2 1. PURPOSE AND PHILOSOPHY The local continuing education committee in Independent School District No. 77, Mankato, Minnesota, is established according to the Board of Teaching rules for the purpose of evaluating continuing education activities and recommending renewal of five-year continuing teaching and support service licenses. Each Minnesota public school district is required to establish a local continuing education committee. It is understood that the purpose of continuing education is to increase or enhance the capabilities of the professional educator in performing assigned professional responsibilities. It is not intended to be primarily a reward for effort expended in lieu of other compensation. Nevertheless, the value of leadership and general growth experiences is acknowledged by inclusion of clock hour activities in categories E through G, from which 5 clock hours may be granted. Since mandated continuing education cannot provide absolute assurance of maturing professionalism, the major responsibility for professional growth lies with the individual. Each staff member must demonstrate professional commitment by being a discriminating appraiser of hislher own growth needs and possible growth alternatives, and by actively pursuing opportunities to upgrade and improve educational capabilities. It is the applicant's responsibility to demonstrate that the experience actually did provide professional growth and enhanced competencies. The applicant may wish to articulate how the clock hours have made him or her a better teacher. If legitimate professional growth cannot be articulated, the activity probably did not constitute continuing education in its intended sense. The local committee provides assistance through interpretation of state rules and guidelines in order to provide equitable implementation and to encourage a variety of growth possibilities. II. WHO IS SUBJECT TO COMMITTEE ACTION Except for individuals holding life licenses, all licensed staff members except superintendents, principals, and supervisors/directors, are subject to the Board of Teaching continuing education rules. Teachers holding a vocational license are subject to the same set of rules. III. COMMITTEE MEMBERSHIP The local committee consists ofthe following members: A. Five continuing licensed teachers who hold at least a baccalaureate degree, and were elected by the continuing licensed teaching faculty in District 77. In order to ensure that all eligible persons have a fair and equitable chance for selection, and in order to encourage proportionate representation on the committee: 1. At least two members must be elementary teachers and two must be secondary teachers. 2

3 In even-numbered years, two elementary teachers will be elected to the continuing education committee. In odd-numbered years, two secondary teachers and one at-large teacher will be elected to the continuing education committee. 2. Vacancies are to be advertised by the human resources secretary in building announcements. Eligible members (those presently holding a continuing license) may nominate themselves or others. Nominations should be sent to the human resources secretary.. Ballots will be given to each continuing licensed teacher. B. One licensed person who holds an administrator's license elected by the licensed administrators employed by the district. C. One resident of the district who is not an employee of the district, designated by the local school board. School board members are not considered to be employees of the district. D. The Director of Human Resources shall serve as an ex officio member of the continuing education committee. IV. ELECTION PROCEDURES The committee will initiate yearly elections with the assistance of the human resources secretary and building secretaries, who will conduct the secret balloting. The ballots will be sent to the human resources secretary and then to the committee chairperson to certify the election. Notice of positions open on the committee and solicitation of nominations will be publicized by the human resources secretary and building secretaries in the building faculty announcements ten (10) working days before the election. Nominations will be received by the human resources secretary who will prepare ballots and return them to building secretaries for distribution. In order to make balloting convenient, ballots will be distributed in staff mailboxes by the building secretaries to continuing licensed teachers on the morning of the election day. Ballots must be returned to the building secretary by the close of election day. Building secretaries will send all ballots to the human resources secretary. The ballots will be counted by the human resources secretary. The human resources secretary will send election results to the building secretaries for inclusion in building announcements or to be posted with other announcements prior to the last day of school in the spring.

4 Eligible voters are the continuing licensed (five-year) teachers and support services staff employed in the district. Holders of only life licenses may not be elected to serve on the local committee because they are not subject to committee action. Members ofthe local committee will be elected in May ofeach year for terms to begin no later than the following September 1. The term of office is two years. Terms are to be staggered to ensure continuity on the committee. There is no limit to the number of terms that a committee member may serve. In order to fill vacancies that occur part way through a term, the committee will appoint, by discussion and agreement, an eligible replacement until the next annual election. v. COMMITTEE MEETINGS The committee will hold an organizational meeting at the beginning of their September work meeting. At this time a chairperson and secretary will be elected and orientation will be provided for new members. During its organizational meeting the committee will establish a calendar of meetings for the school year. The calendar will list the date, time and place of each meeting, and will include a meeting in March during which teachers can appeal decisions made by the committee. The calendar will be posted in each building. Additional meetings may be called by the chairperson of the committee or by written request of three or more of the members. Notice of meetings will be provided to each member ofthe committee at least five (5) days prior to the date of the meeting and will be advertised in the building announcements, by building secretaries, in order to provide reasonable notice to those teachers subject to the actions of the committee. A quorum is more than 50 percent of the total voting membership of the committee. A majority vote of those voting members present is sufficient to take action. Clerical assistance and supplies as requested by the committee may be provided by the local district in sufficient amount to enable the committee to comply with the record keeping and reporting required by the rules. In this district, time off is available, and clerical assistance and supplies are provided. In order to facilitate planning of the meeting agenda, licensed staff are to submit their applications for renewal clock hours to the committee at least two days before a regularly scheduled meeting. To avoid a backlog of work for the committee at anyone meeting, applicants are to submit requests for final approval ofrenewal clock hours to the committee within one year after completion of the renewal activity. Approval for emergency requests during periods when the committee does not meet (for example, summers) may be obtained by contacting the chairperson or administrative representative, who is authorized to consult with one or two other committee members and take action on the emergency request. However, when a designated member other than the chairperson signs a renewal application in an emergency situation, in order to avoid return of the application because of an apparently incorrect signature, the chairperson's name is to be signed with the notation "by [NAME 4

5 OF DESIGNEE]". This procedure is limited to actual hardship situations and is not to be employed simply as a IIconvenience" measure or as a substitute for proper committee action. At regular meetings of the continuing education committee, the chairperson will apprise the members of any correspondence. The committee will receive renewal clock hour applications and assign the number earned on permanent record forms kept on file in District 77's human resources office for each licensed staff person. In order to ensure consistent and equitable interpretation, any applications that do not readily conform to established guidelines will be discussed by the committee and renewal clock hours will be assigned based upon a file of past decisions and practices that is maintained for each category in the Minutes Record Book. A committee member's signature will be affixed to each renewal clock hour application that is approved. A. Establish Written Operational Guidelines VI. COMMITTEE DUTIES (1) Establish meeting schedule and procedures, and assign renewal clock hour allocations for each activity category in accordance with the relicensure rule. The meeting schedule and procedures are as stated in the Committee Meeting section of this document, and the allocations are as stated in the Clock Hour Categories section. (2) Make a membership list and guidelines available to each continuing (five-year) licensed staff member online at (www-isd77.k12.mn.us). Thereafter, reference copies will be available in the human r~sources office in thegentral administration building. When significant changes are made to the guidelines during the school year, staff members will be notified. () Hold an annual open hearing, during the March meeting, to allow teachers in the district to review guidelines and committee operation. To make it convenient for those interested in or affected by the guidelines to attend, the place of the hearing will be District 77 offices at :00 P.M. Notice of the hearing will be provided electronically to all staff at least five (5) days before the hearing. A working draft of local guidelines and proposed revisions will be available from committee members prior to the local hearing. If possible, all committee members will be present at the hearing. The hearing shall continue until all persons who wish to speak have had an opportunity to do so. 5

6 Although input received at the hearing is not binding, the local committee will consider modifications consistent with licensure rules, if the information received during the hearing indicates that changes are necessary or desirable. B. Provide recommendations to the Board ofteaching for the renewal of teaching licenses. (1) Act, within a reasonable time, upon requests for recommendation for renewal of the continuing license by determining whether the applicant has met renewal requirements. (2) A designee of the Continuing Education Committee will enter approved clock hours online once clock hour requirements for relic ensure have been met for completing the licensing process online. () Provide supporting evidence to the Board of Teaching when an appeal is taken from a decision of the local committee. C. Forward to the Board of Teaching the following information: (1) Prior to November 1 of each year, verification of current membership of the local committee. (2) Prior to November 1, 1980, and every five years thereafter, a copy ofthe published local committee guidelines. At such time that substantial changes are made in local guidelines, a revised copy of these guidelines shall be forwarded to the Board ofteaching. () During February of each year, any recommendations the committee has for modifications in the continuing education rule, based upon an evaluation of procedures and criteria for granting clock hours. D. Provide those services and reports that may be required from time to time by the Board of Teaching. Provide recommendations to appropriate personnel concerning the inservice needs of the district. VII. COMMITTEE MEMBER DUTIES In addition to sharing operational duties with other committee members, the chairperson calls and conducts meetings, prepares agendas, signs approved renewal applications, coordinates revision of the guidelines when indicated, provides leadership in orienting new committee members and serves as liaison and contact person in the committee's relationship with outside agencies and individuals. 6

7 In addition to sharing operational duties with other committee members, the secretary records the minutes of each meeting and distributes them to the committee members and administration, at least five (5) days before the next meeting of the committee, handles committee correspondence and announcements/postings, maintains relicensure records, and chairs the committee when the chairperson is absent. Though the officers may not personally perform all of the assigned duties, they are responsible for their timely and successful performance. VIII. RESPONSIBILITIES OF LICENSEE It is the responsibility of the person seeking the renewal of a continuing license to submit the application, appropriate verification, and other supporting materials to the local committee of the employing school district, in accordance with the procedures and due dates established by the committee and stated in these guidelines. It is also the responsibility of the applicant to make certain that the completed application and processing fee are forwarded to the Educator Licensing Section, Minnesota Department of Education, after endorsement by the committee. Teachers renewing in any calendar year are encouraged to submit an online Application For Renewal of A Minnesota Full Professional Education License to the Minnesota Department of Education, by March 1. When the renewed license is received by the applicant, one copy is to be forwarded to the human resources office to be placed in the permanent record file. The original copy is to be kept by the applicant. Information on the relicensure procedure may be obtained online at the Minnesota Department of Education website at: http;lleducation.state.mn.us/mde/teacher_support/educator_licensingiapply_renew_lice nse/index.html. Although the committee is charged with record keeping, since licensure is a personal responsibility, each applicant is urged to keep a duplicate set of records to avoid accidental loss during the licensure process. In order to facilitate planning of meeting agendas, licensed staff need to submit their applications for renewal clock hours to the committee at least two (2) days before a regularly scheduled meeting. To avoid a backlog of work for the committee at anyone meeting, applicants are to submit requests for final approval of renewal clock hours to the committee within one (1) year after completion ofthe continuing education activity. If continuing licensure is requested in two or more areas (for example, math and special education), the applicant should earn at least 0 clock hours in each area in which licensure is requested. A total of no fewer than 125 clock hours, with priority given to work in areas in which the candidate 7

8 is employed during the licensure period, must be earned in each five-year relicensure period, from July 1 of the year of issuance through June 0 of the year of expiration. No "banking It of hours is allowed, but clock hours earned after an application has been submitted may be applied to the next renewal period. The licensee must choose experiences for clock hour credit that aid him or her in maintaining and improving general, academic, or professional qualifications. The applicant is responsible to show that the experience does contribute to increased competency as shown by indicators such as: 1. Growth in academic areas directly related to the professional's teaching field. 2. Growth in interpersonal communication skills.. Growth in pedagogical techniques with potential for application. 4. Growth in professional breadth and general educational knowledge. Additionally, each applicant shall include in their renewal requirements 1 hour in each of the five areas required by Minnesota Statute 122A.09, Subdivision 4 and completion of the Professional Reflection and Growth form. 1. Positive behavior interventions; 2. Accommodating, modifying and adapting curricula, materials and strategies to to appropriately meet the needs of individual students. Reading preparation 4. Understanding the key warning signs of early-onset mental illness 5. Technology integration (for licenses that expire 6//12 or later) 6. Evidence of professional reflection and growth (for renewal of licenses that expire 6/0/12 or later) It is the responsibility of the licensee to provide appropriate verification for the expenences required by Statutes 122A.09, Subdivision 4. Although activities of several kinds are to be undertaken for renewal clock hours, each must provide opportunity for NEW professional growth, as opposed to repetition of previous growth/knowledge. Except for item G, sub-item (1), teaching experiences for which licensure is required do not qualify for renewal clock hour credit. In order to facilitate renewal clock hour approval, the applicant is to express professional growth objectives clearly and thoughtfully on a separate sheet to be attached to the renewal clock hour approval form. The objectives are to state fully what the applicant anticipates gaining from the experience in relation to the teaching function. Examples of appropriate objectives might include these: "To increase my knowledge of..." "To improve my understanding of..." "To improve my ability to deal with..." 8

9 The more concrete and specific the objective is, the more precisely the applicant will be able to assess accomplishment, and the more easily the experience can be evaluated by the local committee. The applicant is to have renewal clock hours granted by the committee of the district where he or she was employed when the experience was completed. If a licensed person employed by a school district becomes employed by a different district during a renewal period, the applicant should request the committee to transfer renewal clock hours already earned and granted during that renewal period to the local committee in the new district. Unless obviously granted contrary to rules, renewal clock hours will be accepted by the new committee. Persons who have not been employed by a school district for a period of time will be granted renewal clock hours in one ofthe following ways: 1. Hours may be granted by the local committee of the district where the applicant was last employed, or by the local committee of the district where the applicant currently resides, if accepted by the local committee. 2. Persons who have never been employed on a continuing basis by a school district in Minnesota shall affiliate with the local committee in the district in which they reside.. Persons residing out of the state of Minnesota who wish to maintain continuing Minnesota licensure may continue a previous committee affiliation or may make application for renewal to the Board of Teaching in accordance with provisions of the licensure rules governing continuing education. Information and forms for application to the Board are available from the Educator Licensing Section. IX. APPEAL PROCEDURES Decisions concerning whether to grant renewal clock hours and the number of hours to be granted (within legal parameters of the rule) are made by the local committee, which also must consider other relevant factors. For example, it may determine that hours should not be granted a second time for activities that are not essentially different. On the other hand, it may determine that additional hours are applicable if new dimensions can be validated for a second experience, according to the description of the activity and the professional development objectives provided on the renewal clock hour request form. When an applicant has not been granted the requested number of renewal clock hours by a local continuing education committee, an appeal may be made to the local committee. An applicant must appeal to the local committee within twenty (20) working days after notification of the decision of the local committee. Failure to file a written request with the local committee for an appeal within twenty (20) working days constitutes a waiver ofthe individual's right to appeal. Decisions by a local committee for continuing education denying the appeal may be appealed to the Board of Teaching by the applicant within thirty (0) calendar days after the date the denial is 9

10 reaffirmed. Appeal forms for the state level are available upon request. For local appeal, no special forms are required. In cases where the applicant has not been granted the required number of renewal clock hours for relicensure, the local committee will not endorse the application for renewal of the continuing license. In the event that the renewal clock hours under appeal result in loss of licensure, it shall be the responsibility of the appellant to inform the manager of licensing of such loss of licensure. The manager of licensing shall extend the previous continuing license until all avenues of administrative appeal have been exhausted. X. EXPLANATION OF SAMPLE CLOCK HOUR CATEGORIES The seven major categories and their ten subdivisions are excerpted directly from the relic ensure rule and MUST be used as categorical headings in the local committee guidelines, including allocation ratios and maximums where indicated in rule. The examples are included to illustrate the intent of the various categories and to suggest specific activities that might be applied. They do not constitute an exclusive listing of appropriate activities. In addition, 1 hour is required in each of the 4 areas as per the Board of Teaching Rules, Section : Reading, Positive Behavior Interventions, Early Recognition Signs of Mental Illness and adaptation of curriculum, materials, and instruction to appropriately meet the needs of varied students in achieving graduation standards. XI. CLOCK HOUR CATEGORIES The continuing license, valid for five years, is issued to applicants who have met the requirements for the issuance of the continuing license as set forth in the rules ofthe Board of Teaching. A license renewal period begins on July 1 of the year of expiration. Applications for renewal are accepted for processing by the Minnesota Department of Education after January 1 of the year of expiration. A valid continuing license will be renewed for subsequent five-year periods when an applicant presents evidence of having been granted 125 clock hours by the local continuing education committee during the five-year period immediately preceding the date on which the renewal is to be made effective. A renewal clock hour is defined as "an hour of actual instruction, supervised group activities, or planned professional development. li Current emphasis in continuing education for teachers is on professional development. All experiences must be appropriate to the licensure area and be justified as experiences that aid the applicant in maintaining and improving general, academic, or professional qualifications. Except for item G, sub-item (1), teaching experiences for which licensure is required shall not qualify for renewal clock hour credit. Renewal clock hours must be earned from at least two activity 10

11 categories and be accumulated within the five-year period from July 1 of the year of issuance through June 0 of the year of expiration. Hours may not be "banked" for use toward future renewals, but clock hours earned after an application for renewal has been submitted may be applied to the next renewal period. An applicant who seeks renewal of a continuing license for two or more areas should allocate at least 0 clock hours to each ofthe licensure areas for a total of no fewer than 125 clock hours, with priority given to work in areas where the candidate is employed during the licensure period. Those candidates possessing administrative licensure may allocate renewal clock hours for the renewal of teaching licensure in this same manner. The renewal clock hour categories A-G are specified in the relicensure rule and MUST be adopted by all local committees. Also the following renewal clock hour allocations are stipulated in rule: One quarter credit equals 16 renewal clock hours One semester credit equals 24 renewal clock hours Categories B-1: One clock hour of participation equals one renewal clock hour Supervision of clinical experiences of persons enrolled in teacher licensure programs for one quarter or one semester equals ten renewal clock hours. One week of travel for purposes of improving instructional capabilities equals ten renewal clock hours. Maximums from the rules are as follows: Supervision of clinical experiences 0 renewal clock hours. Supervision of clinical experiences for 16 weeks shall be 0 clock hours and supervision for 8 weeks shall be 15 clock hours. Travel to improve instructional capabilities 5 renewal clock hours. IN EACH FIVE-YEAR RELICENSURE PERIOD, A MINIMUM OF 90 CLOCK HOURS OF THE REQUIRED 125 CLOCK HOURS OF CONTINUING EDUCATION MUST BE EARNED FROM AMONG THE CATEGORIES IN ITEMS A TO D. AT LEAST 45 OF THE 90 CLOCK HOURS MUST BE EARNED IN PROGRAMS THAT ARE CONSISTENT WITH LOCAL CONTINUING EDUCATION COMMITTEE GOALS IF THE PROGRAMS ARE LOCALLY A V AILABLE. A. Relevant course work completed at accredited colleges and universities: To be verified by transcript or grade slip. 11

12 Note: An audit or a non-credit course (appropriate for professional growth) requires verification from the teacher of the course that work completed was equivalent to work required for credit, in which case renewal clock hours will be equal to renewal clock hours for a credit course. If work was not equivalent, the experience will be treated as a workshop and evaluated on a clock hour basis. Allocation: One quarter credit equals 16 renewal clock hours One semester credit equals 24 renewal clock hours B. Attendance at educational workshops, conferences, institutes, seminars, or lectures in areas appropriate to licenses held: To be verified by attendance certificate or written statement from workshop sponsor, with validation ofhours ofparticipation. Note: These are organized, structured learning experiences presented and attended for the purpose of professional development in education. They do not include travel time to the workshop, registration, meal or coffee breaks, negotiation sessions, or "business meeting" portions ofprofessional meetings. Acceptable examples: workshops. Education Minnesota conferences; PLC; special education Allocation: One hour of attendance equals one renewal clock hour. C. Staff development activities, inservice meetings, and inservice courses: To be verified by attendance certificate or written statement of inservice sponsor, with validation ofhours of participation. Note: This category does not include regular faculty meetings or preschool workshop hours spent working on preparation for one's own contracted assignment. Acceptable examples: Local inservice/staff development workshops or courses, athletic or coaching inservice workshops or clinics, portions of fall preschool local workshops that are structured educational learning experiences. Allocation: One hour of attendance equals one renewal clock hour. D. Building, district, regional, state, national, or international curriculum development: To be verified by written statement of administrator of the educational unit responsible for the curriculum development, with validation ofhours of participation. 12

13 Acceptable examples: Serving as a department chairperson or a grade level leader, development of curriculum for use with student teachers, curriculum revision in a discipline, AIDS education materials. Allocation: One hour of development/learning time equals one renewal clock hour. A MAXIMUM OF 5 CLOCK HOURS MAY BE EARNED IN THE COMBINED CATEGORIES E, F and G. EXCEPT FOR E(l) AND G(), ALLOCATION IS ONE CLOCK HOUR FOR ONE HOUR OF PARTICIPATION. E. Professional service in the following areas: (1) Supervision of clinical experiences of persons enrolled 1ll teacher licensure programs. To be verified by written statement of local administrator or college representative responsible for the student teaching experience, with validation of hours of participation. Allocation: For supervision of clinical experiences of persons enrolled in teacher licensure programs, the following renewal hours shall be granted: See Clinical Experience Addendum (see page 17). (2) Membership on national, state, and local committees involved with licensure, teacher education, or professional standards. To be verified by written statement of committee chairperson or representative of agency responsible for committee operation, with validation ofhours ofparticipation. Note: Membership on other committees is NOT INCLUDED in this category. Acceptable examples: Local continuing education committee, state licensure committee, professional standards committee, staff development committee, or teacher testing committee. Allocation: One hour of activity equals one renewal clock hour. () Participation in national, regional or state accreditation. To be verified by written statement of representative of accrediting agency, with validation of hours of participation. Acceptable examples: evaluation. North Central accreditation, state vocational program Allocation: One hour ofparticipation equals one renewal clock hour. 1

14 F. Leadership experiences in the following areas: Note: The rule requires these activities to be "leadership" expenences, meaning beyond normal "membership" or "participation." (1) Development of new or broader skills and sensitivities to the school, community, or profession. To be verified by written statement of representative of the agency or organization in which the activity occurred, with validation of the applicant's leadership role, the hours of participation, and the way in which the service contributed to the well-being of the agency or organization. Acceptable examples: Supervision of student teaching, scouting or 4-H leadership, jury duty, political leadership, region or state advisor position such as for track or other extracurricular activities, leadership in community theatre, direction of planning and production of television or other special programs for professional growth and use in the school or for the media, offices held in community organizations, chair of textbook evaluation or child study committee. Allocation: One hour of leadership equals one renewal clock hour. Each quarter or semester of student teaching supervision equals ten renewal clock hours. (2) Publication ofprofessional articles in a professional journal in an appropriate field. To be verified by copy of the article and a summary of the experience, including number ofhours and type ofresearch used to develop new knowledge for incorporation into the article. Allocation: One hour of learning time equals one renewal clock hour. () Volunteer work in professional organizations related to the areas oflicensure held. To be verified by written statement from an official representative of the professional organization, with validation of hours and type of active leadership. Acceptable examples: Leadership positions such as president, committee chair, or other officer in MBEI, MITEA, HEED, National Council ofteachers of English, etc. Allocation: One hour of service equals one renewal clock hour. G. Opportunities to enhance knowledge and understanding of diverse education settings in the following areas: (1) Experiences with students of another age, ability, culture, or socioeconomic level. 14

15 To be verified by written statement from the administrator of the educational agency for which the teaching was done, with validation ofhours of active student contact and a description of student characteristics in regard to being "of another age, ability, culture, or socioeconomic level II compared to the teacher's regular assignment. Note: These experiences must not be a matter of teaching the same content repeatedly or of simply teaching one's regular assignment in a different setting or time frame (such as in an extended summer school contract). Repeated experiences will be evaluated in terms ofdiminishing return and the degree to which professional growth results. Acceptable examples: Exchange situations with different types of students as given above, ESL instruction, teaching related adult education classes, summer school with accelerated or special students for mainstream teacher. Allocation: One hour of activity equals one renewal clock hour. (2) Systematic, purposeful observation during visits to schools and to related business and industry. To be verified by a written statement from an official representative of the school or business/industry visited, with validation of educational content and hours involved in the visit. Acceptable examples: Foreign school study tour, observation of Legislature, tour of ceramic plant for art teacher or of electronics firm for industrial teacher, observation in model technology site or recognized exemplary program. Allocation: One hour of observation equals one renewal clock hour. To be verified by submitting a detailed trip itinerary including appropriate transportation, lodging, and/or trip receipts, clearly stated educational objectives for the trip, a summary report of the experiences undertaken to accomplish the objectives, and justification of how the experience contributed to improved instructional capabilities. Preapproval is required. Allocation: One week of travel equals ten clock hours up to a maximum of5. (4) Work experience in business or industry appropriate to the field oflicensure. 15

Self-employment is to be verified as bona fide work experience by a written statement from a reputable representative of the work field in which the selfemployment occurred, or from copies of the applicant's business records, with validation of work hours and duties. Note: The work experience must consist of more than repetition of what the applicant already knows. Acceptable examples: Office employment using current technology for business teacher, paid work on library board for English teacher, historical society employment for social studies teacher, Red Cross or other health occupation employment for health teacher, business management (including legitimate paid self-employment) related to the license held, construction work for industrial teacher, paid translator work for language teacher. Allocation: One hour of employment equals one renewal clock hour. XII. NATIONAL BOARD CERTIFICATION Verification that a teacher is actively engaged in and making progress toward National Board of Professional Standards Certification or other national professional teaching certification approved by the Board of Teaching at the time of renewal is equivalent to fulfilling all clock hour requirements for continuing license renewal. If the certificate expires during the five-year renewal period, the hours completed under this section shall be prorated, and the teacher shall be required to complete a prorated number of clock hours for the years the certificate is not in effect. 16
