JOINT STAFF SUBJECT: 2017 Secretary of Defense Award for Excellence in Maintenance Training, Advice, and Assistance of Foreign Security Forces The Secretary of Defense Award for Excellence in Maintenance Training, Advice, and Assistance offoreign Security Forces was established and announced by the attached Under Secretary ofdefense for Acquisition, Technology, and Logistics memorandum. The awards are designed to recognize the highest levels ofachievement in providing training, advice, and assistance to establish self-sustaining maintenance capabilities of foreign security forces. The responsibilities and processes included in the memorandum will be used for the 2017 awards cycle. The instructions state that Combatant Commanders may forward no more than one Ministerial-level and one Operational-level training, advice, and assistance nomination package for a deserving team or organization. In 2017, DoD Instruction , Secretary of Defense Maintenance Awards, will be updated to include the addition of the Foreign Security Forces award category. Please notify each Commander ofthe Combatant Commands that the nomination deadline for the Secretary of Defense Award for Excellence in Maintenance Training, Advice, and Assistance of Foreign Security Forces is May 19, To be considered for these awards, nomination packages must be submitted via the Combatant Commanders to the Deputy Assistant Secretary of Defense for Maintenance Policy and Programs. Advice, and Assistance offoreign Security Forces Category The Department of Defense (DoD) has a long tradition ofrecognizing excellence in maintenance operations through our annual awards program. Each year we award the Robert Mason Trophy, recognizing the best depot maintenance organization, and the Phoenix Trophy, recognizing the best ficld-lcvcl maintenance organization. This year, I am pleased to announce we will be adding a new category to our Secretary of Defense Maintenance Awards program. U.S. foreign policy holds that training, advice, and assistance to developing countries* militaries arecritical instruments of our national security policy. These efforts advance our policy goals and thoseofinternational coalitions by influencing the development ofhost nation military capabilities, therebystrengthening internal, regional, and international stability. This memo establishes a new categoryofthe SecretaryofDefense Maintenance Awards to recognize the highest levels of achievement in providingtraining, advice, and assistance to establish self-sustainingmaintenance capabilities of foreign security forces. DoD Instruction , "Secretary of Defense Maintenance Awards," will be updated to include the addition of this award category at its next revision. In the interim, nominations for this award category arc due by August 13,2014,and the award will be presented at the annual Maintenance Awards Banquet in November 2014, held in conjunction with the2014 DoD Maintenance Symposium. The responsibilities and process for nominations during the interim period are attached. I am also soliciting nominations for the name ofthe new award. We are considering two approaches: 1) naming the award after an individual killed in the line ofduty while performing training, advice, and assistance to foreign security forces or 2) naming the award after a symbol that is representative ofthe work. 3 Responsibilities and Process for the Secretary ofdefense Maintenance Awards Maintenance Training. Advice, and Assistance offoreign Security Forces Category Award Category Maintenance Training, Advice, and Assistance offoreign Security Forces Responsibilities Combatant Commanders may forward no more than one Ministerial-level and one Operationallevel training, advice, and assistance nomination package for adeserving team ororganization to theassistant Secretary ofdefense for Logistics and Materiel Readiness (ASD(L&MR)) for evaluation by the Secretary of Defense Maintenance Awards Selection Board. The Under Secretary of Defense for Acquisition, Technology, and Logistics shall act as the approval authority for the final selectionofthe Secretary ofdefense Maintenance Awards Program winners. ASD(L&MR) shall convene and conduct the Secretary ofdefenseawards Selection Boards. Eligibility All teams and organizations that are deployed in support ofa named operation and include maintenance training, advice, and assistance offoreign security forces as a major element oftheir assigned responsibilities areeligible to compete forthe Ministerial-level or Operational-level award. Period ofperformance The inclusive period will be the 12-month period starting January 1and ending December 31 of each year. Nomination packages may address accomplishments that occurred any time during the period ofperformance. Evaluation Factors to be Addressed (1) Mission Accomplishments (Weight Factor - 50): This section should contain adescription ofmission accomplishments for theinclusive period Accomplishments will stress maintenance training, advice, and assistance efforts and their impacts onthe foreign security force's readiness. Explicitly highlight how these efforts contribute to the foreign force's self-sustaining capabilities. (2) Integration and Involvement with Foreign Security Forces (Weight Factor «30): Include a description oftheintegration, involvement, and interactions with foreign security force counterparts and the resultant outcomes. (3) Innovative and EffectiveUseofTraining, Advice, and Assistance Resources (Weight Factor =20): Include a description ofsignificant accomplishments thatshow efficientand effective use oftraining, advice, and assistance resources.

4 Nomination Package Requirements The nomination package will not exceed 10 pages, excluding the cover, table of contents, endorsements, dividers, and proposed citation. Before submission, the nomination package will be cleared for public release to military and civilian news services. Nomination packages will be provided electronically in Portable Document Format (PDF). The nomination package will not include classified information. Selection Board Appointment and Review ASD(L&MR) will appoint board members with the following structure: DASD (Mx) - Chairman JS/VJ4 Selection Board Member Army Selection Board Member Marine Corps Selection Board Member Navy Selection Board Member Air Force Selection Board Member Board participants will be GO/FO/SES level. Evaluations will be based solely on the content in the nomination packages.

5 NOMINATION PACKAGE FORMAT Maintenance Training. Advice, and Assistance offoreign Security Forces Award a. Section 1 (1) Identification ofsubmitting CombatantCommand (2) Award categoryidentification: Ministerial-level or Operational-level (3) Identification ofnominated unit, team, or organization (4) Organizations commander's name and mailing address. (5) Primary andalternate POC information for nominated units, including name, address, commercial telephone number, DSNnumber, and cell phone number. (6) Nominated activity's size, specifyingthe number ofu.s. Government civilian, contractor, and military personnel. (7) Mission statement for the nominated activity(approximately five or fewer lines). b. Section 2. Content addressing the following evaluation factors: (1) Mission Accomplishments(Weight Factor = 50). A description ofmission accomplishments for the inclusive period. Accomplishments will stress maintenance training, advice, and assistance efforts andtheir impacts on the foreign security force's readiness. Explicitly highlight how these efforts contribute to the foreign force's self-sustaining capabilities. (2) Integration and Involvement with Foreign Security Forces (Weight Factor = 30).
