1 Canby Fire District & Molalla Fire District Civil Service Commission Announces An Open and Competitive Examination For PURPOSE Entry Level Firefighter/EMT-P And Lateral Entry Firefighter/EMT-P(Canby Fire Only) FILING DEADLINE: 4:00 PM, March 21 st, 2014 To establish eligibility lists of qualified candidates to fill current and future vacancies. Eligibility list will be good for both Canby and Molalla Fire Districts. HOW TO APPLY Applications are available from the business office of Canby Fire District, 221 S. Pine St., Canby. Applications can also be A completed, signed, application must be filed at the business office before the deadline. Applications must be delivered or mailed. Faxed, ed or scanned applications will not be accepted. Only original applications that have not been altered will be accepted. Please submit copies of the following documents with your application: cover letter, resume, valid driver s license, high school diploma or GED, NFPA Firefighter I, all certifications listed on resume / application and Oregon or NR-EMT-Basic currently enrolled in a recognized Paramedic program. Veterans must provide appropriate documentation at the time of application to qualify for these additional preference points. Veterans must submit as verification of eligibility a copy of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215). Canby and Molalla Volunteers must submit a letter from their agency showing that they are in good standing and their join date to be considered for preference points. Job offers will only be made to current NR or Oregon Paramedics. Applicant must include a letter on school letterhead showing enrollment in EMT-Paramedic program. Failure to submit any of these documents will result in an incomplete application, which cannot be considered. Applications received after 4:00 PM on March 21 st, 2014 will not be considered. In case of a tie in scoring, the actual time the application is received by the District will serve as the tie-breaker.

2 SCREENING PROCESS A maximum of 25 applicants will be invited to participate in the oral interviews. These candidates will be selected from the applicant pool based on experience, education, volunteer points, veteran s points, and qualifications. Please make sure to include documentation of all education and/or certifications noted on your application. Undocumented education, certifications, and qualifications will not be counted in final score. If there are more than 25 qualified applicants a written test will be given on April 1 st, 2014 to bring candidate pool to 25. ORAL INTERVIEW Oral interviews will be conducted on April 2-3 at the Canby Fire District main station. The Oral Interview will account for 50% of the candidate s total score. TECHNICAL INTERVIEW Candidates who successfully complete the oral interviews will be invited to participate in the technical interviews to be conducted on April 9-10 th. In the technical interview, the candidates will be asked to perform in a number of scenarios designed to evaluate his/her Firefighter and EMT skill levels. The technical interview will account for 50% of the candidate s total score. CHIEFS INTERVIEW Finalists will be invited to a Chief s Interview after which the final selection(s) will be made per current civil service rules. LATERAL ENTRY (Canby Only) Candidates wishing to be considered for Lateral Entry must have a minimum of two-years fulltime employment as a Firefighter/ EMT-P with either a municipal fire department or a rural fire protection district. NIMS ICS 100 & 700, S-130/190, NFPA Haz Mat First Responder Operations, NFPA Driver, NFPA Firefighter 1, NFPA Pumper Operator certifications is required prior to lateral pay. Starting step pay will be discussed at time of Chief s interview.

4 Firefighter / Paramedic General Information MINIMUM QUALIFICATIONS 18 years or older, High School Diploma or equivalent. NFPA Firefighter 1 or equivalent Oregon certified EMT-Paramedic or EMT B who is currently enrolled in a recognized Paramedic program. Job offers will only be made to certified EMT-Paramedics. Valid / insurable drivers license, state of Oregon drivers license within 30 days of hire. Able to pass department physical based upon NFPA Upon employment, all candidates must be able to provide proof of eligibility to work in the United States. PREFERRED QUALIFICATIONS Fire suppression and/or Ambulance experience, Associates Degree in Fire Protection or related field, NFPA Pump Operator certification(s), NIMS ICS Classes, NFPA Instructor, NFPA Haz Mat First Responder Operations, NFPA Driver, S-130/190, Ore. State EMT-P. Experience working with Volunteers. CHARACTER Must be of good moral character and integrity. Candidates who are extended conditional offers of employment must agree to an in depth background investigation which may reveal criminal conviction records, emotional problems, or illegal drug use. EXAMINATIONS Candidates who are extended conditional offers of employment must pass a physical examination provided by the physician of both Fire Districts. PHYSICAL ABILITIES TEST After the candidates have successfully completed the physical examination, a physical abilities test will be conducted. The physical abilities test is based on actual Firefighter tasks. This test is pass or fail.

5 SALARY The salaries are as follows: Canby - $58,603 - $82,990/year range includes 5 and 8 year education, degree, paramedic and longevity incentives (Effective 7/1/13). Molalla - $ 48,618 - $78,168 top step includes all incentives. HOURS OF WORK The normal work period for shift personnel is twenty-four (24) consecutive hours on duty and forty-eight hours off duty. Day shift personnel are assigned to a hour work week depending on District. Firefighters may be assigned to either work schedule. RETIREMENT Both Fire Districts participate in the State of Oregon Public Employees Retirement System (PERS). BENEFITS Both Fire Districts provide paid vacation and holidays as per their respective Labor Agreements. Additional benefits include; medical, dental, and life insurance after 30 days of employment. REPRESENTATION All Firefighters employed by the Canby Fire District and Molalla Fire District are represented by IAFF Local The Districts and the Local enjoy a very positive and proactive relationship.
