1 GENERAL DUTIES, ALL EXECUTIVE STAFF 1. Perform regular office duties at Barnett House or SARO. 2. Provide member assistance and answer member inquiries as required. 3. Participate in Association conferences and act on committees as assigned. 4. Participate in all meetings of executive staff and meetings of other staff as required. 5. Participate in provincially convened meetings, conventions, career events, meetings of locals, etc, as assigned. 6. Attend sessions of the Provincial Executive Council during which matters relating to their assignments are discussed. 7. Attend representative assemblies. 8. Participate in the Western Staff Development Conference or other staff conferences as approved. 9. Attend developmental and representational conferences as assigned. 10. Prepare reports and work on special projects as assigned. 11. Other duties as assigned. ROLE OF COORDINATORS 1. Organize the execution of approved programs. 2. Encourage and facilitate the work of other executive staff members. 3. Carry out new or difficult jobs. 4. Supervise the work of staff in the program area, as required by the Career Growth, Supervision and Evaluation policy. 5. Direct the work of executive staff in the program area, including the establishment of a duty officer schedule as required. 6. Maintain priorities and propose new ones as appropriate. 7. Propose new or altered programs to accomplish relevant Association objectives. 8. Act as member of the appropriate program/budget subcommittee and exercise budgetary control. 9. Prepare reports on the work of the program area as required and take other steps necessary to inform the president, members of Council and other staff. 10. Promote communication about program to members and the public as appropriate. 11. Attend meetings of the Provincial Executive Council as other duties allow.
2 (Coordinator, Member Services) 1. Organize and coordinate the work of the Association in Member Services: field service to locals, staffs and individuals, professional conduct and other matters. 2. Provide leadership in member services through consultation, anticipation of trends and planning. 3. Act on committees COG. 4. Act as Association expert on liability and legal rights of teachers and conflict resolution and mediation. 5. Direct the work of intermediate staff in Member Services. 6. Supervise intermediate staff in Member Services (both Barnett House and SARO), as required by the Career Growth, Supervision and Evaluation policy. 7. Be responsible for Member Services publications. 8. Serve as internal consultant to staff on matters relating to handling of professional conduct and practice review cases. 9. Assign board of reference and special cases to staff. 10. In consultation with the executive secretary, assign cases to other staff outside the program area when required. 11. Assign field services work to staff. 12. Prepare and present to Council reports on Member Services program. 13. Be responsible for the distribution and collection of local reports and for the compilation and dissemination of appropriate information therefrom. 14. Be responsible for reviewing and proposing changes in local and sublocal constitutions and make recommendations to Table Officers Committee. 15. Be responsible for the preparation and control of Member Services budget. 16. Be responsible for planning and conducting the professional conduct orientation and the practice review orientation. 17. Act as liaison with the student local in Concordia University. 18. Act as assistant to returning officer. 19. Assist with supervision of Provincial Executive Council elections. 20. Act as Director of the Local Presidents Seminar. 21. Assist with the Local Program Course as required.
3 (Associate Coordinator, Member Services Administrator Assistance) 1. Act on committees COG, School Administrator Issues and Concerns (member). 2. Act as Association expert on administrator issues and concerns. 3. Under the general direction of the executive secretary, coordinate advice and assistance to administrator members. 4. Provide consultation and/or advice to members on referral or request re certification, teacher qualifications, employment and other problems or concerns, and provide representation. 5. Complete all assigned professional conduct cases: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 6. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 7. Maintain liaison with Alberta Education officials re school leadership. 8. Provide assistance to administrators and school staffs in resolving disputes where possible. 9. Prepare and maintain current a publication outlining Association services to administrators and the Association s view of the role of administrators. 10. Liaise with other program areas regarding administrator issues relating to them. 11. Act as co-editor for the administrator publication, Leadership Update. 12. Assist with the Local Program Course as required. 13. Plan and direct the seminar on legal issues for school administrators.
4 (Member Services) 1. Act on committees Well-Being of Children and Youth (secretary) and Alberta Education Advisory Committee for Building an Inclusive Education System. 2. Act as Association expert on teacher assistants, differentiated staffing, employee wellness in working conditions and inclusive education. 3. Provide oversight and leadership on the Association inclusive education file. 4. Maintain liaison with Alberta Education officials regarding inclusive education. 5. Provide consultation and/or advice to members on referral or requests re certification, teacher qualifications, employment and other problems or concerns, and provide representation. 6. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 7. Present Member Services presentations as required. 8. Assist with field service to locals. 9. Act as director of the conflict resolution project (Healthy Interactions). 10. Coordinate training program of the Staff Relations Service. 11. Execute a program of direct contact with teachers, locals and central office personnel in remote locals: Northland, Fort Vermilion and other northern locals on a need/request basis. 12. Act as liaison with the student local at King s University College. 13. Direct the Local Program Course, utilizing assistance of cross-program advisory group in planning and delivery. 14. Represent or assist appellants (other than those from the SARO area) before the Teacher Salary Qualifications Board. 15. Assist with Summer Conference as required. 16. Act as staff advisor on Council for Inclusive Education.
5 (Member Services) 1. Act as Association expert on cyberbullying, FOIPP legislation and teacher supply and demand. 2. Provide consultation and/or advice to members on referral or request re certification, employment and other problems or concerns, and provide representation. 3. Complete all assigned professional conduct cases: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 4. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 5. Act as one of two presenting officers for professional conduct hearings. 6. Present Member Services presentations including administrator presentations as required. 7. Plan and direct the Local Treasurers Seminar. 8. Assist with field service to locals. 9. Act as returning officer. 10. Assist with school representative program, including local development and school representative initiatives. 11. Supervise the conduct of Provincial Executive Council elections. 12. Assist with Local Program Course as required. 13. Act as liaison with student locals at the University of Alberta and Keyano College.
6 (Member Services) 1. Act as Association expert on immigrant students and English as an additional language. 2. Provide consultation and/or advice to members, including francophone members, on referral or request re certification, teacher qualifications, employment and other problems or concerns and English as an additional language learners, and provide representation. 3. Complete all assigned professional conduct cases: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 4. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 5. Present Member Services presentations in English and French as required. 6. Plan and direct program of education for local secretaries. 7. Assist with field service to locals. 8. Act as liaison with the student local at Red Deer College. 9. Assist with the Local Program Course as required. 10. Act as alternate in representing or assisting appellants before the ASEBP EDB Appeal Committee as assigned. 11. Represent or assist appellants from the Barnett House service area before the Certification Appeal Committee. 12. Represent or assist appellants (other than from the SARO area) before the Teacher Salary Qualifications Board. 13. Act as staff advisor on English as a Second Language Council.
7 (Member Services) (SARO) 1. Act on committees ASBA First Nations, Métis and Inuit Task Force on Student Success, First Nations, Métis and Inuit (secretary). 2. Act as Association expert on Aboriginal education. 3. Be responsible for support for First Nations, Métis and Inuit initiatives. 4. Support and assist the Joint Commitment to Action project and in the development and implementation of the Association response to the recommendations of the Truth and Reconciliation Commission. 5. Maintain liaison with Department of Education officials with regard to First Nations, Métis and Inuit education. 6. Provide assistance to staff with respect to proper recognition when Association meetings and events are held on traditional First Nations, Métis and Inuit territory. 7. Act as staff advisor on First Nations, Métis and Inuit Education Council.
8 (Member Services) (SARO) 1. Act on committees Calgary Area Field Experiences (secretary), U of C Faculty of Education Council, U of C Faculty of Education Field Experiences Policy Advisory, Ambrose University College Field Experiences Policy Advisory Committee, Mount Royal University Field Experiences Policy Advisory Committee. 2. Provide consultation and/or advice to members on referral or request re certification, teacher qualifications, employment and other problems or concerns, and provide representation. 3. Complete all assigned professional conduct cases: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 4. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 5. Present Member Services presentations as required. 6. Assist with program of continuing education for school administrators as time permits. 7. Be responsible for delivery of program for education classes at the University of Calgary, Ambrose University College and Mount Royal University. 8. Act as liaison with the student local at Ambrose University College. 9. Assist with field service to locals. 10. Assist with the Local Program Course as required. 11. Assist with programs for teachers new to the profession. 12. Assist with conflict resolution project (Healthy Interactions). 13. Maintain a program of direct contact with local officials, administrator groups and central office personnel in SARO service area. 14. Represent or assist appellants from the SARO service area before the Certification Appeal Committee. 15. Represent or assist appellants from the SARO service area before the Teacher Salary Qualifications Board. 16. Provide advice and assistance to members in SARO service area on matters relating to EDB benefits. Represent or assist appellants from the SARO service area before the ASEBP EDB Appeal Committee. 17. Act as staff advisor on Religious and Moral Education Council.
9 (Member Services) 1. Act on committees Alberta Education Teaching and Leadership Excellence Advisory. 2. Provide consultation and/or advice to members on referral or requests re certification, teacher qualifications, employment and other problems or concerns, and provide representation. 3. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 4. Present Member Services presentations as required. 5. Assist with field service to locals. 6. Assist with the conflict resolution project (Healthy Interactions). 7. Act as liaison with the student local at MacEwan University. 8. Assist with the Local Program Course as required. 9. Shadow the responsibilities of the returning officers. 10. Act as alternate parliamentarian at representative assemblies. 11. Act as staff advisor on Social Studies Council.
10 (Member Services) 1. Act on committees CTF (secretary), Society for Safe and Caring Schools and Communities (vicechair), Diversity, Equity, Human Rights and Alberta Council for Global Cooperation (board member). 2. Act as Association expert on French services and international cooperation. 3. Supervise preparation, translation and editing of correspondence and other material required for conduct of Association activities in the French language to Serve on the National Coordinating Committee for UNESCO Associated Schools Project Network (ASPnet) (chair), Canadian Commission for UNESCO s Sectoral Commission Education. 5. Assist with support for the Society for Safe and Caring Schools and Communities. 6. Be responsible for Association international cooperation program activities, including liaison with CTF and other agencies. 7. Provide consultation and/or advice to members, including francophone members, on referral or request re certification, employment and other problems or concerns, and provide representation. 8. Complete all assigned professional conduct cases: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 9. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 10. Present Member Services presentations in English and French as required. 11. Assist with program of continuing education for school administrators, including teacher growth, supervision and evaluation workshop and in French, as time permits. 12. Assist with field service to locals. 13. Assist with the Local Program Course as required. 14. Assist with training of French speaking Association Instructors and Association Administrator Instructors. 15. Provide assistance to locals in developing, implementing, monitoring and evaluating employee assistance programs. 16. Assist with the planning of the Diversity, Equity and Human Rights Conference. 17. Represent or assist appellants from the Barnett House service area before the Certification Appeal Committee. 18. Act as liaison with student locals at Campus Saint-Jean and Grande Prairie Regional College. 19. Serve as media contact for French language television and radio. 20. Take leadership role in dealing with concerns raised by francophone members. 21. Working with Operations, assist in planning of program of education for members acting as subgroup webmasters. 22. Execute a program of direct contact with teachers, local officials and central office personnel in the francophone local. 23. Assist with reviewing and proposing changes in local and sublocal constitutions and make recommendations to Table Officers Committee. 24. Act as staff advisor on Second Languages and Intercultural Council.
11 (Associate Coordinator, Member Services) (SARO) 1. Be responsible for the overall operation of the Southern Alberta Regional Office (SARO) and direct the work of staff assigned to that location. 2. Act on committees COG. 3. In consultation with the coordinator of Member Services, assign field service, board of reference and other cases to Member Services executive staff based in SARO. 4. Provide consultation and/or advice to members on referral or request re certification, employment and other problems or concerns, and provide representation. 5. Handle professional conduct cases as assigned: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 6. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 7. Present Member Services presentations including administrator presentations as required. 8. Act as liaison with the student local at University of Calgary. 9. Assist with field service to locals. 10. Maintain a program of direct contact with local officials, administrator groups and central office personnel in SARO service area. 11. Provide advice and assistance to members in SARO service area on matters relating to EDB benefits. Represent or assist appellants from the SARO service area before the ASEBP EDB Appeal Committee. 12. Act as parliamentarian at representative assemblies. 13. Assist with Local Program Course as required.
12 (Member Services) (SARO) 1. Act on committees Careers: Next Generation Steering and Advisory. 2. Act as Association expert on corporate presence in schools, human rights issues and teacher board advisory and similar committees. 3. Provide consultation and/or advice to members on referral or request re certification, employment and other problems or concerns, and provide representation. 4. Complete all assigned professional conduct cases: carry out investigation; if hearing required, act as presenting officer; do related correspondence. 5. Handle board of reference cases as assigned: ensure appeal is properly lodged; work with solicitor in preparation; attend hearings as appropriate. 6. Act as one of two presenting officers for professional conduct hearings. 7. Present Member Services presentations as required. 8. Assist with field service to locals. 9. Serve as resident consultant for members with administrative designations from the SARO service area who seek advice, other than as victim, in personnel cases. 10. Act as liaison with the student locals in Mount Royal University, Medicine Hat College and University of Lethbridge. 11. Provide advice, consultation and leadership to locals in establishing, maintaining or revising effective teacher board advisory committees. 12. Provide advice and assistance to members in SARO service area on matters relating to EDB benefits. Represent or assist appellants from the SARO service area before the ASEBP EDB Appeal Committee. 13. Act as staff advisor on Career and Technology Studies Council.
13 ADMINISTRATIVE OFFICER (Member Services) 1. Under the general direction of the coordinator, act as administrative officer in Member Services. 2. Direct the work of clerical staff assigned to Member Services. 3. Supervise clerical staff assigned to Member Services, as required by the Career Growth, Supervision and Evaluation policy. 4. Oversee the maintenance of program area files. 5. Act as alternate administrative secretary to hearing committees of the Professional Conduct Committee and to the Complainant Appeal Committee and Professional Conduct Appeal Committee: make meeting arrangements; prepare and serve notices and subpoenas; prepare meeting documents; record proceedings; prepare transcript if required; create report outline and edit committee draft report; prepare documents required to notify appropriate parties of the decisions and to implement penalties as assigned. 6. Conduct necessary correspondence to staff and CTF re teacher certificate/membership cancellations and suspensions related to the hearing cases assigned. 7. Provide administrative support for the staff officer assigned to the student local program including budget implications and the Student Local Conference: make arrangements, gather and produce materials and reports, process grant-in-aid claims. 8. Assist media relations staff by providing public version of hearing decisions, answering questions about current and upcoming hearings and providing hearing schedules. 9. Act as administrative secretary to Teacher Salary Qualifications Board: make arrangements, draft agenda, prepare and/or assemble documents, record proceedings, prepare reports, maintain records. 10. Be responsible for arranging Local Treasurer, Secretary and Website training sessions: make meeting arrangements, gather and produce materials and reports, process grant-in-aid claims. 11. Under the direction of the staff officer assigned, provide administrative support for the Educational Leadership Academy. 12. Act as administrator for Local Treasurer and Local Secretary collaboration sites. 13. Be responsible for drafting Member Services executive staff officers meeting agenda, make meeting arrangements, prepare and/or assemble documents; draft action sheet. 14. Oversee requests for and assignment of Member Services workshops in consultation with the coordinator; maintain records, prepare statistics. 15. Provide administrative services for field service program, maintain statistics and prepare reports. 16. Provide administrative services on revisions to local constitutions. 17. Provide routine information regarding operations of locals and be responsible for preparation of charters for new locals; maintain record of local anniversary dates; be responsible for preparation of certificates and notify local secretaries as required. 18. When no staff officer is present, provide routine information to teachers including procedure with respect to transfers, terminations, professional conduct, teacher qualifications, certification; record information on other problems and arrange for appropriate staff officer to follow up. 19. Be responsible for distribution of and collection and dissemination of information from local reports; maintain files.
14 20. Prepare draft of Member Services section of annual report. 21. Serve as Internet postmaster for Member Services program area. 22. Provide administrative support for Healthy Interactions and Teacher Growth, Supervision and Evaluation workshops; make arrangements, gather and prepare materials, process expenses and maintain records. 23. Provide administrative support for the Staff Relations Service. 24. Perform other duties and special projects as assigned.
15 ADMINISTRATIVE OFFICER (Government) 1. Under the general direction of the coordinator of Member Services, act as administrative officer in Government. 2. Act as administrative secretary to hearing committees of the Professional Conduct Committee and to the Complainant Appeal Committee and Professional Conduct Appeal Committee: make meeting arrangements; prepare and serve notices and subpoenas; prepare meeting documents; record proceedings; prepare transcript if required; create report outline and edit committee draft report; prepare documents required to notify appropriate parties of the decisions and to implement penalties as assigned. 3. Act as administrative secretary to hearing committees of Professional Practice Review Committee and to the Professional Practice Review Appeal Committee and Professional Practice Review Complainant Appeal Committee: make meeting arrangements; prepare and serve notices and subpoenas; prepare meeting documents; record proceedings; prepare transcript if required; create report outline and edit committee draft report; prepare documents required to notify appropriate parties of the decisions and to implement penalties. 4. Provide administrative assistance for the professional conduct orientation and practice review orientation. 5. Prepare draft of Member Services program addendum; maintain records of member assistance cases in progress. 6. Maintain records of professional conduct process; maintain precedent records and develop an electronic library of these records; conduct searches and provide reports of relevant precedents for use in processing current professional conduct cases; prepare summaries of hearing activity and/or outcomes as requested. 7. Maintain records and conduct necessary correspondence to staff and CTF re teacher membership/certificate suspensions and cancellations. 8. Maintain master files for ongoing professional conduct investigations; prepare correspondence and attachments, including editing investigation findings, for disposition by the executive secretary. 9. Serve as primary reference person for all aspects of the professional conduct process; provide information to the secretary and alternate secretaries of professional conduct committees and undertake training of alternate administrative secretary on all aspects of the professional conduct process. 10. Assist media relations staff by providing public version of hearing decisions, answering questions about current and upcoming hearings and providing hearing schedules. 11. Act as editorial assistant for Member Services publications. 12. Provide administrative support for seminar/conference on legal issues for administrators. 13. Perform other duties and special projects as assigned.
16 ADMINISTRATIVE OFFICER (Member Services) (SARO) 1. Under the general direction of the coordinator, act as administrative officer (SARO): purchase postage; order office supplies (other than those supplied from Barnett House) and transmit necessary records to Barnett House; handle SARO keys; supervise operation of office equipment and of filing system. 2. Direct the work of clerical staff in SARO. 3. Supervise clerical staff in SARO, as required by the Career Growth, Supervision and Evaluation policy. 4. When no staff officer is present in SARO, provide routine information to teachers including procedures with respect to transfers, terminations, professional conduct, pensions, employment insurance, Alberta School Employee Benefit Plan, teacher qualifications service, certification; record required preliminary information on more complex inquiries and make arrangements for appropriate staff officer in Member Services or Teacher Welfare to follow up within reasonable time limits. 5. Be responsible for booking meeting rooms and ordering catering for Association offices in Calgary. 6. Maintain a collection of Association publications and other materials. 7. Act as administrative secretary for Alberta Advisory Committee on Educational Studies: make meeting arrangements, assemble reports, record proceedings, prepare minutes, maintain files and records, handle correspondence. 8. Act as administrative secretary for Calgary Area Field Experiences Committee: make meeting arrangements, draft agenda, prepare and/or assemble documents, record proceedings, prepare minutes, prepare reports as required, maintain records. 9. Act as administrative secretary to Substitute Teachers Committee: make meeting arrangements, draft agenda, prepare and/or assemble documents, record proceedings, prepare addenda, maintain records. 10. Provide administrative assistance to Substitute Teachers Conference. 11. Maintain records and file reports required in Member Services: monthly and annual field service, monthly new cases. 12. Edit and finalize professional conduct investigation reports; track and manage progress of cases. 13. Oversee gathering and publicizing of preferred hotel rates for members. 14. Serve as contact, at intermediate staff level, for internal research initiatives relating to Member Services. 15. Perform other duties and special projects as assigned.
