17 IRAQ & AFGHANISTAN VETERANS OF AMERICA (IAVA) First and largest nonprofit, nonpartisan organization for Iraq and Afghanistan veterans. IAVA s programs are designed to empower a community of over 200,000 member veterans and supporters online and offline through Smart Job Fairs, the New GI Bill Calculator, and Community of Veterans, a veterans-only social network.

21 OFFICE OF ECONOMIC ADJUSTMENT (OEA) OEA is the DoD s field organization responsible for supporting state and local governments as they adjust to major defense program changes. Specifically, they help communities respond to: Base realignments and closures Defense industry adjustment Compatible Use (Joint Land Use Study) Mission Growth

22 MILITARY-TO-CIVILIAN JOB CERTIFICATION PARTNERSHIPS The Manufacturing Skills Standards Council allows the military to issue certifications in logistics and advanced manufacturing. The pilot program will be conducted by the Army this year. The American Welding Society and National Institute for Metalworking Skills will qualify service members as welders and machinists. The pilot program will take place at Fort Lee, VA, which trains about 20,000 students each year. The Society of Manufacturing Engineers will expand job certification program opportunities for Army engineering students in highly specialized or technical fields. The initial one-year test program will apply to officers and warrant officers.

23 VETERANS RETRAINING ASSISTANCE PROGRAM The Veterans Retraining Assistance Program (VRAP) offers up to 12 months of training assistance towards an Associates Degree, Non-College Degree, or Certificate that leads to a high demand occupation (as determined by the Department of Labor) for unemployed veterans. The program is limited to 45,000 participants from July 1, 2012 to September 30, 2012 and 54,000 participants from October 1, 2012 to March 31, As of July 31, 2012, over 41,000 applications had been received.

24 TAX CREDITS FOR PRIVATE COMPANIES RETURNING HEROES TAX CREDIT: This new tax credit encourages firms to hire unemployed veterans, with a larger incentive for hiring veterans who have been unemployed for 6 months or more. Employers can claim a credit of $2,400 $5,600 depending on the veteran s duration of unemployment over the past year. WOUNDED WARRIORS TAX CREDIT: This tax credit encourages firms to hire unemployed veterans with service-connected disabilities by maintaining and expanding the existing Work Opportunity Tax Credit (WOTC). A $4,800 $9,600 credit is available for firms that hire qualifying veterans, with larger credits for firms who hire veterans that have been unemployed over 6 months in the past year.

25 FORT HOOD REGION VETERANS INVENTORY INIATIATIVE The Veterans Inventory Initiative was a key recommendation of Operation Economic Transformation (OEA-funded economic diversification plan) for the Fort Hood Region. Since 2007, the survey has been administered consistently and the Heart of Texas Defense Alliance publishes quarterly reports summarizing their findings.

31 ANNISTON ARMY DEPOT (ANAD) The Depot is one of 9 US Army installations in the country charged with neutralizing or destroying the country s chemical weapons stockpiles. The Calhoun County Chamber of Commerce and the East Alabama Regional Planning and Development Commission (EARPDC) in Anniston, AL, received an OEA grant to address the layoffs that would result from the expected reduction in workload at the Depot.
