This regulation supersedes UNC Regulation 551-6, dated 20 July It outlines the general responsibilities required to ensure compliance with the terms of the 27 July 1953, Armistice Agreement with regard to personnel authorized to enter the Demilitarized Zone as part of the United Nations Command (UNC) Demilitarized Zone Education and Orientation Program (DEOP). Summary of Change. This version has been amended to include newly approved UNC DEOP sites, authorized maximum and daily capacities for all UNC DEOP sites, and UNC policy that prohibits the use of loudspeakers and other Military Information Support Operations at UNC DEOP sites. Finally, the minimum age for tour participants was modified in chapter 3. Applicability. This regulation is applicable to all units authorized to operate UNC DEOP sites and all military and civilian personnel who enter the Demilitarized Zone to visit these sites.
2 Supplementation. Issue of further supplements to this regulation by subordinate commands is prohibited without written approval by the UNCMAC Secretary, Unit #15294, APO AP Records Management. Records created as a result of processes prescribed by this regulation must be identified, maintained, and disposed of according to Army Regulation Record titles and descriptions are available on the Army Records Information Management System (ARIMS) at Suggested Improvements. 5 Chapter 1 Introduction 1-1. Purpose This regulation prescribes responsibilities and procedures for the operation of the United Nations Command (UNC) Commander s Demilitarized Zone (DMZ) Education and Orientation Program (DEOP). The UNC Commander s DEOP in the Military Armistice Commission Headquarters Area (MACHA) to include the Truce Village at Panmunjeom, and the Swiss and Swedish Neutral Nations Supervisory Commission Camp are approved and managed by the United Nations Command Military Armistice Commission (UNCMAC) and are governed by UNC Regulation References Required and related publications are listed in appendix A Explanation of Abbreviations Abbreviations used in this regulation are explained in the glossary. Chapter 2 Responsibilities 2-1. UNC Commander The UNC Commander, as signatory of the Armistice Agreement, has command responsibility to ensure strict Armistice compliance within the DMZ. The UNC Commander has designated UNC Chief of Staff as the sole authority for approving exceptions to this regulation. The UNC Commander is the approval authority for the establishment and operation of all DEOP sites UNC Chief of Staff The UNC Commander has delegated oversight authority of the UNC DEOP to the UNC Chief of Staff UNCMAC Secretary The UNCMAC Secretary is appointed by the UNC Commander to lead the UNCMAC Secretariat and serve as the UNC Commander s special assistant for Armistice affairs. The UNCMAC Secretariat is the executive organ of UNCMAC and is responsible to supervise Armistice compliance through negotiations, inspections, investigations, observations, education of units in Armistice adherence activities, and authorization of all access into the DMZ and crossings of the Military Demarcation Line (MDL). The UNCMAC Secretary has supervisory responsibility over the UNC DEOP and is the certifying authority for DEOP site operations and the approval authority for non-standard DEOP site visit requests. The UNCMAC Secretary will: a. Establish maximum and daily capacities unique to each UNC DEOP site. Maximum capacity is the upper limit of the number of people that can be present at a UNC DEOP site at any one time. Daily capacity is the upper limit of the number of people that may visit a site during the course of any one day. b. Establish and review all policies concerning the operation of UNC DEOP sites. c. Direct changes to operating procedures, when warranted. 1
6 2-4. Republic of Korea Advisory Group (ROKAG) to the UNCMAC ROKAG is responsible for liaising with the UNCMAC Secretariat on all ROK military sponsored DEOP activities. The ROKAG will: a. Ensure that all ROKA infantry divisions that are authorized to operate UNC DEOP sites are aware of the applicable provisions of this regulation and UNC Regulation b. Ensure that ROKA infantry divisions operating UNC DEOP sites understand their responsibility to provide for the security of all visitors to these areas. c. Collect and consolidate DEOP information from ROKA infantry divisions operating UNC DEOP sites, and report this information on a monthly basis to the UNCMAC Secretariat per appendixes B and figure B UNC Public Affairs Office (PAO) a. Receive requests for media personnel to access UNC DEOP sites, and forward requests with recommended action to the UNCMAC Secretariat 14-days prior to the requested access date. b. Ensure that qualified ROKA PAO escort are assigned to media groups accessing the DMZ. The escort will be a commissioned officer or civilian of equivalent grade; Republic of Korea (ROK) PAO will provide 1 escort for every 10 media personnel (11-20 media will require 2 PAO escorts, media will require 3 PAO escorts, etc.); exceptions to this must be specifically approved by the UNCMAC Secretary. c. Ensure units understand media personnel accessing the DMZ must wear the designated arm band. These arm bands will be provided by the ROK PAO escorts. d. Ensure the number of media personnel within the DMZ at any given time does not exceed 100 personnel. e. Coordinate directly with the UNCMAC Secretariat for media requests that are submitted less than 14-days prior to the requested orientation ROKA Infantry Divisions Operating UNC DEOP Sites: a. Ensure Armistice compliance and exercise authority over operations and access to UNC DEOP sites. The access approval authority shall not be delegated below division level. b. Provide security and positive control for all visitors to UNC DEOP sites. (1) Tour groups must have a military escort at UNC DEOP sites; this responsibility cannot be delegated to vendors or any third party entities. (2) Appropriate measures must be employed to prevent visitors from leaving the confines of the designated UNC DEOP sites. (3) Although outside operators, such as county offices and tour companies, may be authorized to sell tickets, arrange tours, and arrange transportation; procedures must be in 2
7 place to ensure that vendors do not exceed ticket sales beyond the maximum or daily capacities of UNC DEOP site. (4) Provisions must be made to provide basic medical assistance to site visitors and have in place an approved medical evacuation plan. c. Ensure all visitors entering the DMZ are briefed on security and safety issues, and the importance of following all instructions from security personnel and escorts that may be assigned to aid in the administration of UNC DEOP sites. d. Ensure all media requests are submitted to the UNC PAO office. UNC PAO will then forward the media requests to the UNCMAC Secretariat for approval. Ensure approved media visiting UNC DEOP sites are accompanied by a PAO certified escort, and that media are identified in accordance with the UNC Regulation e. Ensure visitors use motorized transportation to and from UNC DEOP Sites unless specifically authorized by UNCMAC to do otherwise. Each site must not exceed the authorized maximum capacity for buses and cars. f. Employ necessary administrative processes to ensure accurate accountability of visitors to UNC DEOP sites and ensure all briefs and information presented to visitors are relevant. g. Provide sufficient shelter and escorts for visitors at UNC DEOP sites to accommodate the authorized maximum capacity, in case of an emergency. h. Report to the UNCMAC Secretariat, via ROKAG, any interruption of DEOP operations due to degraded security situations. The report should outline the security concern and the action taken by the division. Report is to be submitted no later than three hours after security concern is identified. i. Ensure access to UNC DEOP sites for activities other than orientations are submitted and approved by the UNCMAC Secretary as per UNC Regulation This includes any maintenance, renovation, or construction at UNC DEOP sites. j. Receive UNCMAC-led inspections to validate Armistice compliance and certify DEOP site operations and adherence to this regulation and UNC Regulation k. Develop primary and alternate evacuation plans and exercise periodically. l. Submit monthly DEOP site reports, by the 10th of each month, through ROKAG to UNCMAC of the following information for the previous month: (1) Regular visitor count of personnel and vehicles by day and site. (2) Distinguished visitor count by name, title, date, and site. (3) Civilian agency visitor count by day and site. (4) Press agency visitor count by day, personnel and vehicle count, site and PAO contact information. 3
8 (5) Tour companies and civilian vendors operating UNC DEOP sites. m. Notify UNCMAC not later than 24 hours prior to a UNC DEOP site visit by a significant Distinguished Visitor (DV). Significant DVs requiring at least 24 hour notification include: (1) Four star general/flag officers. (2) Provincial governor or person elected to national office. (3) Appointees to ROK national government or foreign national governments. n. Establish memorandums with local agencies administering programs or facilities within designated UNC DEOP sites, as required. Provide UNCMAC with current agreements with any external agencies, relating to the administration of the programs or facilities. o. Every six months, provide UNCMAC and ROKAG with updated points of contact and identify primary and alternate means of communication. Chapter 3 Policies 3-1. Policy a. It is UNC policy to encourage visits to UNC DEOP sites that are consistent with scheduling availability, security/safety considerations, and operational commitments. Positive efforts will be made to accommodate all personnel desiring to visit UNC DEOP sites, subject to procedures contained in this regulation. b. In general, each ROKA frontline infantry division is authorized to operate one UNC DEOP site to allow for education and orientation specific to that division s area of responsibility. The UNC Commander will consider exceptions to this limitation. c. No activities, military or otherwise are permitted at operational UNC DEOP sites that could be deemed as provocative or which may draw unwarranted North Korean attention to include loudspeaker broadcasts for Military Information Support Operations. d. ROKA infantry divisions that fail to comply with this regulation and UNC regulation 551-4, in the operation of UNC DEOP site will be de-certified. In order to re-establish operations, a new site request must be submitted to UNCMAC, through the ROKAG for approval by the UNC Commander Access Procedures a. Access to UNC DEOP sites shall be administered and controlled by local unit commanders. (1) Self-escort procedures must be approved by the UNCMAC Secretariat. 4
9 (2) Self-escort of visitors to and from UNC DEOP sites is acceptable; however, access routes must be clearly marked and barriers must be erected to prevent access to unauthorized areas. b. Visible signs must be posted to include but not limited to: identifying restrictive access roads, landmine areas, southern boundary lines, and the general outpost fence line. c. DEOP sites should fly UNC flags in addition to ROK and/or other appropriate flags Restrictions for DEOP Site Visitors a. Visitors to UNC DEOP sites are not permitted to carry weapons without written approval from the UNCMAC Secretary. This prohibition includes DV Personal Security Detachments. Doing so would constitute an Armistice Agreement violation. Any requests for exceptions to this policy must be sent to the UNCMAC Secretary through the ROKAG. b. All visitors will carry personal photo identification (ID) while visiting UNC DEOP sites (e.g., ID card, citizenship card, passport, or student ID card, etc.). c. All visitors must remain within the confines of established UNC DEOP sites. ROKA infantry divisions requesting DV access to areas beyond the confines of designated UNC DEOP sites must submit an access request for the additional areas to the UNCMAC Secretary through ROKAG per UNC Regulation d. All visitors to UNC DEOP sites are highly encouraged to display a neat and presentable appearance; local commanders will establish specific dress requirements within this general guidance. e. Given the significance of the DEOP and the conditions for operations, the minimum age of guests permitted to be on tours is recommended as eight years when accompanied by an adult, but details are determined by local commanders. f. Photography is permitted, as approved by division commanders. g. No special events are to be held at UNC DEOP sites without the written approval of the UNCMAC Secretary. Chapter 4 UNC Education and Orientation Program (DEOP) Sites Approved UNC DEOP Sites a. The UNC Commander is the approving authority for all DEOP sites (see appendix C and figure C-1). The UNC Commander has only authorized ROKA infantry divisions to operate the following 13 UNC DEOP sites: 5
