SDAP award levels will be determined by OIC PRDO upon completion of A-1 appropriate training and fundamental role in support of mission execution (admin support: SD-4; direct support: SD-4; operators: SD-6). A-2 SD-6 authorized for Master Targeting Operator at UIC only. SDAP is awarded to the following three qualified positions at DTRA: Escort, Linguist, Inspector. A-3 Entitlement should commence upon qualification as determined by DTRA. Award levels designated by the Office of the Secretary of Defense as detailed in annual recertification A-4 memorandum. Submarine Chief of the Boat (COB) personnel are only authorized SDAP while assigned to a 9579 billet onboard a submarine and must hold the NEC for that billet. CMC/CSC are authorized SDAP while in the billet on a Pre-Commisioning Unit (PCU) and while assigned to the PCU Detachment. Only one CSC/CMC billet is authorized SDAP per PCU. A copy of the CMC/CSC's orders along with the CO's endorsement must be submitted to COMNAVPERSCOM (PERS- 81) to verify eligibility. Refer to OPNAVINST G, Command Master Chief Program for further information. NEC 9578, 9579, or 9580 holders assigned to Command Leadership School (UIC 31697) is authorized SDAP while serving as instructors.

Only one IDC per authorized billet may receive SDAP. b. Member may only receive SDAP while TAD if the SDAP billet they are filling is vacant, the incumbent is absent, or the incumbent has transferred without contact relief; the reporting member must hold the NEC for the vacant SDAP position they are filling. If the member's permanent billet (i.e., their originating command) has a greater SDAP level, the member is eligible to receive the higher amount. Eligibility while on TAD commences when attached to the unit and continues until the member is relieved. d. All other TAD SDAP issues must be forwarded to the IDC Enlisted Community Manager (BUPERS- 325) at HM_ECM@navy.mil for consideration. Request must include a copy of TAD orders, a NAVPERS 1070/613 referencing the appropriate paragraph of this message certifying that the Independent Duty TAD assignment meets the criteria therein, and the Commanding Officer's endorsement addressing the level of independent duty required and performed.

Assigned to Joint Task Force Accounting (Afghanistan, Pakistan, Vietnam, Laos, Cambodia, etc.), or c. Assigned to a humanitarian mission (Turkey, Africa, etc.) as specifically requested and approved by BUPERS-325. When deployed to a combat zone listed in the USMC UICs. HM-8404 billets filled at these UICs by TAD and HSAP personnel are also eligible for SDAP. Any USS/USNS platform on which IDC is sole provider on TAD orders as determined by HM ECM. HM-8425/HM-8402 are authorized SDAP when assigned directly to a precommissioning or recommissioning unit. Those assigned to a subordinate UIC or a component UIC ashore are not authorized SDAP. SDAP level will be determined by HM Enlisted Community Manager (BUPERS-325) based upon SDAP level authorized for comparable unit/platform. Sailors assigned to UIC on or after 26 August 2015 are eligible to receive SDAP.

NEC 9578, 9579, or 9580 holders assigned to Command Leadership School (UIC 31697) are authorized SDAP while serving as instructors. E-7 or above Gas Turbine Specialist, has NEC 4206, and is serving in a GS-4206 billet coded for FFG class ships. SDAP is paid to only one 4206 NEC per command. E-7 or above Engineman, has NEC 4206, and is serving in an EN-4206 billet coded for LSD 41, LSD 49, MCM 1, LPD 17, HSV 1, or PC 1 class ships. EN-4206 E-7 or above assigned to PC 1 class operational hulls are authorized SD-2 ($150) when in a deployment or training cycle. E-7 or above Machinist Mate, has NEC 4206, and is serving in a MM-4206 billet aboard AS, LCC, or LPD 4 class ships. Filling a valid EN/MM-4314 billet, has NEC 4314, and maintains full certification in all Diesel Engine inspection methods per NAVPERS 18068F. Surface/submarine MM's holding NEC 4314 and filling a valid Diesel Engine inspector billet also qualify. Filling a valid HT-4946 billet, holds NEC 4946, and maintains full certification in all non-destructive testing methods per NAVPERS 18068F. Complete certification must be verified and approved by the director, NAVSEA Examiner Certification Test Agency, Service School Command, Great Lakes, IL. When qualified as a Surface Rescue Swimmer and filling an authorized billet aboard a ship, submarine, or authorized shore command (as listed) Mobilized SELRES holding NEC 8250 in active flight status Mobilized SELRES holding NEC 8252 in active flight status

Any Hospitalman with NEC 8402, 8403, 8425, or 8494 permanently assigned or on Temporary Additional Duty (TAD) to any NEC 8402, 8403, 8425, or 8494 billet (respectively) authorized for SDAP, and pursuant to the following guidelines: a. Only one IDC per authorized billet may receive SDAP. b. Member may only receive SDAP while TAD if the SDAP billet they are filling is vacant, the incumbent is absent, or the incumbent has transferred without contact relief; the reporting member must hold the NEC for the vacant SDAP position they are filling. If the member's permanent billet (i.e., their originating command) has a greater SDAP level, the member is eligible to receive the higher amount. Eligibility while on TAD commences when attached to the unit and continues until the member is relieved. H-2 c. All other TAD SDAP issues must be forwarded to the IDC Enlisted Community Manager (BUPERS- 325) at HM_ECM@navy.mil for consideration. Request must include a copy of TAD orders, a NAVPERS 1070/613 referencing the appropriate paragraph of this message certifying that the Independent Duty TAD assignment meets the criteria therein, and the Commanding Officer's endorsement addressing the level of independent duty required and performed. d. HM-8425 and HM-8402 are authorized SDAP when assigned directly to a precommissioning or recommissioning unit and meet the criteria above. Those assigned to a subordinate UIC or a component UIC ashore are not authorized SDAP. SDAP level will be determined by HM Enlisted Community Manager (BUPERS-325) based upon SDAP level authorized for comparable unit/platform. HM-8425 is eligible for SDAP at the level prescribed under any of the following circumstances: H-3 a. Assigned to any of the listed UICs, or b. Assigned to Joint Task Force Accounting (Afghanistan, Pakistan, Vietnam, Laos, Cambodia, etc.), or c. Assigned to a humanitarian mission (Turkey, Africa, etc.) as specifically requested and approved by BUPERS-325. H-5 H-6 Any USS/USNS platform on which IDC is sole provider on TAD orders as determined by HM ECM. HM-8425/HM-8402 are authorized SDAP when assigned directly to a precommissioning or recommissioning unit. Those assigned to a subordinate UIC or a component UIC ashore are not authorized SDAP. SDAP level will be determined by HM Enlisted Community Manager (BUPERS-325) based upon SDAP level authorized for comparable unit/platform. Sailors assigned to UIC on or after 26 August 2015 are eligible to receive SDAP. H-7 I-1 I-2 I-3 Must hold NEC 9508 or 9999 and be detailed (permanent or temporary) to a billet coded with a RDC or assistant RDC "I" billet distribution NEC at listed UICs. NECs 9585, 2186, and 2187 may earn the 9586 recruiter classifier NEC. UIC (NRC NORU) and region classifiers (39089 (NRC WEST)/ (NRC EAST)) are not entitled to SDAP. NEC 2612 members at Operational Support Center and Reserve Component Command (RCC) are not eligible for this SDAP.
