2 DISTRICT COMMANDER Commander Omaha District Colonel David C. Press became the Commander of the Omaha District, U.S. Army Corps of Engineers, September 22, As Commander, Press oversees federal civil works activities in the upper Missouri River basin, engineering design and construction for the Army and Air Force in eight Mountain and Upper Midwest states, and environmental remediation work throughout the United States. The Omaha District has served the nation through the design and construction of military facilities for more than half a century. With the end of the Cold War, the district s focus turned to the revitalization of facilities on active military installations and disposing of unneeded facilities. The tradition continues as the district leads the way in support of the Army Transformation initiative. Colonel Press is currently the President of the Omaha Post, SAME and former President of the Honolulu Post Colonel Press is a native of Bergen County, N.J. He and the former Heather McMaster of Dansville, N.Y., have two sons, Steven and Michael.

3 DEPUTY COMMANDER Lt. Col. Quay B. Jones became the Deputy Commander and Chief of Staff of the Omaha District, U.S. Army Corps of Engineers, August 5, As Deputy Commander and Chief of Staff for an engineer district of 1,200 civilian and military personnel with elements in nine states. Jones assists the Commander of the Omaha District in executing a $1 billion budget. The Omaha District provides civil works, federal water resources, environmental restoration at nearly 1,000 projects. The district also generates hydroelectric power at six main stem dams, and operates recreation facilities throughout the region. Jones came to the Omaha District from a tour in Baghdad, Iraq, where he served as the Baghdad Area Office OIC, for the Corps Gulf Region Division. LTC Jones earned a Bachelor of Science degree in systems engineering and received his commission from the U.S. Military Academy at West Point, N.Y., in Jones holds a Master of Science degree in computer science from the Naval Post Graduate School and his military education includes the U.S. Army Engineer Officer Basic and Advanced Courses, Combined Arms and Services Staff School, and U.S. Army Command and General Staff College.

4 DEPUTY DISTRICT ENGINEER Erik Blechinger is the Omaha District Deputy for Project Management and the Chief of Programs and Project Management Division for the Omaha District, U.S. Army Corps of Engineers (USACE). Erik is directly responsible for execution of all program and project management within the District. Responsibilities include support to 26 Army and Air Force installations in an eightstate area, water resources development in nine states of the Upper Missouri River Basin, and Hazardous, Toxic and Radioactive Waste cleanup work for the Department of Defense and other clients. The Omaha District is the most expansive district in USACE. Its boundaries cover more than 700,000 square miles. A native of Madison, Wisconsin, Erik earned his bachelor s degree in Civil and Environmental Engineering from the University of Wisconsin in He went on to earn a Master s of Science in Civil Engineering from the University of Kansas in 1997.

5 Executive Assistant ` ` Thomas O Hara is the Executive Officer for the Omaha District U.S. Army Corps of Engineers. In his 16 years with the Corps, Thomas has served in various assignments across the globe in engineering, design, public affairs and various outreach initiatives. Thomas duties include managing the operations of the district executive office, personal advisor the commander on various internal operational and external stakeholder issues, and serving as a liaison to division and higher headquarters on special initiatives. Thomas has represented the Corps at various agency coordination conferences and has experience communicating with diverse audiences; particularly with respect to Corps programs and their impact/involvement with affected Native American tribes. The variety of projects and programs Thomas has represented include environmental efforts (under CERCLA (Superfund), BRAC, FUDS), as well as civil works, regulatory, military construction and emergency operations.

6 Chief, Contracting Division Jim Opitz is chief of the Contracting Division for the U.S. Army Corps of Engineers, Omaha District. As the head of the contracting activities in the Omaha District since October 2002, Jim is responsible for the oversight of all requests for supplies, services and construction in support of the district s immediate missions. Jim also serves as the senior contracting officer within the district, and manages a professional staff of 36 contracting officers, contract specialists, procurement technicians, and administrative support staff.. Jim started his career with the Corps Omaha District in He had worked in the district s Engineering and Construction Divisions before being assigned to Contracting Division in A graduate of the University of Nebraska at Omaha, he is a member of the Society of American Military Engineers and the Midlands Chapter of the National Contracts Managers Association. Jim is married and lives in Springfield, Neb.

7 Chief Office of Small Business Programs Hubert J. Carter, Jr., was appointed Deputy for Small Business for the U. S. Army Corps of Engineers, Omaha District, in March On behalf of the district commander, Hubert ensures implementation and execution of the Nation s small business strategic plans, goals and objectives for federal civil works activities in the upper Missouri River basin, engineering design and construction for the Army and Air Force in eight Mountain and Upper Midwest states, and environmental remediation work throughout the United States. Hubert is known throughout the small business community, industry, and among his peers, for his ability to superbly manage a large, diverse and challenging program resulting in an evolving, transforming, robust small business program for the Omaha District. He is known throughout the small business community for his program philosophy Small Business is a team activity; get into the game!

17 Civil Works Methods of Execution Planning, engineering, and design work is primarily performed with in-house staff (67%), supplemented by specialized indefinite-delivery type contracts. All construction work is performed by contract (most thru the IFB process). Contract procurement decisions are made on a case-by-case basis considering project scope, schedule, and complexity/pasb.
