3 Executive Summary The Partnership Program (SPP) is a joint Department of Defense (DoD) security cooperation program, managed and administered by the National Guard Bureau (NGB), executed and coordinated by the geographic Combatant Commands (CCMDs), with personnel provided by the National Guard of the respective partner s. 1 The SPP s ultimate purpose is to support the security cooperation goals of the relevant geographic combatant commander (GCC) and the U.S. Chief of Mission (CoM) for the partner nation (PN). At the end of fiscal year (FY) 2016, the SPP consisted of 70 partnerships with 76 countries 2 across all six geographic CCMDs. As reported by the geographic CCMDs and NGB, in FY 2016 there were 908 total SPP activities conducted worldwide, with a total DoD cost of $17,770, At the end of FY 2016, this report was required by section 1205 of the National Defense Authorization Act (NDAA) for FY 2014 (Public Law ). This requirement was transferred to title 10 U.S. Code 341 by the NDAA for FY 2017 on December 23, In this document, the terms s or s and territories include the District of Columbia, Puerto Rico, Guam, and the U.S. Virgin Islands. 2 One partnership is with the Regional Security System (RSS), a collective of seven Caribbean island nations. 3 Includes funding provided by both the SPP program and the CCMDs. 3 P age

4 Overview The SPP is a joint DoD security cooperation program, managed and administered by the NGB, executed and coordinated by the geographic CCMDs, with personnel sourced by the National Guard. It is an innovative, small-footprint tool supporting the security-cooperation goals of the GCCs and the U.S. Chief of Mission (CoM) for the partner nation (PN). This FY 2016 SPP Annual Report to Congress provides an overview of program highlights and data on activities. The SPP has built enduring relationships for more than 23 years that, as of the end of FY 2016, include 70 partnerships with 76 countries spread across all six geographic CCMDs. By the end of FY 2016, three new partnerships had received initial approval from the Office of the Under Secretary of Defense for Policy, as well as Department of (DOS) concurrence, but designation of partner s and final approval had not yet been completed. All 54 U.S. s and territories with National Guard elements have at least one SPP partnership. Through more than two decades, the SPP has evolved to meet the changing requirements of DoD s security cooperation efforts. From helping to reform Eastern Europe s military establishments after the Cold War, to helping PNs participate in coalition operations and improve their disaster-response capabilities, the SPP s enduring relationships have provided uniquely valuable support in the accomplishment of GCCs security-cooperation goals. The National Guard remains committed to maintaining the enduring relationships that the SPP provides to help ensure U.S. strategic access; sustain and increase U.S. presence and influence; and enhance PN defense, security force, and disaster-response capabilities in support of GCC goals. The SPP builds cumulative benefits for both the s and the PN over time through recurring individual, professional, and institutional contacts and relationships. These benefits go beyond just enhanced influence and access for the s they generate trust, the essential ingredient for successful operations when times are tough. The invaluable trust engendered by enduring SPP relationships has, over the 23-year course of the program, resulted in a total of 38 PNs which have deployed personnel in support of Operations IRAQI FREEDOM, INHERENT RESOLVE, ENDURING FREEDOM, or the North Atlantic Treaty Organization (NATO)-led International Security Assistance Force (ISAF) in Afghanistan. Of those, 16 PNs made co-deployment with personnel from their partner a condition of their deployment in support of coalition operations, and 17 deployed forces to both Iraq and Afghanistan. Further, a total of 52 SPP PNs three-quarters of the total are contributing or have contributed to UN peacekeeping missions around the world. These additional faces and forces not only demonstrate international support for multinational action in overseas trouble spots, but also reduce the amount of U.S. forces needed. SPP activities are coordinated and approved by GCCs and U.S. CoMs to ensure that 4 P age

5 National Guard security-cooperation efforts are aligned with both U.S. and PN objectives. Prior to the start of an FY, partner s and the supported geographic CCMD collaborate at multiple points throughout the security-cooperation planning cycle. The partner s SPP Director (SPPD) receives operational guidance from his or her geographic CCMD counterpart and develops SPP activity concepts to support the CCMD s security-cooperation lines of effort (LOEs) and military objectives. These SPP activity concepts are validated through a series of stakeholder meetings with the geographic CCMD. Once projected activities have been verified, approved, prioritized, and synchronized, the SPPD inputs them into the Global Theater Security Cooperation Management Information System (G-TSCMIS), the DoD securitycooperation database of record. Under the SPP, the National Guard also has authority, with DoD approval, DOS concurrence, and 15-day advance congressional notification, to engage with PNs nonmilitary security forces and disaster/emergency-response organizations. Here the partner s leverage expertise and experience gained in their Title 32, U.S. Code roles in their respective home s, both in disaster/emergency response and other missions such as border security. This not only benefits PNs by helping them improve their own capabilities, but also mitigates whether and how much U.S. forces (and other U.S. agencies) need to respond when natural or manmade disasters strike. As required by law, this report details SPP activities location, description, objectives, and duration, as well as the extent of National Guard and PN participation and how the activities supported the relevant theater campaign plan (TCP). It also reports total DoD activity expenditures by CCMD and the PN. As reported by the geographic CCMDs and the NGB, there were 908 total SPP activities conducted worldwide in FY 2016, for a total DoD cost of $17,770,693. The SPP is limited by law to expending no more than $10 million annually in incremental expenses. 4 For FY 2016, the geographic CCMDs reported a total of $749,809 spent for PN incremental expenses. 8 SPP Summaries by Geographic Combatant Command USAFRICOM There are 12 SPP partnerships in the USAFRICOM area of responsibility (AOR). During FY 2016, 108 activities were conducted with USAFRICOM partners at a total DoD cost of $2,174,556. The most frequently addressed activity topics included disaster response and preparedness, aviation-related operations, professional development, engineer operations, demining, and medical A listing of all SPP activities in the USAFRICOM AOR is included at Annex B. Africa is home to well over a billion people, with many natural resources and some of the world s fastest growing economies; these facts contribute to Africa s growing strategic importance. USAFRICOM executes or oversees a wide range of security cooperation programs such as the Disaster Preparedness Program (DPP), as well as efforts addressing humanitarian assistance and humanitarian mine action. Since its first SPP partnership in 2003, USAFRICOM has expanded to 12 SPP partnerships, and had another with Niger awaiting final approval and startup as FY 2016 ended. In FY 2016, recently established partnerships (Djibouti/Kentucky and Kenya/Massachusetts) began to expand. Other partnerships further increased their activities in areas such as disaster response, command post operations, urban search and rescue, explosive ordnance disposal (EOD), demining, and physical security. Provided the SPP partner has the right capabilities, USAFRICOM provides them a right of first refusal to provide other program support to its PN. This helps broaden and deepen SPP relationships, as exemplified by significant FY 2016 National Guard support to USAFRICOM medical programs such as the African Patterns Outbreak Response Alliance, the Malaria Task Force, and the West African Disaster Preparedness Initiative. USCENTCOM There are five SPP partnerships in the USCENTCOM area of operation (AOR). During FY 2016, 56 activities with USCENTCOM PNs were conducted at a total DoD cost of $2,086,600. Typical activity subjects included force professionalization, aviation-related operations, disaster and emergency response, peacekeeping operations (PKO), and women s issues. A listing of all SPP activities in the USCENTCOM AOR is included at Annex C. Although a robust schedule of activities was conducted with other USCENTCOM PNs, only one SPP activity was conducted with the Kyrgyz Republic (Kyrgyzstan) in FY 2016 due to the continued lack of a Defense Cooperation Agreement (DCA). The Kyrgyz government terminated the DCA in 2015 to protest the U.S. Department s selection of a Kyrgyz human rights activist for its Human Rights Defender Award; the activist is serving a life sentence in Kyrgyzstan for inciting ethnic hatred. Although U.S.-Kyrgyz contacts continue on a number of levels, SPP activities in the PN itself await a new DCA. FY 2016 s activity, 8 P age

9 conducted in the s, is a testament to the strength of the enduring relationship. USEUCOM There are 22 SPP partnerships in the USEUCOM AOR. During FY 2016, 361 activities were conducted with USEUCOM partners at a total DoD cost of $6,680,990. Typical activity topics included aviation-related issues, cyber defense (CD), disaster response, emergency management, professional development, medical operations, and logistics. A listing of all SPP activities in the USEUCOM AOR is included at Annex D. Due to Eastern Europe s continuing dynamic security situation, in FY 2016 almost half of the European PNs requested and conducted significantly more SPP engagements, leading to a 17 percent increase in the number of SPP activities compared to FY USEUCOM continued to leverage longstanding SPP relationships to reassure partners and allies in conjunction with the European Reassurance Initiative and Operation ATLANTIC RESOLVE. Some PNs, however, had to scale back planned events to concentrate their forces and resources on border security due to refugee-immigrant movement into Europe. Nested with USEUCOM s TCP goals, U.S. Army Europe s (USAREUR's) "Five Pillars of Strong Europe" emphasize increasing integration and interoperability with North Atlantic Treaty Organization (NATO) allies and other European PNs. A prime example of SPP s contribution is the partnership between the Maryland National Guard (MDNG) and its two PNs, Estonia, and Herzegovina. Soldiers from both PNs attended activities in the other PN in FY 2016, along with MDNG SPP team members; these integral and strengthening relationships would likely not exist if not for the SPP program. Furthermore, the MDNG and Estonia are strong partners in cyber security and regularly conduct exercises that contribute to regional security. As part of the Joint Commission on Ukraine, USAREUR oversees the Joint Multinational Training Group-Ukraine (JMTG-U), a multinational effort to develop a Ukrainian-led combat training center as the Ukrainians seek to increase their own readiness. In FY 2016, the JMTG-U commander was a member of the California National Guard (CANG), which has partnered with Ukraine since the 1993 establishment of the Ukraine/California partnership. USNORTHCOM In the USNORTHCOM AOR, there is one SPP partnership, between the Bahamas and the Rhode Island National Guard. During FY 2016, a total of seven activities were conducted with the USNORTHCOM PN at a total DoD cost of $71,657. subject matter included military police (MP) operations, cyber security, and maintenance operations. A list of all SPP activities in the USNORTHCOM AOR is included at Annex E. USPACOM During FY 2016, there were eight SPP partnerships in the USPACOM AOR, within which National Guard personnel from partner s conducted 110 activities at a total DoD cost of $2,650,677. A new partnership with Malaysia had received initial approval, but was not yet complete at the end of the FY. Most frequently addressed topics included disaster and 9 P age

10 emergency response, force professionalization, medical capabilities, aviation-related operations, and search and rescue. With a 61 percent increase in activities over FY 2015, the SPP continues to contribute effectively to the Rebalance to the Indo-Asia Pacific. USPACOM partner nations continue to rely on their partner s for expertise and collaboration, as exemplified by the Mongolian Armed Forces made up of a general purpose land force plus border defense and internal security forces who looked to their SPP partner as they explored the potential establishment of a stand-alone air force. In FY 2016, SPP partner s participated in six major USPACOM events with their PNs: -- Pacific Resilience (disaster response exercise/exchange) (Bangladesh/Oregon NG) -- Thailand and Malaysia Joint Combined Exercise (Thailand/Washington NG) -- Gobi Wolf (disaster response exercise/exchange) (Mongolia/Alaska NG) -- Hanuman Guardian (exercise) (Thailand/Washington NG) -- Cobra Gold (joint combined exercise) (Thailand/Washington NG) -- Tafakula Exercise (USMC) (Tonga/Nevada NG) A list of all FY16 SPP activities in the USPACOM AOR is at Annex F. USSOUTHCOM In FY 2016, USSOUTHCOM had 22 SPP partnerships in its AOR; as of the end of FY 2016, a new partnership with Argentina had received initial approval, but did not yet have a partner designated. During FY 2016, a total of 266 activities were conducted with USSOUTHCOM PNs at a total cost of $4,106,213. Subjects included disaster and emergency response, humanitarian assistance, professional development, aviation-related topics, maintenance, logistics, medical capabilities and response, MP operations, and tactical skills. A complete list of all SPP activities in the USSOUTHCOM AOR is included at Annex G. USSOUTHCOM s efforts to counter threats and threat networks before they reach U.S. borders, assist PNs to prepare and respond to disasters and crises, and build relationships to meet global challenges contributed to an almost 18 percent increase in activities over FY The partnership between the Florida National Guard (FLNG) and Barbados as part of the Caribbean s Regional Security System (RSS) strengthened the Barbadian government s ability to respond to natural disasters with a focus on critical infrastructure and interagency collaboration. The Massachusetts National Guard (MANG) partnership with Paraguay allowed governmental agencies to access outlying communities far from first responders. Also, significantly increased activities with Colombia and Guatemala helped facilitate progress across the region. The partnerships with Bolivia (1999), Ecuador (1996), and Venezuela (1998) are currently dormant, or mostly dormant, due to strained relationships with the U.S. Government, although that has not damaged pre-existing relationships among military personnel. 10 P age
