3 Phase 1 Precautionary Declared when normal security conditions are disrupted Increased staff security awareness required DO implements in consultation with SMT Advise UNDSS upon declaration DO/SMT can go to No Phase or to Phase 2 DO approves all missions

4 Phase 2 Restricted Movement Higher level of alert required SMT can employ Only critical staff at office Children stay home from school DO implements in consultation with SMT Advise UNDSS upon declaring DO approves all missions DO can downgrade

5 Phase 3 Relocation Security situation worsens Security of staff/dependants not assured DO/SMT must recommend relocation, via UNDSS, to Secretary-General for approval If approved - dependants & non-essential staff relocated DO approves all missions

6 Phase 4 Programme Suspension Security situation deteriorates All internationally-recruited staff depart- except those directly involved with: Emergency programmes Humanitarian operations Security management Establish ceiling on number of staff remaining keyed to evacuation means Complete all preparations of exit plan for remaining staff DO approves all missions

7 Phase 5 Evacuation Security situation collapses No guarantee of safety DO/SMT recommends, via UNDSS, to Secretary-General for approval Continuity of operations plan implemented Begin transition to National OIC and SLO Relocation of National staff - DO/SMT recommends, via UNDSS, for Secretary- General approval No missions authorized

15 Concentration Point Considerations Central location Accessible Away from potential target - government buildings, radio station Adequate food, water & sanitation facilities available Medical kits available Communications facilities Sufficient parking Storage space - vehicles (official & personal) Near potential evacuation sites: Airport/airfield Major roads Port Rail station

16 Zone Warden System Identified by Wardens to consolidate staff/dependants in their zone for movement to Concentration Point. Typically is staff residence, church, school or other large facility.

17 Continuity of UN Operations UN operations after Phase Five declared: Designated local staff member becomes agency OIC Selected agency OIC is designated as Senior Locally-Recruited Officer (SLO) - acts as DO SLO and OICs continue operations to extent possible
