1 BIOGRAPHY General Carter F. Ham, U.S. Army, Retired General Ham is the president and chief executive officer of the Association of the United States Army. He is an experienced leader who has led at every level from platoon to geographic combatant command. He is also a member of a very small group of Army senior leaders who have risen from private to four-star general. General Ham served as an enlisted infantryman in the 82nd Airborne Division before attending John Carroll University in Cleveland, Ohio. Graduating in 1976 as a distinguished military graduate, his service has taken him to Italy, Germany, Kuwait, Saudi Arabia, Macedonia, Qatar, Iraq and, uniquely among Army leaders, to over 40 African countries in addition to a number of diverse assignments within the United States. He commanded the First Infantry Division, the legendary Big Red One, before assuming duties as director for operations on the Joint Staff at the Pentagon where he oversaw all global operations. His first four-star command was as commanding general, U.S. Army Europe. Then in 2011, he became just the second commander of United States Africa Command where he led all U.S. military activities on the African continent ranging from combat operations in Libya to hostage rescue operations in Somalia as well as training and security assistance activities across 54 complex and diverse African nations. General Ham retired in June of 2013 after nearly 38 years of service. Immediately prior to joining the staff at AUSA, he served as the chairman of the National Commission on the Future of the Army, an eight-member panel tasked by the Congress with making recommendations on the size, force structure and capabilities of the Total Army. He resides with his wife, Christi, in Arlington, Virginia.

2 The Honorable Heidi Shyu The Honorable Heidi Shyu, is the Chairman of the Board for Roboteam North America, member of the Board of Trustees for Aerospace Corporation and the UCLA Dean s Executive Board. She is on the Carnegie Mellon University Software Engineering Technical Advisory Group and on the Senior Advisory Group for several defense and start-up companies. She is the CEO of Heidi Shyu Inc. Previously, she was the Assistant Secretary of the Army for Acquisition, Logistics and Technology, ASA(ALT), from Sept to Jan Prior to this, she served as the Acting ASA(ALT), from Jun and the Principal Deputy starting Nov As the ASA(ALT), she served as the Army Acquisition Executive, the Senior Procurement Executive, the Science Advisor to the Secretary of the Army, and the Army s Senior Research and Development official. She had principal responsibility for all Department of the Army matters related to logistics. She led the execution of the Army s acquisition function and the acquisition management system. Her responsibilities included providing oversight for the life cycle management and sustainment of Army weapons systems and equipment from research and development through test and evaluation, acquisition, logistics, fielding, and disposition. She was responsible for appointing, managing, and evaluating Program Executive Officers and managing the Army Acquisition Corps and the Army Acquisition Workforce. Prior to this position, she was the Vice President of Technology Strategy for Space & Airborne Systems (SAS) at Raytheon. She also held several senior leadership positions there, including Corporate VP of Technology & Research, VP & Technical Director of SAS, VP of Unmanned & Reconnaissance Systems. Previously she served as a Project Manager at Litton Industries and was the Principal Engineer for the Joint STARS Self Defense Study at Grumman. She began her career at Hughes Aircraft Company. Heidi holds a BSc. Degree in Mathematics from the University of New Brunswick in Canada, a Master of Science (MS) Degree in Mathematics from the University of Toronto, MS Degree in System Science (Electrical Eng) from the University of California, Los Angeles (UCLA), and the Engineer Degree from UCLA. She received an Honorary Doctorate of Science from the UNB. She is also a graduate of the UCLA Executive Management Program and the University of Chicago Business Leadership Pgm. A member of the Air Force Scientific Advisory Board from 2000 to 2010, she served as the Vice Chairman from 2003 to 2005 and as Chairman from 2005 to HON. 3 The Honorable Dr. Bruce D. Jette Assistant Secretary of the Army (Acquisition, Logistics and Technology) and Army Acquisition Executive Dr. Bruce D. Jette was confirmed by the United States Senate as the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) on December 20, 2017, and sworn into office on January 2, In this position, he serves as the Army Acquisition Executive, the Senior Procurement Executive, the Science Advisor to the Secretary of the Army, and the Army s Senior Research and Development official. He also has principal responsibility for all Department of the Army matters related to logistics. Dr. Jette leads the execution of the Army s acquisition function and the acquisition management system. Prior to his confirmation, Dr. Jette served as President and Chief Executive Officer of Synovision Solutions, LLC, an innovative company he founded to provide management and technical consulting, engineering services, and project management in support of military and governmental agencies, as well as commercial industry. A decorated veteran of 28 years of active duty, Dr. Jette retired as a Colonel following a career that included several armor and cavalry company commands, two overseas tours, various staff assignments at the battalion and brigade level, and over two years of operational deployments to Afghanistan, Iraq and Kuwait. Highlights of his previous acquisition service include founding the U.S. Army Rapid Equipping Force; serving as Program Manager for Soldier Systems which led to the establishment of Program Executive Office Soldier; and being honored as U.S. Army PM of the Year for his success as Product Manager for all Army airborne electronic warfare systems. Dr. Jette is a graduate of the United States Military Academy with a Bachelor of Science degree in Nuclear Engineering and Chemistry. He also holds both a Master of Science degree and a Doctorate in Electronic Materials from the Massachusetts Institute of Technology. He was an Adjunct Professor at the Edmund A. Walsh School of Foreign Service Security Studies Program at Georgetown University. 4 Biography Department of the Army Stuart A. Hazlett Deputy Assistant Secretary of the Army (Procurement) On 2 October 2017, Mr. Stuart Hazlett, a member of the Senior Executive Service, was appointed as the Deputy Assistant Secretary of the Army (Procurement). The DASA(P) provides executive leadership and supervision of all aspects of the Department of the Army s procurement mission, including: development and dissemination of policies and procedures, management of operations, programs and business systems, and oversight over the organization and its resources. Mr. Hazlett is responsible for over 270 Army contracting offices worldwide executing contracts in direct support of Army operational readiness, supporting: major weapons systems, research and development, supplies and services, information technology, installation support, construction, humanitarian assistance, disaster relief and operational contracting in support of deployed forces. Under his cognizance, the Army executes approximately 297,000 contracting actions with obligations over $74 billion annually. He ensures the proper execution of Federal, Defense and Army regulations for acquisition, procurement and related business practices. As the Functional Career Representative for Contracting, the DASA(P) oversees the recruitment, training, certification and professional development of the 8,000 Army military and civilian contracting workforce, worldwide. Assad Director, Defense Pricing and Defense Procurement and Acquisition Policy Mr. Shay D. Assad is a career acquisition professional with more than 45 years experience in federal government and commercial business in the fields of contracting, pricing, acquisition management, logistics, and financial management. Prior to embarking on his current tenure as a member of the Senior Executive Service in the Office of the Secretary of Defense, he served for over 20 years in the private sector, after starting his career in the U.S. military. Throughout his career, Mr. Assad has led large organizations with complex budget and fiscal challenges during periods of substantial change. Mr. Assad is the Director, Defense Pricing (DP)/Defense Procurement and Acquisition Policy (DPAP), in the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). He is responsible for contract pricing and procurement policy matters within DoD, whose 30,000 contracting professionals spend over $300 Billion annually. He serves as the principal advisor to the Under Secretary of Defense for Acquisition and Sustainment (USD (A&S)) (formerly Acquisition, Technology and Logistics) and the Defense Acquisition Board on acquisition and procurement negotiation strategies for all major weapon systems programs, and major automated information systems programs. He is responsible for assisting the USD (A&S) in the implementation of the Department s operational priorities, including business reform initiatives to reduce operational costs and speed delivery to the warfighter. Mr. Assad is DoD s senior advisor for all program related contract negotiation matters, to include multiyear contracting. He established and maintains DoD s peer review program, which supports the Military Components by reviewing contracts to ensure consistency in policy implementation, quality in contracting, and cross-fertilization of best practices across the Defense enterprise. He oversees domestic, international, and contingency contract policy for DoD, including competition, source selection, warranties, leasing, and associated e-business solutions. He is responsible for DoD procurement regulations, providing oversight of the Defense Federal Acquisition Regulation Supplement and serving as the DoD member of the Federal Acquisition Regulation council. He also serves as co-leader and proponent of the DoD Pricing and Contracting Functional Community. Mr. Assad became a federal government civil servant in 2004 as the assistant deputy commandant, installations and logistics for contracts at headquarters, the Marine Corps, Washington, DC, serving as the senior civilian contracting official for the U.S. Marine Corps. Mr. Assad joined OSD in April 2006 as the Director, DPAP, and served in that position through June During his first tenure as Director, DPAP, he concurrently served in other AT&L leadership positions. In January 2009, he assumed the position of Acting Deputy Under Secretary of Defense for Acquisition and Technology; serving in an advisory function to the Secretary, Deputy Secretary, and USD(AT&L) on matters relating to the

Prior to his government service, Mr. Assad had a distinguished 22-year private sector career in the defense industry. From 1978 to 2000, Mr. Assad worked for the Raytheon Company, holding positions of increasing authority, including Vice President Director of Contracts; Senior Vice President, Contracts; Executive Vice President; and Chairman and Chief Executive Officer of Raytheon's Engineering and Construction (RE&C) business with eleven offices world-wide, revenue of $2.7 Billion, and 15,000 employees. In his contracting positions at Raytheon, he was responsible for over $20 Billion in contract negotiation and administration activities in all of Raytheon's businesses both government and commercial. In addition to his contracting duties, Mr. Assad was given numerous program and business management special assignments by Raytheon's Executive Office. These assignments spanned participation in all three of Raytheon's major operating businesses (Government, Aviation, and Engineering and Construction). Following his successive positions within the company, he retired from Raytheon in July He has received numerous federal service awards. In December 2015, Mr. Assad was awarded a Distinguished Executive Presidential Rank Award, which recognizes career SES members for extraordinary, sustained service. Earlier, Mr. Assad was awarded the Secretary of Defense Distinguished Service Medal, which is DoD s highest civilian award. His other awards include: 1) the Secretary of Defense medal for exceptional civilian service; 2) the Secretary of Defense medal for meritorious service; 3) the Department of Defense Inspector General Joseph H. Sherick Award (the highest honor given to non-ig employees); 4) the 24th Annual Gilbert A. Cuneo Lecturer at the Judge Advocate General s School; 5) the inaugural recipient of the 2008 Osborne A. "Oz" Day Award as the federal executive who has done the most to increase the awareness of Ability One employment opportunities for those who are blind or severely disabled, and 6) the E. Richard "Dick" Alley Career Achievement Award which is given to one federal employee whose long-term dedication and support of the AbilityOne Program is exemplary, and worthy of the Committee's highest recognition; 7) the Defense Acquisition University (DAU) s David Acker Award for Acquisition Excellence; and 8) a Meritorious Presidential Rank Award. He was inducted into the DAU Hall of Fame in recognition of his service to DAU. Blake is the Deputy Assistant Secretary for Contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C. He is responsible for all aspects of contracting relating to the acquisition of weapon systems, logistics, operational, and contingency support for the Air Force. Prior to this assignment, he served as the Commander, Air Force Installation Contracting Agency (AFICA), Office of the Assistant Secretary of the Air Force for Acquisition, Wright-Patterson AFB, Ohio. General Blake entered the Air Force in 1984 through the ROTC program at The Citadel, Charleston, S.C. 24 Paul Debs Paul Debs, President of Advanced Technology Systems Company (ATSC), started his career working in US Senator John McCain s (R-AZ) Senate Office before joining the House Committee For Oversight and Government Reform under Chairman Darrell Issa (R-CA). 25 U.S. Army Contracting Command-Warren John Jolokai PARC/Deputy to the Acting Executive Director Mr. John Jolokai serves as the Principal Assistant Responsible for Contracting (PARC) and Deputy to the Acting Executive Director, U.S. Army Contracting Command-Warren (ACC-WRN). In this capacity, he is responsible for the successful contract execution of a diverse portfolio consisting of multiple combat and tactical major weapon systems as well as intelligence and security related requirements. Prior to his current role, Mr. Jolokai served as Director, Combat and Services Contracting, ACC-WRN. In this capacity, he led three Contracting Divisions and one Pricing Division consisting of more than 200 Contracting personnel executing approximately $3 billion in contract actions in FY17. He also provided direct support to the Executive Director on all matters pertaining to the operation of the Contracting Center. Mr. Jolokai has also served as the Director of Combat Support Contracting. In 2015, he completed an assignment with the Office of the Deputy Assistant Secretary of the Army (Procurement), where he was responsible for developing and implementing policy related to the Army s services acquisitions. After starting with the TACOM Acquisition Center in 2001, Mr. Jolokai has served in a number of contracting positions including the Chief of the ACC-WRN Source Selection Center of Excellence (S3CoE), where he provided training, hands-on assistance and policy guidance on an estimated $10 billion worth of procurements. Mr. Jolokai also served as the Tactical/MRAP Contracting Division Chief providing contracting and acquisition support for the entire life cycle of some of the Army s highest profile programs, including, the Family of Heavy and Medium Tactical Vehicles, the Joint Light Tactical Vehicles, and the Army s only DX rated programs MRAP Vehicles and Route Clearance vehicles. Morton was commissioned a 2nd Lieutenant in Armor through the Reserve Officer Training Corps program at Texas A&M University, were he also earned a Bachelor of Arts degree in History. He holds a Master's degree in Middle Eastern Studies from the University of Texas. His Armor assignments included 1-72 Armor at Camp Casey, Korea; 3-64 Armor at Schweinfurt, Germany; the 1st Armor Training Brigade at Fort Knox, Kentucky and 3-8 Cavalry Squadron at Fort Hood, Texas. After transitioning to the Foreign Area Officer program and studying Arabic at the Defense Language Institute, he served in the U.S. Military Training Mission at Riyadh, Saudi Arabia. He then served as an Assistant G-5, Third U.S. Army/Army Central Command at Fort McPherson, Georgia; Camp Doha, Kuwait and Baghdad, Iraq. He then directed Army Foreign Military Sales at the Office of Military Cooperation in Manama, Bahrain. He then served as an Assistant G-9, III Corps Headquarters at Fort Hood, Texas and as an Operations Officer, Baghdad Operations Command Military Transition Team in Baghdad, Iraq. 27 Bob Spinelli Contracts Manager Platforms & Services, BAE Systems Inc. York, Pennsylvania I joined BAE Systems in 2014 after having served 27 years in the United States Army as a Judge Advocate and a Contracting Officer. My career includes service in the Office of General Counsel for the Naval Supply Systems Command where I specialized in contract law and contract litigation and as a contract law instructor for ESI International as an additional duty. I served as trial counsel and claims judge advocate for the 1 st BDE, 3 rd Infantry Division (Mechanized) at Schweinfurt, Germany, command judge advocate for the US Army Depot Systems Command, as a trial attorney for the Army s Contract Appeals Division where I litigated GAO and ASBCA disputes (including Government claims of defective cost or pricing) on behalf of the US Army, and as the Staff Judge Advocate for Fort Indiantown Gap, PA. My overseas postings included three years in Schweinfurt, Germany, and one year in Kabul, Afghanistan, as the Procurement Fraud Advisor for Afghanistan and judge advocate for Task Force This task force had a quasi-inspector general role combating contract fraud and corruption in theater. While in Afghanistan, I authored with Commander, DCMA-Afghanistan and the Senior Contracting Official- Afghanistan, the Afghan Government s procurement regulation (the equivalent of the US Federal Acquisition Regulation). My final assignment before retirement entailed correcting a $1 Billion Anti- Deficiency Act violation and involved working closely with the Army Budget Office to correct funding obligations on hundreds of contracts. I am currently the Contracts Manager for Bradley, M109A7, M113 and M109A6 programs at York, Pennsylvania. I am a graduate of the US Army War College, Command and General Staff College with my Juris doctor from the Dickinson School of Law and Bachelor of Arts from the University of Notre Dame. I am a Certified Federal Contracts Manager and am DAWIA Level III Certified as a contracting officer. I am a 2016 graduate of the BAE Systems Contract Leadership Programme and served three years as the P&S (Sector) representative on the Inc. Learning & Development Committee. My duties in addition to being the Contracts Manager for the Bradley and Hercules Families of Vehicles include rebutting DCAA post award audits (allegations of defective pricing with recommended price adjustments). Along with Stacy Kesteloot, I negotiated the favorable resolution of seven defective pricing audits with ACC-Warren resulting no findings of defective pricing and no out of pocket costs for BAE Systems other than the giveback proposals submitted previously to the Government. To date, we never conceded defective pricing and have not had to incur costs in adjusting contract values as a result of post award audits. I continue to work closely with our Compliance community, DCMA-York and our DACO in effecting timely contract closeouts, the de-obligation of unliquidated contract obligations and in improving our Business Systems.
