4 1.0 INTRODUCTION To provide more effective services to its internal customers, Navy Region Northwest (NRNW) has a goal to augment existing instructor-led environmental training programs with Web-based training (WBT) and training management support. As one step toward this goal, Concurrent Technologies Corporation (CTC) will develop a standardized, modular, Waste Originator online training that will support the NRNW objective of commonly understood waste generation management practices and guidelines that are shared by active-duty military, civilian, and contractor personnel throughout the region. 1.1 Purpose The purpose of this task is to develop a functional Waste Originator environmental training course that incorporates key procedures and associated guidelines and best practices in a multimedia online environment. Upon successful completion of the task, the following specific objectives shall have been met: 1.2 Methodology A standard architecture and design for the Department of Defense (DoD) Sharable Content Object Reference Model (SCORM)-conformant Webbased environmental training will be developed that may be repurposed for other NRNW environmental training efforts. CTC will have applied this standard architecture and design to develop the Waste Originator WBT. The Waste Originator WBT shall include a full training course and a refresher training course. CTC employed several methodologies for identifying all relevant requirements for the Waste Originator Training Program, including: a project kickoff meeting, participation in the NRNW classroom-based Waste Originator training, Design Analysis Workshops (DAW) with a Navy Design Team, desktop reviews of current training documentation and curriculum resources, and a NRNW site visit. The general categories and methodologies followed in capturing requirements are described in Table 1. Focus group to help identify learning styles, education/training background, familiarity with technology and media-based training, and aesthetic preferences. In-person meetings with appropriate personnel to identify local training requirements. Desktop research and review of current United States Navy (USN), (DoD), and Federal regulations, which may factor into the development of the training program. 2.0 CURRENT AND PROPOSED WASTE ORIGINATOR TRAINING This document provides the context for all requirements and establishes a baseline for validating that the requirements are met in the final product. In addition, the comparison of current and proposed Waste Originator training points to several potential efficiencies: Capacity for training more personnel multiple trainees from commands and tenant commands throughout NRNW can be trained simultaneously. Flexibility in schedules most personnel will be able to complete the training from individual workstations at their convenience, as opposed to being required to attend scheduled classroom training. Greater retention of knowledge and skills. Documentation of institutional knowledge and best practices. Consistency of Waste Originator training throughout NRNW. Ability to document completion data and generate usage reports and associated metrics. 2.1 Current Waste Originator Training NRNW is currently providing mandatory environmental training, such as Waste Originator Training, through instructor-led classroom-based training at each base within the region. Individual bases are responsible for curriculum development, training schedules and logistics, instructor acquisition and qualifications, records management, trainee reminders, and quality assurance. Inefficiencies adversely impact the region due to lack of available courses and instructors when needed, trainee travel costs and logistics, and trainee time away from the job, as well as the potential for dissemination of inconsistent information across the region and for redundant development efforts. 6 2.2 Proposed Waste Originator Training CTC proposes a standardized Web-based, modular training to augment the existing instructor-led classroom-based training. The Web-based training will include the complete Waste Originator course as well as the refresher Waste Originator course. Both courses will contain a variety of learning activities providing users with opportunities to interact with the content, as well as an application activity for review and synthesis of content. The training will be SCORM-conformant, supporting reusability and interoperability throughout NRNW and beyond. The courses will reside on a Navy-managed Learning Management System (LMS), which will track course completion data and provide completion reports and certificates. Training completion reports will be available to those training administrators with appropriate permissions. Trainees will be able to print certificates from the LMS upon successful completion of the training. 3.0 FINDINGS The identification and analysis of requirements is a critical step in the standard design and development cycle, serving as both a guideline in the initial phases of the project, and a tool against which to measure the success of the final deliverable. Every effort must be made to ensure that requirements are comprehensive, clearly stated, and verified by the client prior to proceeding with design. The requirements identified in this report provide information related to: Overall goals of the project. Audience characteristics. Regulatory and organizational requirements that may impact design and development. Specific content to be included in the training program. Delivery systems, architecture of the training program, and development tools. Project requirements were provided by the Navy Design Team during onsite meetings, through and telephone communications, and secondary documents. Findings that constitute requirements for the project are presented in Tables 2-6. The columns in each table refer to: ID Reference number for tracking purposes. 7 3.1.1 Overall Requirements Overall requirements of the Waste Originator Training Program are presented in the following table. In broad terms it will be: Designed to contribute to the fulfillment of NRNW environmental goals. Modular in lesson design. Designed such that some modules will target specific audiences and others will be generic. Written at a high school graduate level. Useful for new employee training, personnel assigned new responsibilities, and those requiring refresher training, as well as managers and other optional employees who want to increase their knowledge base. Deliverable via the Web (SCORM conformant). Applicable to other NRNW activities, as well as other DON locations. 5.0 CONCLUSION The Waste Originator Training Program will be developed in support of the NRNW goal to augment the existing instructor-led training program with Webbased environmental training and training management support. This training will be developed as a modular online training course, helping to ensure that environmental goals and associated practices and guidelines are commonly understood and shared by active-duty military, civilian, and contractor personnel throughout the region.
