1 REQUEST FOR PROFESSIONAL QUALIFICATIONS On-Call Professional Environmental Engineering Services Related to Air Quality Testing and Air Permitting at Various Monmouth County Locations for the Period of November 1, 2016 to October 31, 2017 Notice is hereby given that the County of Monmouth is requesting professional qualifications be submitted by interested Consultants for the above project. Interested Consultants are invited to submit their qualifications to the Division of Purchasing, County of Monmouth, Special Services Complex, 300 Halls Mill Road, 2 nd Floor, Freehold, New Jersey 07728, no later than 10:30 a.m., prevailing time, Wednesday, August 24, 2016 at which time the professional qualifications will be opened and read. Late qualifications will not be accepted. Anything in excess of this page limitation will not be read or considered. Resumes of proposed key personnel to be assigned to this project must be attached to the qualifications statement that will include relevant knowledge, skills, abilities and successful experience in similar work. Each resume shall be a maximum of two (2) single-sided 8½ x 11 sheets in length and should highlight education, professional credentials, and work performance on projects similar to that described below. The resume of the proposed project manager, as well as the resume(s) of proposed key technical staff must be included. Also included shall be a listing of work areas which the Consultant would subcontract out to other firms, the names of each subconsultant, and the resumes of the sub-consultants project manager(s). One (1) original, unbound, and four (4) copies of the qualifications package must be submitted to the Division of Purchasing, County of Monmouth no later than 10:30 a.m., prevailing time, Wednesday, August 24, I. Introduction The intent of this Request for Professional Qualifications is to select the leading candidates to provide on-call professional environmental engineering services related to Air Quality Testing and Air Permitting on an as-needed basis for various Monmouth County facilities for the period beginning November 1, 2016 and ending October 31, The Consultant and/or sub-consultants should include evidence of sufficient experience in said activities and exhibit proof of sufficient staff size and access to special testing equipment and lab facilities needed to perform the required services. The proposal should include resumes for the proposed staff to be utilized during this project along with examples of projects they have been associated with and their duties on those projects. 1

2 II. Project Description It is anticipated that the services will be concentrated on air quality investigations & testing, due to Indoor Air Quality (IAQ) complaints at any of the Monmouth County buildings, and air permitting for Monmouth County fuel facilities, Reclamation Center fuel facilities, building emergency generators, building boilers, fire pumps, and other applicable equipment. The Consultant and/or sub-consultants should include evidence of sufficient experience in said activities, exhibit proof of sufficient staff size, have the ability to respond to emergency situations within one (1) hour of notification during normal working hours and within two (2) hours of notification after normal working hours, have access to special testing equipment and lab facilities needed to perform the required services with the ability to obtain air sample results within 24 hours in the event of an emergency. The scope of services to be provided by the Consultant shall consist of the following: The Consultant is required to attend all meetings with Monmouth County, local authorities, and other agencies as required during the project, to discuss and resolve any questions or comments regarding applications made to the various permitting agencies. The Consultant shall attend meetings as requested by Monmouth County. The Consultant is responsible for documentation of all such meetings and will forward copies of said documentation to Monmouth County. The Consultant will review Monmouth County air permits, obtained and/or applied for and ascertain if the building systems (e.g., boilers/heaters, air handlers, generators) need further air permitting for the New Jersey Department of Environmental Protection (NJDEP). The Consultant shall review and update as required an existing excel spread sheet that lists all Monmouth County Air Permits (number, location, and type of equipment permitted) with anniversary dates. Large boiler air quality testing will be performed under a separate contract; and, the Consultant shall analyze and document in a report the test results to ensure compliance with the permitting requirements (i.e., boiler stack tests). The Consultant will review any proposed renovation or change out of existing permitted equipment or new equipment requiring a permit to determine amendments to Monmouth County air permits or preparation of new permit applications. This may include attending final design meetings with Monmouth County and its Engineers, and preconstruction meetings with Monmouth County retained Contractors to obtain the necessary information to evaluate air permitting applicability, and prepare applications where necessary. Where necessary, the Consultant shall work with the NJDEP to correct errors in the permits. The Consultant shall prepare and submit new or renewal air permits to the NJDEP. Fees will be identified in billing and will not be marked up. 2

3 The Consultant shall respond to IAQ investigations requested by Monmouth County Safety Office and perform testing. When appropriate and under the direction of the Monmouth County Safety Coordinator, air quality testing will be performed, analyzed, and documented in a report. If undesirable conditions are discovered, the Consultant shall investigate causes and make recommendations for the corrective actions required to remedy these conditions including the potential to prepare bid specifications. Quarterly, the Consultant shall attend a meeting organized by Monmouth County to meet with personnel responsible for the design and specification of equipment that may require air permits. This meeting is to evaluate the previous three (3) months of any construction activities completed by Monmouth County to ensure all equipment installed or modified has been evaluated for air permit applicability, and permit any equipment that may have been omitted from the permitting process. The Consultant shall respond to Monmouth County, NJDEP, and United States Environmental Protection Agency (USEPA) Compliance and Enforcement inspections conducted relative to air permitting and respond appropriately to any requests for additional information for Notices of Violation. The Consultant shall also be available to attend any scheduled compliance visits to assist Monmouth County with these inspections. The Consultant shall respond to Occupational Safety and Health Administration (OSHA) inspections related to IAQ complaints when requested by the Monmouth County Safety Coordinator. This includes, but is not limited to, meeting with the OSHA Inspector and/or union representatives, conducting meetings with OSHA present, and follow-up of any required corrective actions resulting from meetings with the various representatives. The Consultant shall assist with the identification of potential health hazards associated with renovation and construction in occupied Monmouth County buildings and assist with the creation of strategies to minimize impact to IAQ per the Monmouth County Indoor Air Quality Program. For emergency situations, the Consultant must respond within one (1) hour of notification during normal working hours and within two (2) hours of notification after normal working hours. The ability to obtain air sample results within 24 hours of sampling is required. III. Evaluation of Consultant Qualification Statement All Statements of Qualification received in accordance with the requirements of this RFPQ shall be evaluated and ranked by a three (3) member committee using the criteria and weighed scoring set forth in the attached RFPQ Evaluation Form. The top three (3) ranked firms will receive a Request for Proposal (RFP) with a detailed scope of work and an invitation to submit formal technical and cost proposals, which will be evaluated using separate criteria described in the RFP. 3
