1 Eastern Region All-Star Council Official Position Descriptions (Effective February 1, 2012) CHIEF The Eastern Region Chief is responsible for: Presiding over all Region Council meetings, business meetings, and awards presentations Representing his/her region on the executive committee at State High Council. The Chief will participate in the State All Star Campfire at Roundup. The Chief is a voting delegate and is eligible to run for State Scribe, State Deputy Chief or State Chief. The Chief shall assist with the region slide show or other activities the council deems necessary. The Chief must participate in the following: The All Star must have served at least one year on the Eastern Region All Star Council or on State 4-H Council in order to run for Chief.
2 Page 2 of 7 DEPUTY CHIEF The Deputy Chief is the equivalent of a Vice-President. The Deputy Chief will preside in the absence of the Chief. The Deputy Chief is responsible for: Attending all region functions as representative for the Eastern Region. Presiding over meetings in the absence of the Chief. Maintaining and update the Eastern Region All-Star Webpage. Organizing evaluations for all conferences. The Deputy Chief will participate in the State All Star Campfire at Roundup. The Deputy Chief is a voting delegate and is eligible to run for State Scribe, State Deputy Chief, or State Chief. The Deputy Chief must participate in the following: to run for Deputy Chief.
3 Page 3 of 7 SCRIBE The Scribe is responsible for: Publishing and sending a quarterly region All Star newsletter to all All Stars and Area Scouts (Fall, Winter, Spring, and Summer). Taking of minutes at meetings, typing them and providing a copy to all council members. Assisting with the assembling of two slide shows (for State All Star High Council and All Star Conference at Roundup). ing newsletters to state and region web sites. Attaching letter to Spring and Fall newsletters and sending them to unrepresented honor club members The Scribe is a voting delegate and is eligible to run for State Scribe, State Deputy Chief, or State Chief. The Scribe will participate in the State All Star Campfire at Roundup. The Scribe must participate in the following: to run for Scribe.
4 Page 4 of 7 EAGLE SCOUT The Eagle Scout s is responsible for: Compiling and assembling photos and slides for the High Council and Roundup Power Point. Filling in for higher officers in event of absence. Serving as the Parliamentarian and ensuring that all business meetings follow Robert s Rules of Order. The Eagle Scout is a voting delegate and is eligible to run for State Scribe, State Deputy Chief, or State Chief. Eagle Scouts must participate in the following: to run for Eagle Scout.
5 Page 5 of 7 ELDER SCOUT This position will be selected by the Eastern Region All Star Advisors based on an interview conducted at the conference. Candidates wishing to run for this office will need to complete an officer application and have it turned in by the officer application deadline. Candidates will be asked after the completion of the campfire on Saturday night if they still wish to be considered. Interviews will be set-up with decisions made prior to Area Scout elections on Sunday Morning. The Elder Scout s responsibilities include: Providing help to and presiding over area scouts. Serving as contact for county agents and area scouts. Ordering t-shirts for conferences. Taking photos at all events to be used in slide shows and power points. Assisting in all activities as needed. As Elder Scout, you are Not considered a voting delegate but you are allowed to run for State All Star Offices. Elder Scouts must participate in the following: Sub-Regional Public Speaking Competition Regional Public Speaking Competition Suggested to attend: County Public Speaking Competitions and Award Banquets to run for Elder Scout.
6 Page 6 of 7 AT-LARGE SCOUT This position will be selected by the Eastern Region All Star Advisors based on an interview conducted at the conference. 7 Page 7 of 7 AREA SCOUTS The Eastern Region will have 4 Area Scouts which may come from any county in the Sub-Region. Their responsibilities include: Sending summer and winter area reports to scribe. Adding letter to Spring and Fall newsletter and send to area honor club members. Being readily available to county contacts and county agents in area for sub-regional and county events. Taking photos at all events to be used in slide shows and power points. Assisting in all activities as needed. Area Scouts are not allowed to run or vote for State All-Star Offices. Area Scouts must participate in the following: Sub-Regional Public Speaking Competition Regional Public Speaking Competition Suggested to attend: County Public Speaking Competitions and Award Banquets The All Star must have been initiated at any time prior to the election of Area scouts on Sunday morning of spring conference. (All Council members pay to attend Fall and Spring All Star Conferences.)
