6 Latvijas armijas formas tērpi Latvijas armijas Jātnieku pulka kapteinis Jānis Kaukulis svinību tērpā. 20. gadsimta 30. gadu vidus Captain Jānis Kaukulis of Cavalry Regiment in ceremonial uniform, mid-1930s gada 18. novembrī Rīgā tika proklamēta Latvijas Republika. Valsts tika pasludināta, taču līdz tās galīgai izveidošanai bija ejams tāls ceļš. Latvijā joprojām atradās vācu okupācijas armija, no austrumiem iebruka Padomju Krievijas karaspēks. Pagaidu valdība grūtajos apstākļos formēja pirmās nacionālā karaspēka vienības. Jau gada 5. janvārī Jelgavā tika izveidota pirmā lielākā nacionālā karaspēka vienība Atsevišķais latviešu bataljons pulkveža leitnanta O. Kalpaka vadībā gada 28. februārī Apsardzības ministrija izdeva pirmo pavēli par ietērpu, atšķirības zīmēm un vienotu jauno dienesta pakāpju sistēmu latviešu karaspēka vienībām. Saskaņā ar pavēli ietērps sastāvēja no mēteļa (šineļa), frenča, cepures, biksēm un apaviem. Kā atšķirības zīmes dienesta pakāpēm tika izvēlētas pie apkakles nēsājamas zīmotnes Latvijas karoga sarkanajā krāsā ar diagonāli uzšūtu baltu svītru gada augustā izsludināja pagaidu noteikumus par karaspēku, kas noteica, ka visas militārpersonas ir karavīri, kuri savukārt dalījās kareivjos, instruktoros (apakšvirsniekos) un virsniekos. Dienesta pakāpes uz zīmotnēm tika apzīmētas ar svītrām, zvaigznēm un rombiem gada sākumā Latvijas bruņotajos spēkos dienēja apmēram karavīru. Vienību apģērbšana jaunajos formas tērpos ritēja lēni, karavīru rindas auga straujāk nekā apgādes iespējas. Kā atšķirības zīme tika lietota cepures kokarde latviešu karavīru saulīte. 7 Latvian Army and its Uniforms from 1919 to 1940 On 18 November 1918 the independent Republic of Latvia was proclaimed in Riga. The independence has been declared but there was still a long way to go to get it fully established and recognized. The German Occupation Army was still in Latvia and Russian troops were invading the country from the east. The interim government formed the first national armed forces units under difficult conditions. The national armed forces first major unit Detached Latvian Battalion commanded by Lieutenant Colonel O. Kalpaks was formed on 05 January 1919 in Jelgava. On 28 February 1919 the Ministry of Defence passed its first order on uniforms, insignia and unified system of new military ranks for Latvian armed forces units. According to this order, the army uniform consisted of a coat (greatcoat), tunic jacket, cap, trousers and footwear. Red background tabs of the Latvian flag with a sewn on white diagonal stripe were selected as military rank insignia to be worn attached to the collar of the uniform. The Interim Regulations on Troops passed in August 1919 stated that all military personnel soldiers consisted of privates, non-commissioned officers and officers. Rank insignia on tabs was marked with stripes, stars or diamonds. At the beginning of 1920, there were approximately 52,000 soldiers serving in the Latvian Armed Forces. Rīga, 1920s Šajā laikā Armijas štāba tehniskā komisija sāka izstrādāt pirmos noteikumus par apģērbu, apavu, veļas, uzkabes u. c. priekšmetu veidu un kvalitāti. Sākotnējās lauku pelēkās vadmalas ietērpa krāsas vietā apģērbam noteica aizsargu zaļo krāsu, kas vēlāk tika nomainīta ar zaļgani brūnu jeb haki krāsu. Jātnieku vienības kā sava karaspēka veida atpazīšanas zīmi sāka lietot dzelteno krāsu kavalēristu formas tērpu un cepuru atloku iekantējumiem un zīmotnēm. Kājnieku pulku formas tērpu iekantējumos bija Latvijas karoga sarkanā krāsa. Tolaik Latvijas armija bija dislocēta šādi: visa Zemgales divīzija un Jātnieku pulks Daugavpilī, Latgales divīzi ja Alūksnē, Cēsīs, Valmierā un Rēzeknē, Kurzemes divīzija Liepājā un Jelgavā. Karaspēku veidu un vienību apzīmējumi bija izvietoti uz uzplečiem; piederību pie noteiktas karaspēka vienības apzīmēja arī ar krūšu nozīmi pie formas tērpa. Tehniskās karaspēka vienības un daļas gada 16. janvārī apvienoja Tehniskajā divīzijā. Armijas tehniskajām vienībām karavīru ietērpa krāsa bija zilgani melna, bet zīmotņu krāsa vairakkārt mainījās saistībā ar padotības pārkārtošanu. Artilēristu formas tērpu atribūtos kā atšķirības zīme saglabājās zilā krāsa. Liepājā atradās arī Jūras krastu apsardzības eskadra, kuru gadā pārdēvēja par Latvijas Kara floti. Tā sastāvēja no flagkuģa Virsaitis, Zemūdeņu diviziona ar divām zemūdenēm Ronis un Spīdola, zemūdeņu bāzes kuģa Varonis, Bolderājas Mīnu diviziona ar diviem mīnu traleriem Imanta un Viesturs un vairākiem palīgkuģiem. Aviācijas parku gadā pārveidoja par Aviācijas divizionu, bet gada 18. septembrī par Aviācijas pulku. Zīmotnes un atloki šo karavīru formas tērpiem bija sarkanā, bet iekantējumi zilā krāsā gadā Aviācijas pulkā bija trīs iznīcinātāju eskadriļas, četras izlūku un viena flotes izlūku hidroplānu eskadriļa. It visos bruņotajos spēkos bija kāda izlases vienība, kur dienests tika uzskatīts par sevišķu godu. Latvijas armijā tā bija Armijas štāba rota, kuru gadā pārdēvēja par bataljonu. Armijas štāba bataljonam vajadzēja reprezentēt savu valsti un tās bruņotos spēkus svinīgos pasākumos, veikt dažādu valstiski svarīgu objektu apsardzi. Štāba bataljonam uzticēja vēl vienu svarīgu uzdevumu veikt goda sardzi pie Brīvības pieminekļa gada vasarā padomju okupācijas vara līdz ar valsti likvidēja arī tās bruņotos spēkus. 6
9 Latvian Army and its Uniforms from 1919 to 1940 Clothing of units with new uniforms was a slow process and the number of soldiers grew faster than the ability to supply them with uniforms. Latvian soldiers cap insignia the rising sun from the first Latvian national coat of arms, designed by artist B. Dzenis, was commonly used as insignia symbolizing Latvian Armed Forces. During this time, the Army Headquarters Technical Commission started to draft the first standardized regulations for Latvian Armed Forces uniforms and equipment. Initially grey field broadcloth uniforms were first changed to camouflage green and later to khaki. The yellow became the colour used in Cavalry unit uniforms piping and as a background colour in their tabs. Infantry regiments retained red colour in piping and used red as a background colour in their tabs. At that time, the Latvian Army units were deployed as follows: the entire Zemgale Division and the Cavalry Regiment was stationed in Daugavpils, the Latgale Division in Alūksne, Cēsis, Valmiera and Rēzekne, and the Kurzeme Division in Liepāja and Jelgava. The insignia indicating type and unit of service branches was placed on shoulder marks; the service in a unit could also be marked by a unit badge. Blue was retained as the colour for artillery uniform insignia. The Coastal Defence Squadron was stationed in Liepāja; it was renamed as the Latvian Navy in It consisted of a flagship Virsaitis, a Submarine Squadron with two submarines Ronis and Spīdola, a submarine support ship Varonis, a Minesweeping Squadron located in Bolderāja with two minesweepers Imanta and Viesturs, and several support ships. The Aviation Park was transformed into the Aviation Squadron in However, on 18 September 1926, it was changed into the Aviation Regiment. The background colour of the tabs of these units uniforms was red but the piping was blue. In 1939, the Aviation Regiment had three fighter plane squadrons, four reconnaissance squadrons and one naval reconnaissance hydroplane squadron. All armed forces have an elite unit where military service is considered to be a special honour. The Army Staff Company was such an elite unit in the Latvian Army; in 1936 it was renamed the Army Staff Battalion. At ceremonial events, the Army Staff Battalion represented the State and its Armed Forces; it guarded various objects of high importance. The Army Staff Battalion was also entrusted with performing the honour guard at the Freedom Monument. Latvian soldiers carried out their duties until the summer of 1940 when Latvia was occupied by the Soviet Union and Latvian Armed Forces were abolished. 7
10 Nacionālo bruņoto spēku izveidošanās un attīstība kopš gada Tikai pēc neatkarības atjaunošanas un Latvijas valstiskuma faktiskās starptautiskās atzīšanas gada augustā un septembrī mūsu valsts līdzīgi kā abas pārējās Baltijas valstis varēja atkal veidot drošības politiku un reāli uzsākt valsts aizsardzības sistēmas izveidošanu. Latvijas Republikas Augstākā padome un valdība par nepieciešamību sākt veidot profesionālu valsts aizsardzības sistēmu pārliecinājās gada janvāra barikāžu laikā gada 20. februārī, tiekoties ar ASV Kongresa locekli senatoru Gēriju Akermanu, Augstākās padomes priekšsēdētājs Anatolijs Gorbunovs teica: Katrai neatkarīgai valstij nepieciešama sava armija. Agri vai vēlu tāda būs arī mums lai aizstāvētu mūsu demokrātisko valsti. Jau pirms Latvijas kā neatkarīgas valsts starptautiskās atzīšanas gada vasarā tika izstrādāts likumprojekts par Zemessardzi. Šo likumu Augstākā padome nevilcinādamās pieņēma tūlīt pēc puča izgāšanās gada 23. augustā. Likums noteica, ka Zemessardze ir brīvprātīgs sabiedrisks pašaizsardzības formējums un tās darbības mērķis ir iesaistīt Latvijas Republikas iedzīvotājus valsts un sabiedrības aizsardzībā. Zemessardzes veidošanās sākās vienlaikus ar likuma pieņemšanu. Pirmais un svarīgākais jautājums, lai izveidotu valsts aizsardzības sistēmu un radītu regulārus bruņotos spēkus, bija nodrošināt jaunformējamās vienības ar karavīriem gada 10. septembrī Latvijas Republikas Augstākā padome pieņēma Likumu par Latvijas Republikas obligāto valsts dienestu. Likums noteica, ka Latvijas Republikas pilsoņiem vīriešiem vecumā no 19 līdz 50 gadiem ir jāpilda obligātais valsts dienests. Sākās arī pašas aizsardzības sistēmas struktūras veidošanās. Kā svarīgākais uzdevums tika noteikta valsts robežas aizsardzība. Vienlaikus Latvijas Republikas Augstākā padome nolēma dibināt Aizsardzības ministriju gada 13. novembrī deputātu vairākums nobalsoja par Aizsardzības ministrijas izveidošanu. 19. novembrī par aizsardzības ministru iecēla Tālavu Jundzi, līdz tam Augstākās padomes Aizsardzības un iekšlietu komisijas priekšsēdētāju. Aizsardzības ministrijas tiešā pakļautībā nonāca tikko izveidotās valsts dienesta pārvaldes rajonos un pilsētās. Ministrijai pakļāva oktobrī izveidotos robežsargu mācību centrus Mālpilī, Vārvē, Rīgā un Liepājā. Sākās robežapsardzības spēku veidošana gada 31. janvārī izveidoja Aizsardzības spēku Robežapsardzības brigādi. Jau tā paša gada februārī sākās Latvijas robežas pārņemšana no Krievijas Federācijas robežsargiem. Nevarēja kavēties arī ar jūras un gaisa telpas pārņemšanu. Lai nodrošinātu vienotu vadību sauszemes, jūras un gaisa robežu aizsardzībā, gada 21. janvārī nodibināja Aizsardzības spēku štābu, Latvijas Republikas Zemessardzes mācības. 11 Formation and Development of Latvian National Armed Forces since 1991 Only after the re-establishment of independence and the international recognition of Latvia as an independent state during August and September of 1991, Latvia, similar to the other two Baltic States, began developing its security policy and formation of its national defence system. The Supreme Council and the Government of the Republic of Latvia became convinced of the necessity to develop a professional national defence system during the barricades of January On 20 February 1991, at the meeting with the U.S. Senator G. Ackerman, the Chairman of the Supreme Council of the Republic of Latvia A. Gorbunovs noted: Each independent country needs to have its own army. Sooner or later we will build our army in order to protect our democratic country. Even before international recognition of Latvia as an independent country, in summer 1991 the Republic of Latvia Law on the Zemessardze (National Guard) was drafted. This law was adopted by the Supreme Council of the Republic of Latvia immediately after the failed Soviet coup d etat attempt of 23 August The Zemessardze was established as a voluntary community-based self-defence organization with the objective to involve the population of the Republic of Latvia in protection of the state and society. The formation of the Zemessardze started as soon as the law was adopted. Recruiting soldiers for the newly-formed units was the most important precondition for creating the defence system and for establishing the regular armed forces. On 10 September 1991, the Supreme Council of the Republic of Latvia adopted the Law on Mandatory State Service. This law prescribed that Latvian male citizens between the ages of 19 to 50 had to serve the mandatory state service. The development of the structure of the defence system had begun. National border protection was considered top priority. At the same time a decision to establish the Ministry of Defence was made by the Supreme Council of the Republic of Latvia. On 13 November 1991, the Ministry of Defence was established by majority of parliamentary votes. On 19 November 1991 T. Jundzis, Chairman of the Defence and Interior Committee of the Supreme Council was appointed as the Latvian Defence Minister. Newly formed State Service municipal and district boards became directly subordinate to the Ministry of Defence. Border guard training centres established in Mālpils, Vārve, Rīga and Liepāja also became subordinate to the Ministry of Defence. The formation of border protection forces began. 12 Nacionālo bruņoto spēku izveidošanās un attīstība kopš gada kam pakļāva jau izveidoto Robežsargu brigādes štābu. 25. janvārī izveidoja Jūras spēku pārvaldi, bet 24. februārī Gaisa un pretgaisa aizsardzības pārvaldi. Līdz ar to tika likti pamati vienotas valsts aizsardzības spēku sistēmas radīšanai Latvijā. Par pirmo jaunformējamo Aizsardzības spēku komandieri iecēla pulkvedi Daini Turlo. Vienlaikus ar valsts aizsardzības sistēmas veidošanu turpinājās valsts aizsardzības koncepcijas izstrādāšana. Tās pirmie varianti bija sagatavoti jau gada rudenī, bet turpmākajā laikā vairakkārt pārstrādāti un pilnveidoti gada 4. novembrī Augstākā padome pieņēma likumus Par valsts aizsardzību un Par Aizsardzības spēkiem, kuri konceptuāli noteica valsts bruņoto spēku struktūru un uzdevumus. Aizsardzības spēkos ietilpa: Robežapsardzības spēki, Mobilie strēlnieki, Gaisa un pretgaisa aizsardzības spēki, kā arī Jūras spēki. Ilgu laiku Zemessardze atradās Augstākās padomes pakļautībā, vēlāk Valsts prezidenta pārraudzībā gadā robežapsardzība tika nodota Iekšlietu ministrijas pārziņā, līdz ar to Robežsargu brigāde vairs neietilpa bruņoto spēku sastāvā. Papildinājums nāca no Zemessardzes, kura tika pakļauta Aizsardzības ministrijai Nacionālo bruņoto spēku sastāvā. Latvijas Jūras spēku sastāvā līdz gada 1. jūlijam bija Dienvidu rajons (Liepāja), Centrālais rajons (Rīga), Krasta apsardzes bataljons (Ventspils) un Liepājas mācību centrs. Pēc reorganizācijas Krasta apsardzes bataljonu pārveidoja par Radiotehnisko bataljonu, izveidoja arī Karakuģu flotili, kas stājās agrāko rajonu vietā gadā uz Centrālā rajona bāzes tika izveidota Krasta apsardzes kuģu flotile, kura pilda valsts krasta apsardzes funkcijas gadā sākās Nacionālo bruņoto spēku reorganizācija. Saskaņā ar tās plānu tika pārveidota Zemessardze, uz tās bāzes veidojot Sauszemes spēkus. Tika pārveidota triju Baltijas valstu Lietuvas, Latvijas un Igaunijas kopējā militārā vienība BALTBAT. Sauszemes spēkos izveidoja divus kājnieku bataljonus, kā arī nodrošinājuma un apmācības daļas. Mūsu valsts Nacionālo bruņoto spēku karavīri turpināja savas miera uzturētāju gaitas dažādos planētas karstajos punktos: Kosovā, Irākā un Afganistānā. Nākamās nozīmīgās lappuses Latvijas Republikas NBS vēsturē tika pāršķirtas gada 29. martā, kad mūsu valsts oficiāli tika uzņemta Ziemeļatlantijas līguma organizācijā (NATO), un gada 1. janvārī, kad mūsu valsts Nacionālie bruņotie spēki pilnībā pārgāja uz profesionālo karavīru komplektēšanas principu šajā dienā NBS atstāja pēdējais obligātā militārā dienesta karavīrs. 13 Formation and Development of Latvian National Armed Forces since 1991 Guard Brigade was formed. The takeover of Latvian border protection from the Russian Federation Border Guard troops began in February It was important not to delay the formal takeover of Latvia s territorial waters and airspace. On 21 January 1991, the Defence Forces Headquarters was established to ensure the unified command for defence of Latvia s territory, its territorial waters and airspace. The newly formed Border Guard Brigade Headquarters was placed under its subordination. The Naval Forces Department was established on 25 January 1991, the Air and Air Defence Department was established on 24 February The foundation was laid for the development of unified defence forces system in Latvia. Colonel D. Turlais was appointed the first Commander of the newly formed Latvian Defence Forces. The National Defence Concept was formulated alongside the development of the National Defence System. The first drafts of the Defence Concept were prepared as early as in autumn of 1991; they were further updated and improved continuously over the next few years. On 04 November 1992, the Supreme Council adopted the Law on National Defence and the Law on Defence Forces, which created the conceptual and legal framework of the structure and objectives of the armed forces. The Defence Forces consisted of Border Guard Brigade, Mobile Infantry units, Air and Air Defence Forces, as well as the Naval Forces. For a long time the Zemessardze (National Guard) was subordinate to the Supreme Council; later it was placed under supervision of the President. In 1997 border surveillance was assigned to the Ministry of Interior, therefore, the Border Guard Brigade was no longer a part of the National Armed Forces. In addition, the Zemessardze was later subordinated to the Ministry of Defence as a component of the National Armed Forces. Until 01 July 1999, the Latvian Naval Forces were comprised of the Southern Region located in Liepāja, the Central Region located in Riga, the Coast Guard Battalion located in Ventspils and the Training Centre located in Liepāja. The Naval Forces Radio-Technical Battalion was formed after reorganization of the Coast Guard Battalion. Naval Forces regions were also restructured and replaced by the newly formed Naval Forces Flotilla. In 1999 the Naval Forces Central Region was restructured and the Coast Guard Boat Flotilla was established to guard the Latvian coast. In 1998 the restructuring of National Armed Forces was launched. According to the plan, the Zemessardze was transformed and Land Forces were created. The joint military unit of the three Baltic States (Latvia, Lithuania and Estonia), BALT- BAT, was also transformed. Two infantry battalions along with the logistics and training units were established within the Land Forces. Latvian National Armed Forces soldiers continued their peacekeeping missions in various global hotspots, such as Kosovo, Iraq and Afghanistan. The next most significant events in the history of the Latvian National Armed Forces took place on 29 March 2004 with Latvia s admittance to the North Atlantic Treaty Organization (NATO), and on 01 January 2007 when the National Armed Forces switched to a professional military service.
