Olive Street Newport, Oregon (541) Fax (541) MEDIA RELEASE FOR IMMEDIATE RELEASE Contact: Jenny Demaris, Emergency Manager PUBLIC SAFETY LEADERSHIP, COUNTY EMERGENCY OPERATIONS, HOSPITALS, OREGON MILITARY DEPARTMENT, AND COMMUNITY PARTNERS EXERCISE MASS CASUALTY AND FATALITY PLANS ( Lincoln County) On Tuesday, June 9, Lincoln County Emergency Management and the Oregon Military Department hosted a simulated exercise challenging the emergency response capabilities of local, regional, state and federal agencies. 112 individuals and 16 volunteers from 67 different agencies were represented at the exercise held at the Newport Armory. The simulated exercise or table top included a facilitated discussion allowing emergency response agencies to work through their response plans in a controlled team environment. This was an exciting and valuable exercise. remarked Commissioner, Doug Hunt. It was encouraging to see the broad participation of jurisdictions and agencies that included the city level, county, state and even federal level participation. This extensive representation shows a true commitment to improving our ability to respond in the event of a disaster or emergency situation. Participants began their day with a briefing by the Oregon Military Department (OMD) on their capabilities and how these benefit the local communities during times of disaster or day to day emergencies. Following the briefing participants were seated into tables organized by command structures descriptions emergency responders are familiar with: Emergency Operations Center (EOC), Incident Command Post, Healthcare Command, and Joint Information Center are just a few of the terms that comprise the descriptive language used by responders during an emergency. The exercise continued with participants watching a scripted video containing simulated phone calls and radio communications describing the scenario as it unfolded: an explosion at a community event requiring exercise participants to initiate mass casualty and mass fatality plans. Incident command

2 Page 2 of 6 leaders were required to coordinate mutual aid resources from agencies within Lincoln County and neighboring counties to respond to the simulated event. Fire, hazardous material and civil support teams derived immediate plans for public safety. The ambulance and hospitals outlined a transportation plan for the transfer of mock victims to local and regional hospitals. Law enforcement agencies focused on scene safety, reopening of transportation routes, coordinating family reunification of injured persons, and identifying potential sources for secondary explosive devices. The medical examiner s office planned for victim identification and human remains preservation. Animal services also played a role in this exercise by outlining how the injured and loose animals would be secured and cared for until reunited with their owners. "The goal of this exercise was to enhance collaboration between the multi-jurisdictional agencies that may be involved in this type of response," said Jenny Demaris, Lincoln County Emergency Manager. "It's only an exercise, but it's also a test of our ability to coordinate multiple response and support resources for a complex emergency. The exercise concluded with a mock press briefing of the command leaders. Chief Don Baker, North Lincoln Fire and Rescue stated, An exercise that feels as real as this, creates pressure on all participants. When you toss in real world deadlines (for a press briefing) it takes a crew of individuals to collect data, craft a communication and present a calm, factual public information message in a room full of chaos."
