18 LINK 22 Link 22 OIWG Background The Link 22 Operational Implementation Working Group (OIWG) was Established Based on a Request from the NATO Improved Link Eleven (NILE) Project to SHAPE /ACT At a Preliminary Meeting in January 2004 at the NATO School in Oberammergau, GE, OIWG Members were Identified and Terms of Reference were Agreed upon. Initial OIWG Areas of Interest were Identified, Including Development of Updates to the NATO Bi-SC Multi-TADIL Concept of Employment (COE), AdatP 22, and STANAG 5522 The 2 nd OIWG occurred on April 2004 in St Tropez, FR. The 3 rd OIWG occurred on January 2005 in The Hague, NL. 18
