3 FUSRAP Program History Atomic Energy Commission (AEC) created a survey program, to determine if additional decontamination was required at former Manhattan Engineering District (MED) & AEC activities related early atomic weapons program DOE assumed AEC s responsibilities and formalized the program to identify and survey sites Congress transferred execution of FUSRAP cleanups to USACE. FY 98 Energy & Water Appropriations Act DOE retained referral and long term management responsibilities (now DOE Legacy Management (LM)) 3
4 USACE FUSRAP Program Identify, evaluate and cleanup or control sites where residual radioactivity exceeding current guidelines remains from MED/AEC contract activities. Use CERCLA process (Comprehensive, Environmental, Response, Compensation and Liability Act aka Superfund ) Directed to perform Cost Recovery activities (DOJ lead ) Perform work in NPL, NRC License and DoD environments Sites can only be added to the USACE program through referral from DOE LM or congressional action Need to negotiate access to Industrial, Residential, Public Areas to perform work 4

10 Issues Program Outlook for 2017 New administration Expect budget constraints to continue Rate of cleanup progress continues to slow Contract awards taking more time Continuing Resolution (CR) Goals 1Q & 2Q at a minimum Maximize use of funding received Plan for return of Sequestration in FY 2018 or other funding constraints 2018 Start a backlog of sites ready to bid, but can not start until a current site finishes 10
