1 GTB Public Safety Department Mission Statement The Tribal Police of the Grand Traverse Band of Ottawa and Chippewa Indians will provide for the safety and well being of all tribal community and businesses enterprises through law enforcement, community police education and an understanding of cultural tradition T.C. Mission Statement and G/O: promote and protect the well-being of our present and future members; culture, sovereignty, health, education, financial management and housing

Purpose: To provide police services to the six county service areas. To promote community oriented policing/problem solving to help prevent and reduce crime with professional and well trained police officers. The department improves the quality of life on tribal lands by providing safe communities for residents who reside in the communities and visit. 3 2013 YEAR HIGHLIGHTS Hosted Trainings: 9/10-12, 12, BIA Special Law Enforcement Commission Training Presenter, Jeff Davis, MI USAO 56 MI State Police Troopers & 6 Tribal Police Officers attended with Councilor Gasco providing welcome. 9/13-MI Commission on Law Enforcement Standards (M.C.O.L.E.S.) Information and Tracking Network (MITN) 14 participants 13 from various Sheriff s s Departments and the Administrative Assistant for Tribal Police attended
4 2013 YEAR HIGHLIGHTS, cont. CROSS-DEPUTIZATION: Agreements with 4 county Sheriff Departments have been implemented for the Cross-Deputization to create a collaboration of Law enforcement efforts to serve and protect the Tribal community. Leelanau County - Sheriff Deputies (29) and GTB Tribal Police have been cross Deputized. We are currently working with MI State Police to be Cross-Deputized. GTB Language Camp Served lunch to Language Camp participants

6 GRANT FUNDING SECURED CTAS GRANT 3 Year Grant - PA1 COPS TRGP-H: $161, for grant period 09/01/13 through 8/31/16. Purpose: Hire Community Police Officer to implement Neighborhood Watch programs at three tribal sites: Benzie, Charlevoix and Peshawbestown. (PA5 Enhance Responses to Violence Committed Against Women and Girls Grant $487,146 includes a part-time time Domestic Violence Police Officer and DV Tribal Attorney to assist with services for domestic violence victims in collaboration with AFS/BHS. COPS TRGP-HIRING GRANT #4121: $299, for grant period 8/01/09 through 2/15/14. Purpose: Hired Police Officer to collaborate with partners on community policing.
7 GTB Tribal Prosecutor Office (PAO) Tribal Court Tribal Prosecutor is the Chief Law Enforcement Officer and is responsible for the prosecution of criminal offenses. Tribal Prosecutor serves as the Presenting Officer in the GTB Children s s Court, and represents the Tribe in Indian Child Welfare Cases in Tribal and State Courts. Tribal Prosecutor provides pro bono services to elders, including: Estate Planning, Wills, Trusts, Patient Advocate Power of Attorney, and Durable Power Of Attorney.
8 GTB PAO Paralegal Paralegal provides office support to the Tribal Prosecutor: Draft resolutions, motions and ordinances for tribal law as directed by Tribal Prosecutor Conduct legal research and maintain law library Prepare legal documents Maintain federal, state and tribal litigation files Assists with GTB membership inquiries from State for ICWA cases Attends meetings on behalf of PAO as requested and other duties as directed by supervisor. 19 GTB Emergency Management Office FY 2013 The GTB Tribal Emergency Management Office addresses emergency preparedness initiatives for the Tribal Government and works collaboratively with Leelanau County 911 Center on county and state of emergency events for Leelanau county including Antrim, Benzie, Charlevoix, Grand Traverse, and Manistee counties annual funding received for public health emergency preparedness activities: $23,373 from Michigan Department of Community Health (MDCH) Office of Public Health Preparedness (OPHP) for Michigan Federally Recognized Tribes. FY 2014 annual funding $25,802 to enhance coordination of services of public health and tribal health and State of Michigan.
20 Region 7 (17 counties and 3 Tribes: GTB, LTBB, LRBOI) simulated annual exercise Region 7 Pandemic Influenza and Civil Unrest simulated exercise at Leelanau County EOC 4/25/13 involving 17 counties over a 3-day 3 period with 12 hospitals, 2 Medical Control Authorities, and 2 Public Health Department/Districts.
21 GTB Emergency Management The Tribal Emergency Operations Center (EOC) is not staffed on a full-time basis but will open periodically for simulated exercises as well as real events that occur within Peshawbestown. During these events the EOC will be staffed by representatives from tribal and local organizations to collaborate on real time events that occur in Leelanau County. 6/20/13 WebEOC training for GTB Govt staff on-site: TMO, Div 1 & IV staff, IT, Fire, OMB, Clinic staff, Communications, Housing, etc.
