1 Office of Emergency Management (OEM) National Incident Management System (NIMS) Who Takes What? This document is meant to be used as guidance, and is offered by the Office of Emergency Management for the State of Oregon (OEM) to clarify the recurring Who Takes What question. For more detailed information on the courses and target audiences, please see the NIMS Five-ear Training Plan at: TRAINING REQUIREMENTS FOR FEDERAL F 2011 (Valid through September 30, 2011) All personnel with a direct role in emergency management or emergency response are required to take these courses: IS 700a ICS 100* All personnel at the following levels of responsibility in emergency management and incident response operations: first-line supervisor, mid-level management and command and general staff, are required to take these courses: IS 700a ICS 100* ICS 200* All mid-level management personnel, including persons serving as command staff, section chiefs, strike team leaders, task force leaders, unit leaders, division/group supervisors, branch directors, and multiagency coordination system/emergency operations center staff are required to take these courses: IS 700a ICS 100* ICS 200* ICS 300* All personnel serving as Command and General Staff in an ICS organization, select department heads with multiagency coordination system responsibilities, area managers, emergency managers, and multiagency coordination system/ emergency operations center managers are required to take these courses: IS 700a IS 701 ICS 100* ICS 200* ICS 300* ICS 400* PLEASE NOTE: Local emergency management and response agencies must determine what NIMS and ICS training is required of their personnel. 2 In addition to the requirements listed above: Emergency managers and all public information officers with a role in emergency management or emergency response are required to take these courses: IS 702 Emergency managers and other emergency management and response personnel with a significant resource management role are required to take these courses: IS 703* * Local emergency management and response agencies should determine who within their organizations has significant resource management responsibilities based on their incident and emergency management plans. Emergency managers and all emergency management and response personnel with a significant role in the development of, planning for, and/or management of communications or incident information systems are required to take these courses: IS 704* * Local emergency management and response agencies should determine who within their organizations has significant communications and incident information management responsibilities based on their incident and emergency management plans. Emergency managers and all emergency management and response personnel with a role in the development of mutual aid agreements and/or mutual aid operational plans are required to take these courses: IS 706* * Local emergency management and response agencies should determine who within their organizations has responsibility for developing mutual aid agreements and/or mutual aid operational plans. All emergency management/response personnel whose primary responsibility is emergency management, including personnel with overall emergency management responsibilities as dictated by law or ordinance, officials with overall emergency management responsibilities through delegation, and officials primarily involved in emergency planning are required to take these courses: IS 800b IS-705 and IS-707 are listed in the Five-ear Training Plan as NIMS courses that will be required. However, those courses have not been developed yet and are unavailable for completion. They are not required in Oregon for F 2011 NIMS compliance. March 2011
