4 Justification In the area of fire and civil protection, it is an accepted principle that the units deployed should be under a single operational control structure, in order to maximise the chances of success. 26 Justification The amendment proposed by the Commission, under which financial assistance only relates to funds allocated to the European Civil Protection Pool, puts those Member States that do not participate in the European Civil Protection Pool, but are part of the Civil Protection Mechanism as a whole, at a disadvantage.
