I expect DGMs to ensure the implementation of programs related to the prevention of sexual harassment; and manage effective Equal Employment Opportunity/Equal Opportunity and safety programs in partnership with installation staff offices. 3.C.4.E. (U) If coordinated and approved, DGMs conduct community relations engagements with Host Nation Officials at the local and state level of Bavaria, Germany. 3.C.4.F. (U) I expect the DGMs to partner with the DGC and Directors to achieve organizational success. 3.C.4.E. (U) The DGMs chair the following meetings routinely: 3.C.4.E.1. (U) Case Review Committee Hohenfels and Garmisch. 3.C.4.E.2. (U) Acts as the Agency Representative to the Hohenfels and Garmisch Works Councils. 3.C.4.E.3. (U) Represents the GC at stakeholder-directed forums. 3.C.4.F. (U) [Add] Authorities (see appendix 1). 3.C.5. (U) USAG Bavaria Directors. Garrison Directors are responsible for the implementation of IMCOM programs. I hold them accountable for the associated leadership and administrative responsibilities; to include supervision of directorate staff, budget, property management and service delivery. 3.C.5.A. (U) Responsibilities. The Directors oversee and implement IMCOM programs, services and operations across USAG Bavaria s four communities on a basis that 6

7 encompasses all activities from operations planning through to the provision of frontdoor services. 3.C.5.B. (U) I expect the Directors to take action and make recommendations to achieve success. 3.C.5.C. (U) Directors coordinate with DGMs on a routine basis to provide support through the hub-and-spoke delivery method to each community. 3.C.5.D. (U) Authorities. Unless authority has been delegated to a DGM, Directors have full operational and administrative authority over the supervision and management of their respective directorate s operations at all four USAG Bavaria Communities. 3.C.6. (U) Headquarters and Headquarter Company (HHC). HHC is responsible for the administrative support, morale and welfare, training, discipline, and exercises UCMJ authority over the 80+ Soldiers assigned and attached to HHC serving throughout the USAG Bavaria community sites of Tower Barracks (Grafenwoehr), Rose Barracks (Vilseck), Hohenfels, and Garmisch. 3.C.6.A. (U) Responsibilities. Ensure Soldiers are trained, deployable and capable of providing quality of life and mission readiness support for all USAG Bavaria Communities. HHC will represent the Command Team when applicable at events on and off post throughout the neighboring communities. HHC maintains all shortages, maintenance and accountability of HHC equipment. 3.C.6.B. (U) HHC should be available to action operations in support of USAG Bavaria missions. HHC will make recommendations and provide needed feed back to the Garrison Command Team in regards to Soldier readiness and welfare. 3.C.7. (U) The USAG Bavaria Staff comprises the Executive Officer, the S3/5, Public Affairs Office (PAO), Garrison Safety Office (GSO), Equal Employment Opportunity Office (EEO) and Religious Services Office (RSO). The Staff is responsible for the functioning of the Garrison. Directors may be included in primary staff actions in order to accomplish the Garrison mission as required/appropriate. 3.C.7.A. (U) Executive Officer (XO). The XO is the primary staff officer in the Garrison, responsible for integrating staff actions within the command as well as organizing, directing, resourcing, and synchronizing the Front Office. The XO receives directives from me and ensures that they are distributed as appropriate through policy letters and other communication. The XO supports the requests of the DGC and CSM by ensuring the DGMs, Directors, and other staff are alerted to required tasks. The XO: 7

8 3.C.7.B. (U) Organizes, directs, resources, synchronizes and enables the Front Office staff to accomplish activities in support of the GC and ongoing missions. 3.C.7.C. (U) Supervises the coordination of calendars between the GC, Director, IMCOM Directorate Europe, and 7ATC Commander. 3.C.7.D. (U) Supervises the battle rhythm, staff processes, and knowledge management techniques and practices to facilitate the effective and efficient functioning of the staff. 3.C.7.E. (U) Routinely chairs the following meetings: 3.C.7.E.1. (U) XO Synchronization Meeting. This is a weekly staff steering committee that reviews the battle rhythm events and Garrison Calendar, to include host nation and key leader engagements by the GC. 3.C.7.E.2. (U) Staff Update to the GC. This occurs daily to review short-term initiatives. 3.C.7.B. (U) S3/5. The S3/5 is responsible for execution of garrison plans and operations, security, force protection, emergency management operations and programs, as well as top level, high visibility efforts involving strategic business planning, management analysis and integration of continuous process improvement programs and initiatives. 3.C.7.B.1. (U) Responsibilities. The S3/5 is the garrison staff integrator, authors garrison plans in support of a variety of missions, write operations orders in coordination with office of primary responsibility (usually a Director), performs tasking receipt and management, and is the lead for the Installation Operations Center 24/7. The S3/5 is also the lead Director in crisis situations and responsible for the Emergency Operations Center when activated. 3.C.7.B.2. (U) I expect the S3/5 to take action and make recommendations to achieve success. The S3/5 provides daily operations updates to me, upon which I may make decisions affecting short- and long-term garrison initiatives. The S3/5 facilitates most garrison products briefed to the SRO/GOFP and Director, IMCOM Directorate Europe. 3.C.7.C. (U) Public Affairs Office (PAO). The Public Affairs Office (PAO) is responsible for planning, coordinating and directing public affairs for USAG Bavaria to include crisis communication, command information, media operations, and community relations. 3.C.7.C.1. (U) Responsibilities. PAO coordinates with other commands on crisis communications and participation in exercises and real world situations to ensure a 8

9 common information picture for all members of the installation and surrounding communities. PAO provides, prepares for, manages and coordinates public information by means of media engagement; command information (online newspaper and social media platforms); installation public-facing website; installation social media to provide information, receive feedback, and engage in interactive communication. PAO provides for developing and maintaining relationships with local and state leaders and stakeholders in the community. Community outreach initiatives to special interest groups, especially environmental cultural, will be coordinated through Public Affairs to ensure synchronization intent and effort. 3.C.7.C.2. (U) I expect the PAO to serve as the principal staff advisor to the Garrison Commander and senior staff principals on all matters involving public issues and the creation of communication policy. 3.C.7.D. (U) Religious Services Office (RSO). [ADD] The Religious Support Office (RSO) is responsible for providing, planning, coordinating and directing Title X comprehensive Religious Support worship, Religious Education and Family Life Chaplain services for USAG Bavaria to include crisis response with On Call Duty Chaplain services. 3.C.7.D.1. (U) Responsibilities. The RSO promotes a culture that results in a "Community Events Build Community" environment. The RSO's primary task is to provide worship service opportunities for the community of faith. This support includes holy day observances and ceremonial support. A secondary task of providing Religious Education for faith formation and Family programs for relationship enhancement. A third task is to provide outreach and engagement events to the garrison community. The RSO will partner with tenant units and provide MOS specific Training to all military community UMTS. In turn, the RO will employ all UMTs to assist as BMM to provide pastoral, preaching and logistical Chapel Support. The RSO will manage the Chapel Tithes and Offerings Fund to ensure regulatory guidance with the Commander's Master Religious Program and use these Funds for community Religious Support and ministry. 3.C.7.D.2. (U) I expect the RSO to serve as the principal staff advisor to the Garrison Commander and staff principals on all matters involving Religious Support, community religious needs, faith formation, ethics, morals and morale. 3.C.7.E. (U) Equal Opportunity Employment Office (EEO). [ADD] The Equal Employment Opportunity (EEO) Office is responsible for administering a comprehensive EEO program for all serviced commanders and equivalent officials within USAG Bavaria. 9

10 3.C.7.E.1. (U) Responsibilities. The EEO Office promotes an inclusive work environment and fosters a culture that values diversity and empowers individuals to participate constructively to their fullest potential in support of the Army mission. The EEO Office provides subject matter expertise, advice, and assistance to the Commander in the management and execution of the Model EEO Program and Diversity initiatives as required by Federal guidelines; provides technical assistance and direct support in the implementation of Army EEO and Diversity policies. The EEO Office provides the Garrison and all Army tenants on the Installation the following services: managing the EEO Pre-complaint Process; managing the EEO Formal Complaint Process; providing Compliance and Program Service; providing Advisory Services; managing the Disability Program and providing Training and Education. 3.C.7.E.2. (U) I expect the EEO Office to serve as the principal staff advisor to the Garrison Commander and senior staff principals on all matters involving civilian EEO programs. 3.C.7.F. (U) Garrison Safety Office (GSO). [ADD] The Garrison Safety Office (GSO) is responsible for planning, coordinating and directing garrison occupational safety and health, elements of ammunition and explosive safety and radiation safety programs. 3.C.7.F.1. (U) Responsibilities. The GSO facilitates, trains, consults and assists Garrison leadership, supervisors and employees in providing, as much as possible, a safe and healthful work environment. The intent is to instill to all garrison employees an ownership culture in the USAG Bavaria Safety Program which creates a safety conscious mindset in all aspects of the job. GSO will develop and provide a framework for the garrison occupational safety and health program. This includes seasonal safety campaigns, garrison safety inspection process, oversight of the Army Traffic Safety Program, support elements of ammunition and explosive safety, and radiation safety. The GSO will also review all safety risk assessments for garrison events. 3.C.7.F.2. (U) I expect the GSO to serve as the principal staff advisor to the Garrison Commander and senior staff principals on all matters involving occupational safety and health and the continued refinement of Garrison safety policies and procedures. 3.C.8.
