2 FROM THE TOP 2 Combat Airlifter April 22, 2016 CHIEFchat: Cody discusses WAPS By Staff Sgt. Christopher Gross Air Force News Service FORT GEORGE G. MEADE, Md. (AFNS) Chief Master Sgt. of the Air Force James A. Cody discussed the implementation of the Weighted Airman Promotion System changes during his most recent CHIEFchat at Defense Media Activity on Fort George G. Meade. During his chat, he discussed the role of education in promotion, the continued relevance of testing at all enlisted levels, and the feedback he and other senior leaders have received about the changes to the system. Education Currently, the Community College of the Air Force degree is only mandatory to be promoted to senior master sergeant. It is masked on the master sergeant evaluation board, and board members are briefed not to consider education as a discerning factor for promotion because they may not have the entire picture. A lot of Airmen receive education at various times, Cody said. If it s not within that most recent time period that the board would be looking at... they wouldn t see it. When Airmen consider furthering their education, he said, it s important they take into consideration how it will make them better as Airmen and more proficient at their jobs. The sole fact that you are educated doesn t mean you re a better Airman or a better performer. It should help you perform better, and if it doesn t, well it s not as probably relevant to us, Cody said. Testing Cody addressed a question from social media asking if testing will ever be removed for senior NCOs going up for promotion. While duty performance remains at the forefront of what will be considered for Airmen to be promoted, he said, it s important everyone has the baseline level of knowledge that s expected of them at the their level. Thus, Airmen can expect no changes to testing requirements. Enlisted performance reports The decision to reduce the number of EPRs for a promotion board from ten to five has been discussed for the past several years. Cody said when Airmen go through the board process, the board will now only look at the past five years of EPRs instead of ten, expediting the process and giving members not too much information, but enough information. You have to perform at every grade, he said. Some people are slow starters and fast finishers. People start fast and finish up slow. We are all different. You don t want to either positively or negatively impact somebody overwhelmingly with looking so far in a career. Feedback With the promotion system nearing its first year with the changes, Cody said more data and feedback is needed to see where the process can be smoothed out. The reality is, though, the feedback that we re getting is really, really positive, by and large, he said. We re trying to make sure to give enough time to get all the feedback so that we have it in the right context before we start making changes. As changes are considered, Cody encourages Airmen and commanders to ask themselves: Do we feel we promoted the right people? If the answer is yes, then the Air Force is in a better place. CHIEFchat is a recurring initiative, designed to give Airmen around the world a direct connection to the chief master sergeant of the Air Force. The chief received questions via video message, social media outlets and from members of a studio audience. On May 5, 1987, crews ended the 24-hour vigilant watch and prepared to deactivate the U.S. Air Force s last Titan II missile silo. Approximately 50 days after ending its alert status, personnel began the deactivation process of Site 373-8, located one mile northwest of Judsonia. Crews started the site decommissioning with the removal of the intercontinental ballistic missile followed by purging the missile complex of underground plumbing, shutting down environmental systems, and dismantling the site. 5 Combat Airlifter April 22, 2016 FEATURE 5 Team Little Rock toasts Doolittle Raiders By Airman 1st Class Mercedes Taylor 19th Airlift Wing Public Affairs Members of Team Little Rock honored the legacy of the Doolittle Raiders on April 18 in Hangar 1080 at Little Rock Air Force Base. This toast is made annually to honor the courage and sacrifice of the Doolittle Raiders. This year, Team Little Rock hosted the 74th anniversary toast. With the only two surviving members Staff Sgt. David Thatcher, B-25 Crew #7 engineer/ gunner and 100-year-old Lt. Col. Richard E. Cole, B-25 Crew #1 co-pilot. Eighty men volunteered for a dangerous mission to retaliate against the Japanese after the Pearl Harbor attack on April 18, 1942, during World War II. The raid went down in history as the Allies victory and a turning point in the war. The psychological effect helped turn the momentum of the war, said Jeff Thatcher, Children of the Doolittle Raiders president and son of Staff Sgt. David Thatcher. Seventy-four years later, the raid continues to have an impact on not just the aerospace community but also the family members. This ceremony is especially significant for me since the 19th Airlift Wing received the James H. Jimmy Doolittle Award in 2014 for significant contributions to airpower history such as having multiple flying roles in the Air Force Thatcher said during his remarks. Before making the toast, Thatcher presented a commemorative gold medal to Col. Charles Brown, 19th AW commander, and the members of Team Little Rock for their professionalism and support in honoring the Doolittle Raiders. Thank you to the Raiders, said Brown, The raid proves that you can t do it alone. The Doolittle Raiders made a partnership with the U.S. Navy and accomplished the mission. 6 6 FEATURE Combat Airlifter April 22, 2016 End of era: Veteran retires after 50 years of dedicated service By Airman 1st Class Mercedes Taylor 19th Airlift Wing Public Affairs Retired U.S. Army Chief Warrant Officer 2 John Heffernan retired April 15 after 18 years as the director of the Little Rock Air Force Base Retiree Activities Office. Heffernan is the spitting image of the priorities. He s a true Arkansas hero; he s provided a way of communication to the people we don t have direct access to, said U.S. Air Force Col. Charles Brown, 19th Airlift Wing commander. Time and time again, he has been a steadfast communicator for the community and made sure he has given them the proper information. He just continues to serve and serve his community. Before Heffernan began volunteering at the retiree office, he joined the U.S. Army in After completing basic and advanced training, Heffernan was stationed at Fort Richardson, Alaska. During this assignment, Heffernan was involved in the Cuban Missile Crisis because he set up communications for this event for six months. Another milestone for Heffernan was when he spoke to President Lyndon B. Johnson while setting up communications for the American Red Cross during the 1964 Great Alaska Earthquake. Heffernan left active-duty service in 1965 and joined the Army National Guard, where he served for 27 years. After his military career had ended, Heffernan still U.S. Air Force photo by Staff Sgt. Heffernan was an essential part in disseminating information to the public and provided support to more than 53,000 central Arkansas retirees, annuitants, gray-area retirees and 100-percent disabled veterans. 8 8 Combat Airlifter April 22, 2016 Honor, Gratitude, Rock & Roll : Gary Sinise jams at The Rock By Airman 1st Class Mercedes Taylor 19th Airlift Wing Public Affairs Gary Sinise and the Lt. Dan Band are scheduled to perform Friday, April 29 for the first time at Little Rock Air Force Base. The Lt. Dan Band is a cover band founded by Gary Sinise, better known for his role as U.S. Army 1st Lt. Dan Taylor, from the film Forrest Gump. Many people know me by Lt. Dan rather than by my real name, hence the band s name, Sinise said. The concept came about when we requested to bring musicians along during several USO tours. The Lt. Dan Band has grown from the occasional jam session and Chicago-area gigs to performing for charities and non-profit organizations including the USO and Operation Iraqi Children, co-founded by Sinise in March The band frequently visits U.S. military installations both stateside and overseas. The Lt. Dan Band plans to rock at The Rock on Friday, April 29. Sinise and band members will also tour the base and meet with Airmen from various units. The band will speak with Air Force Reservists from the 913th Airlift Group, watch 189th Air National Guardsmen load cargo onto a C-130, meet 19th Security Forces Squadron Defenders and even dine with Team Little Rock personnel at the dining facility. After the tour, Gary Sinise and the Lt. Dan Band will perform at The Home of Combat Airlift. Doors open at 6:30 p.m. and the show will start at 7:30 p.m. The event will take place at Hangar 276 along Little Rock Air Force Base s flight line. Stacia Zachary 19th Airlift Wing Public Affairs The 34th Combat Training Squadron and U.S. Army personnel worked closely with coalition forces from Sweden, New Zealand and Australia during the Green Flag Little Rock exercise April at Little Rock Air Force Base and Ft. Polk, La. Since GFLR is not driven by a set training syllabus, each exercise is tailored to each individual unit s requirements, said U.S. Air Force Col. Charles Brown, 19th Airlift Wing commander. No two exercises are the same and that helps the Mobility enterprise by continuing to challenge their warfighting skills while providing real-world experiences with partners they may not be able to get with home-station training. Currently, along with U.S. service members from the Air Force and Army participating, there are also 100 international partners. This partnership helps ensure better cohesion between the forces which allows for more successful deployment and humanitarian missions. Our coalition partners are crucial to the overall success of contingency operations around the world, Brown said. All recent major military actions have been undertaken in conjunction with our coalition partners, and we should take every opportunity we can to train with them. The participation of our international partners in Green Flag Little Rock provides each nation a broader perspective on the capabilities and limitations we each bring to the theater. The wealth of information gained by working together in a joint training environment fosters new and innovative ways to address and confront situations and challenges. We use this training as inspiration on how to do things differently, said Swedish Air Force Lt. John Adamsson, 71st Tactical Airlift Squadron pilot. The volume of participants involved in this exercise and the airspace available provides great context for us. Exercises such as Green Flag allows us some of the best training opportunities mainly because we can really interact in a manner we would while working with other countries in real engagements. Improving on mission management, situational awareness and weather planning are all goals in the green flag exercise. Prior to GFLR execution, the Airmen of the 34th Combat Training Squadron integrate (Mobility Air Forces), Army and coalition objectives into a dynamic, free-play training scenario designed to challenge the operational skills of mobility aircrews, ground support personnel and Army logistics, Brown explained. This partnership training is done under the purview of a Joint Staff accreditation, on behalf of Air Mobility Command, and for the realistic training of the joint warfighters that will have to accomplish these tasks in an overseas combat environment. The crossflow of information and the lessons learned from exercises such as Green Flag serve as building blocks for working in joint and coalition environments. Everything we learn here we can employ when we work together in real-world conflicts, said Royal Australian Air Force Sgt. Xavier Sheriff, 37th Squadron C-130 loadmaster. We have worked with the American forces in Iraq and Afghanistan but not to this extent. Next time we work together, we will be better prepared which will make our integration on the battlefield more effective while improving our interoperability. Green Flag Little Rock provides the most realistic, tactical-level, joint combat employment training, tailored to mobility Air Force needs with the end goal of improving mission management, situational awareness and airspace compliance with joint and coalition forces.
